Peter Ferrara (pferrara@heartland.org) is senior fellow for budget and entitlement reform at The Heartland Institute, a free-market think tank based in Arlington Heights, Illinois. He is also a policy advisor for the National Tax Limitation Foundation. Ferrara served in the White House Office of Policy Development under President Reagan, and as associate deputy attorney general of the United States under the first President Bush.
