A soft-on-criminal-illegal-aliens prosecutor and sheriff in Fairfax County, Virginia have been asked to appear before a House Judiciary subcommittee to testify about how their practices and policies are harming public safety, after an illegal alien with a lengthy criminal history who had been repeatedly released was charged with stabbing to death a local woman at a bus stop.
“The Subcommittee on Immigration Integrity, Security, and Enforcement of the U.S. Committee on the Judiciary is inviting Fairfax County Commonwealth’s Attorney Steve Descano and Sheriff Stacey Kincaid to testify at a hearing titled ‘Fairfax County, Virginia: The Dangerous Consequences of Sanctuary Policies’ on April 15, 2026,” WJLA’s Nick Minock reported on social media Tuesday.
“The following invitation was sent to Kincaid and Descano,” Minock reported in an article on the local ABC affiliate’s website:
"‘The hearing will examine how state and local policies that prohibit cooperation with federal immigration authorities hurt public safety. Your testimony will assist the Committee and Subcommittee in developing legislative reforms to address sanctuary jurisdictions.’”
Abdul Jalloh, an illegal alien with no fixed address who had previously been arrested more than 30 times – but, repeatedly released by Descano’s office – was charged last month with the brutal murder of Stephanie Minter, a 41 year-old Virginia woman who was stabbed to death.
Descano, a self-described “progressive prosecutor” backed by billionaire activist George Soros, has been the subject of two recall efforts since he assumed office in 2019. His official government webpage boasts that “Under his leadership, the Office of the Commonwealth’s Attorney has stopped requesting cash bail.”
Descano's office, which has a policy of considering immigration consequences in determining whether or not to prosecute, had previously dropped almost every charge against Jalloh, allowing him to walk free time after time before Minter's murder.
Now, Sheriff Kincaid is refusing to honor a detainer request by U.S. Immigration and Customs Enforcement (ICR), which is seeking to take Jalloh into custody and deport him. Kincaid’s refusal to turn Jalloh over to ICE is being backed by Democrat Virginia Governor Abigail Spanberger. The governor says ICE must first obtain a judicial warrant - a requirement that is both unnecessary and impossible to accommodate.
Minter’s mother and brothers blame Descano for repeatedly releasing Jalloh, leaving him free to allegedly murder their family member.
What’s more, Fairfax County, Virginia police previously warned Descano’s office at least three times not to release Jalloh – but, Descano’s office released him, anyway, documents obtained through the Freedom Of Information Act (FOIA) reveal.
“[I]t is not a question of if, but rather when [Jollah] will maliciously wound (or worse) again,” the command officer’s letter warned Descano’s office.
