Talk about "change." The latest version of president-elect Barack Obama's ever-evolving ideas for "community service" promises to pass out quite a bit of it to America's college students.
The "America Serves" (link is to Google cache) and "Service" sections of Team Obama's Change.gov site have, uh, changed quite a bit over the past day or so after many, including Kerry Picket of Newsbusters, noted that the "service" proposals require youth conscription, i.e., a non-military draft.
As of 8 AM this morning, Team Obama's cleanup operation is nearly complete, with almost all coercive language purged.
But one item noted last night by Charles Johnson of Little Green Footballs remains in the "Service" section (a copy for future reference is here if/when the existing link changes), with a stunning quantitative modification:

$4,000 in value for 100 hours is $40 an hour, tax-free. For most students, because they pay no federal income tax, this will amount to an annual handout of $4,000 less the value of the service they provide (bravely assuming that it's productive), which would be at most the private-sector equivalent of about $12 an hour with benefits, or $1,200.
Space doesn't permit me to go into all of the mind-boggling distortions this would lead to, but here's a start (some information was obtained from the tables listed at this page at collegeboard.com):
- Thousands, if not hundreds of thousands, of the roughly 3.2 million high school seniors who graduate each year who aren't cut out for college, or aren't yet ready for what's left of its rigors, will not go into private-sector jobs that might make sense for them, but will instead erroneously or prematurely choose higher education, partially because of this perk.
- Administering the program will require a vast bureaucracy, including verifications that kids indeed attended eligible schools (full-time?), indeed did the service, didn't drop out as soon as their service was completed, etc., etc. This bureaucracy will almost certainly impose paperwork requirements on colleges, as well as charitable and government organizations, that can ill afford it.
- Roughly 60% of high-school grads go directly on to college. Let's estimate that this puts 8 million kids in college at any one time (I think the number is higher, but I can't prove it right now). If they are required to put in the service (that's what the site still says), the program would cost Uncle Sam $32 billion a year (8 million x $4,000).
- In the last fiscal year, the entire Department of Education spent $66 billion. This one program would expand the Department's budget by almost 50%, before adding a dime for administration.
- More practically, are there 800 million hours (8 million kids at 100 hours each) of meaningful community service work out there? Even if there is, how do you manage a program with the equivalent of almost 400,000 (corrected from 4 million earlier) full-time employees efficiently and effectively? Wal-Mart, which is I believe the nation's largest employer, has 2.1 million employees. (Ironic/never happen suggestion of the day: Maybe Uncle Sam should outsource program administration to Wal-mart. At least they might keep it under control).
If President Bush had proposed this, the howls would have been never-ending. As it is, I suspect there will be little if any media notice -- of the cost, or the coercion.
I also copied the paragraph about College Serve-Study because its reference to "instead of jobs in dining halls and libraries" seems more than a little condescending -- and all too typical. Apparently, "community service" bought for $40 an hour is more noble than doing jobs that serve actual customers.
To the extent there is any coverage, I expect fawning praise and a contention that Obama really won't "require" it -- despite the plain language and the web page's current title:

"Voluntary" or "universal" -- which is it, guys?

Every 2 1/2 weeks you get a new batch that need to be processed, trained, supervised (probably by someone making less than the conscripts, which makes for an interesting dynamic). We will have the cleanest roads in the world, the best marked trails in our National Parks. Our courts impose community service all the time and I would bet most hours are spent standing around with their thumb you know where. Then ObamaOne wants to unleash not the miscreants of society but the intelligentsia of our youth to "help" maybe a twenty-year truck driver hauling garbage to the landfill. Perhaps they will discuss what change means to the Law of the Sea Treaty and net size affecting Dolphin kills. Does Obama believe that the sum of many part-time gigs is equal to full-time work? Have we ever had a group Einstein or even a group Nuclear Power Plant Operator? You know, after the first ten guys learn individual skills needed to control a reactor, well, the eleventh guy Takes Control! That's a Green Job!

I have been one of those stuck with supervising 'court ordered' public service at my volunteer fire department. Didn't take long to figure out that a criminal sentenced to 40 hours of community service was a joke. The only one sentenced was the 'supervisor' who had to put in the hours to supervise the criminal. Do the judges really think we can let the 'criminals' run loose in a facility with millions of dollars worth of equipment, a lot of it small enough to be carried off. We stopped accepting the 'free' (joke) labor. If I have to be there I may as well do the work myself.

1. Why is an obvious political program on a .gov site? Is there something out there like a, "Help George Bush Kill Terrorists.gov" site out there, too that I'm missing?
2. Exactly what the heck is "The Office of the President Elect"? I don't remember that one from civics class. Interesting that they came up with a sign for it repleat with a professional layout, surely focus-group tested fonts, little Presidential Seal logo on it...and in less than a week.
Anybody else think this guy is just making up stuff as he goes along?
Or, (maybe as bad, not sure yet), this is stuff he's been planning on all along?
I wonder if his personal presidential seal they rolled out months ago and/or his personal O logo has actually been resigned to the dust bin? Or will it suddenly re-appear and nobody will blink an eye like with this brand new 'office' nobody's ever heard of before?

Thousand of volunteer fire/rescue members are holding their breath, not. It may be a good time for all volunteer departments to become paid (union with all benefits). It'll only cost the tax payers a few, actually a lot of, billions of dollars.

I seem to recall him saying that a few months ago. These folks need someone who was home-schooled to work for them and understands basic reading comprehension.
Even at $10.00 per hour it is outrageous. They want to take my tax dollars and “donate” it to a bunch of college kids to participate in a program that is ridiculous, impossible to administrate, and will be rife with abuse.

He was one of the troublemakers she had tried to help that dropped out of school. Children paid 40 dollars an hour who are for the most part social retards currently thinking they will be paid to play video games are not going to be working at said businesses who need them for summer employment.
Net result Obama's plan will crash summer industry jobs unless there is another Obama mandate to make parttime jobs now pay 40 bucks and hour for kids.
Now for the big fish. Those extra billions are not going to the Department of Education, but to Obama's liberal college money hogs.
That means a pay off of billions to Bill Ayers.
This money is tax free unlike money working at Walmart which means a huge dip in revenues for government for these 8 million workers over the summer, 8 dollars per hour, 40 hour weeks, 320 bucks a week, around 120 in SS and taxes.
120 x 8 million equals a summer short fall of 11,520,000,000
That is 11 and a half billion dollars in Social Securty and Income Taxes over one summer the government is not going to be taking in.
I heard on a Canadian radio program an Obama supporter from Chicago speaking as an expert who stated Obama is not going to cut any programs (contrary to what he said in the town hall debate), so that means by the tally the bill George Bush has run up each year, cutting defense by 25% (this means cutting military programs and instead drafting people to be used as fodder instead of missiles which are more expensive when troops are poorly trained) PLUS, the 800 billion give away to 3rd world dictators, 2 trillion in Obamacare, the Obama stimulus, Obama auto and whatever else perks Obama is handing out in another trillion.
Obama is going to require 4 trillion dollars more. It is impossible except to do what he has planned. I will post on that once it is worked out and break it in Newsbusters hopefull in the next few days.

In her case she is a tutor and helps corrects grammar on students papers, and also provides help with several software programs. $40.00 an hour for "community service" seems excessive to say the least.

My kids went to school in Los Angeles and the public school system there (at least a couple of years ago) required annual "voluntary community service" for middle school and high school kids. Yeah, it was so voluntary that you could not graduate without it. Even my daugher at a private Christian high school still had to do the time. The volunteer service was a disaster - none of the kids wanted to do the work nor were they really equipped to do it. Are there any other cities/states that require this same nonsense?
I'm wondering if this is what he is using as a model for his plan.
