Paul Krugman: America's Not Broke - We Can Still Borrow Money

By Noel Sheppard | March 11, 2011 | 11:50

A  A
Noel Sheppard's picture

If banks and credit card companies are willing to lend you money, does that mean you're not broke?

According to Nobel laureate Paul Krugman, America is doing just fine financially because we're having no problem borrowing money:

[T]he nation is not, in fact, “broke.” The federal government is having no trouble raising money, and the price of that money — the interest rate on federal borrowing — is very low by historical standards. So there’s no need to scramble to slash spending now now now; we can and should be willing to spend now if it will produce savings in the long run.

You got that?

It warrants repeating, because the inanity on display is almost staggering: 'The federal government is having no trouble raising money...So there’s no need to scramble to slash spending now."

I guess in Krugman's view, governments shouldn't worry about their deficits until they have problems borrowing.

Should corporations and individuals manage their finances the same way? Isn't that in fact a large cause of the financial crisis that rocked our nation in 2008?

To put a finer note on the absurdity, a few paragraphs earlier, Krugman said, "[T]here are still moments when I find myself saying, 'They can’t really be that stupid.'”

This is how a feel virtually every time I read one of Krugman's columns or see him on television.

But there was more:

[W]hile the government does have a long-run fiscal problem, that problem is overwhelmingly driven by rising health care costs. The Congressional Budget Office expects Social Security outlays as a percentage of G.D.P. to rise 30 percent over the next quarter-century, as the population ages, but it expects a near doubling of the share of G.D.P. spent on Medicare and Medicaid.

So if you’re serious about deficits, you shouldn’t be pinching pennies now; you should be looking for ways to rein in health spending over the long term. [...]

Think of it this way: Congress could, with a stroke of a pen, cut Social Security benefits in half. But it couldn’t do the same with health spending: Medicare can’t suddenly start paying to replace only half a heart valve or mandate that bypass operations stop halfway through.

Readers are once again reminded that this man has a Nobel prize in economics and is widely-revered by liberals from coast to coast.

To begin with, reining in Medicare costs in the future will indeed require decisions to be made concerning what the program will and won't cover. Most experts agree the program can't go on forever without making such tough choices.

Krugman himself made this very point on ABC's "This Week" last November:

If they were going to do reality therapy, they should have said, OK, look, Medicare is going to have to decide what it's going to pay for. And at least for starters, it's going to have to decide which medical procedures are not effective at all and should not be paid for at all.

So, four months ago before the new Republican House was sworn in looking to cut spending, Krugman was all for Medicare reducing costs by making decisions concerning what procedures it will and won't cover.

But on Friday, as Republicans are pushing for very modest fiscal belt tightening, Krugman claimed Congress can't cut Medicare spending.

They can’t really be that stupid.

What shills like Krugman intentionally hide from Americans is what's called unfunded liabilities. These are the combined financial obligations of Social Security and Medicare in the future.

As the National Center for Policy Analysis reported in June 2009:

The 2009 Social Security and Medicare Trustees Reports show the combined unfunded liability of these two programs has reached nearly $107 trillion in today's dollars!  That is about seven times the size of the U.S. economy and 10 times the size of the outstanding national debt.

The unfunded liability is the difference between the benefits that have been promised to current and future retirees and what will be collected in dedicated taxes and Medicare premiums.  Last year alone, this debt rose by $5 trillion.  If no other reform is enacted, this funding gap can only be closed in future years by substantial tax increases, large benefit cuts or both.

$107 trillion! That's almost eight times our current Gross Domestic Product!

Add to that the $14 trillion we currently owe, and the rose-colored budget projection by the White House of $7 trillion in additional debt creation in the next ten years, and we're really in the hole for $128 trillion or nine times GDP.

But don't worry. A famous Nobel laureate in economics says we're not broke because we can still borrow more.

And here's the punch line: the title of this article is "Dumbing Deficits Down."

Readers are once again reminded Krugman asked four weeks, "How can voters be so ill informed [sic]?"

Someone cue Alanis Morissette.

Everyone knows that Krugman is getting bludgeoned. His beloved rant is that Keynesian Thought = Great. Trouble is, he's just gone through the worst two years of his life. Why? Because he had the government of his dreams in place, and that government--fronted by Reid, Pelosi, and Obama--gave 'Keynesian Thought' a try. It failed miserably. The unemployment rate went up instead of down; consumer confidence went down instead of up. In the end, Krugman has been reduced to a blabbering FOOL as he tries to convince his readers and anyone else that we aren't really seeing what we're really seeing. "Pay no attention to everything BAD you're really seeing; pay attention instead to my wonderful THEORY which I've incubated in an 'Academe' laboratory for most of my haughty life."

You do realize why Krugman

Submitted by dscott on Fri, 03/11/2011 - 12:06pm.

You do realize why Krugman says we can still borrow? He believes the Fed can literally endlessly print money to cover said bonds to fund government operations. Like Obama, Krugman wants to inflate away debts. The problem is such policies destroy savings and investments which are the backbone of the economy. The people who gave Krugman his Nobel prize also gave it to Obama for doing absolutely nothing and has yet to fulfill their expectations. It's called the Imprimatur fallacy. Liberals believe inflation is good, that's why Carter did it. They never learn from their mistakes, they only change the terms and redefine words.

I have made the observation many times to liberals to which they always fall silent. "Liberals act as though this money never needs to be paid back." You think Madoff dreamed up his scheme by himself???? He took his cue from his liberal mentors in Congress and btw most of his victims were liberals, that should tell you something.

He can still make stupid statements to get his name in the news. The SS and Medicare/Medicaid problems can trace themselves to the same cause...the aging of the US population. The skyrocketing costs of medical services can trace themselves to the removal of the patient as the primary payer for the services thanks to the advent of HMOs and the special treatement that Congress gave to them. Which entity is better equiped to be able to deal with the costs associated with these problems...A national economy of $14 trillion per year or the National Government that takes in $2.5 trillion per year? Come on Paul...your supposed to be an economist, or so I'm told.

Concerning health care I think you misrepresent what Krugman writes in his article. He is basically reaffirming what you quote him saying some months ago:

Limiting health costs, therefore, requires a smarter approach. We need to work harder on prevention, which can be much cheaper than a cure. We need to find innovative ways of managing health care. And, above all, we need to know what works and what doesn’t so that Medicare and Medicaid can say no to expensive procedures with little or no medical benefit. “So-called comparative effectiveness research” is central to any rational attempt to deal with America’s fiscal problems.

His argument is not that it shouldn't be done, but that it has do be done "smarter" than by simply defunding the programs.

If we're speaking matter-of-factly, you seem to be suggesting that it is cheaper to keep people alive than bury them. Maybe prevention has a short-run effect on Health Care, but doesn't it also increase the length of retirement benefits? And doesn't prevention ensure an even greater cost of Health Care down the road?

Thank you for confirming with

Submitted by dscott on Fri, 03/11/2011 - 1:39pm.

Thank you for confirming with Krugman's own words he doesn't know what he is talking about. Krugman doesn't understand the problem of Medicare or Medicaid since he like Obama is clueless as to the majority of costs paid by these programs.

The vast majority of cost is due to Alzheimers and Dementia care and resulting medical complications, fully 50% of ALL residents in Skilled Nursing Homes and ALFs suffer from the twin scourges of the elderly. At $10,000 per month per resident Medicaid is buckling under the enormous fiscal burden when a senior citizen is forced to become indigent under Medicare and be placed on Medicaid. Medicaid then PAYS the $10k/month. Preventive health care does ZERO to avert these costs. ZERO!!!!!! There is NO PREVENTION where it concerns Alzheimers. Only a cure or a successful medical treatment program can avert the majority of costs, notice the Incompetent in Chief directs no major funding to a cure of these two diseases.

The entire approach by liberals with ObamaCare is a total joke in the face of the reality of how money is spent on elderly medical care. You have heard it said that greatest amount of money a person spends on healthcare is in the last year of life. NOW YOU KNOW WHY. IDIOTS Krugman and Obama have not addressed the issue other than to make sure Democrat campaign contributors from the Nursing Home Industry are well financed. Obama is a MORON, but that shouldn't be news to you since you did hear Obama claim that Pediatricians make money from tonsillectomies. Anybody that spouts that kind of ignorance is truly misinformed and anybody that buys what Obama said there is a rube.

It should be obvious to you by now that Obama and his thugs know all of what you've said above about the major causes of elder care costs. They have a plan about this. If you've listened carefully to Robert Reich, Ezekiel Emmanuel and Donald Berwick, you would know what this plan is : Thantoria. These evil bastards intend to euthanize the old and the sick. They intend to euthanize infants afflicted with birth deformities. This is their plan to control costs and they have said as much. Our feckless MSM has stood by mum after these things were said.

What you say may very well

Submitted by dscott on Sat, 03/12/2011 - 7:32pm.

What you say may very well all be true, however, the thought that someone would actually impliment a policy such as this is so repellent that many would refuse to believe it, especially moderates and independents. It wasn't until after the liberation of the concentration camps in WWII that people started to "believe" prisoners were being gassed, even though there were reports of it prior to the land invasion of Europe. I think the best course of action is to cut the legs out from under such long term policy goals by ridiculing the nonsensical claims and actions that don't jibe with the expectations and common sense of what people are being sold in ObamaCare. People in general understand and accept that incompetence is a probable event in human conduct more so than evil intent. This is why I promote Hanlon's Razor: Never attribute to malice what can be adequately explained by stupidity.

Elder Care

Submitted by Radical1979 on Fri, 03/11/2011 - 10:27pm.

What libs will propose is not to treat anyone with Altzheimer's and dementia when they become ill with something else. That will keep healthcare costs down for people they will say have no quality of life. I know what I'm talking about. Last February my mom was in the hospital with two infections. One of the infections is re-occuring. She was very ill, and the doctor told us next time it happens to have hospice at the nursing home take care of her, no more antibiotics. He said she doesn't have a quality of life because she can't do what she used to do. She doesn't suffer from A & D, but she is wheelchair bound. Over a year later she is still alive, comes to our homes on holidays, goes on shopping trips, sees her grandchildren, etc. But the government is now ready to let her die because she's old. Change "Hope I die before I get old" to "They'll let me die when I get old"

They WILL resort to thanatoria. They will not call them this and they will not call the disposal of the elderly euthanasia but that is what they will be, regardless of the nomenclature applied.  Do not believe me? Yes we can still borrow money... especially since the Fed can print unlimited amounts to buy treasuries at very low rates -- Low except for that pesky inflation thing. The fed buying US debt is a recent invention of Bernanke -- maybe he should buy all of the outstanding debt, and just write it off as a bad investment.

The Ultimate Redistribution

Submitted by Kingfish17 on Fri, 03/11/2011 - 1:26pm.

With the ongoing debasement of the currency, when the dollar is worth 10% or 1% of what it's worth now, that will be the ultimate redistribution from the haves to the have-nots.  Have-nots will lose nothing, anyone who has a savings account or bonds will get clobbered.

This is why elitists want to destroy capitalism.  In a purely capitalistic system, money determines wealth.  In an elitist, socialist, communist system, political power is wealth.  A great example of this is the old Soviet Union.  The ruble was never really worth anything.  The only way to have "wealth" in the old Soviet Union was to be a member of the elite, ie, the communist party.

If you notice, there is a familiar refrain in Krapman's missives. Over several years, he has stated that we are not putting enough money into the stimulus. This round it was a plea to not reduce government spending. Intermittently, Krapman will tell us how we need to raise taxes whether it is in the form of federal income taxes or his latest - gas taxes. No matter what the topic, the driving attribute of whatever he has to say that day is that government ought to grow and be bigger than ever and you are not paying enough taxes to make it so. Of course, the opposite must happen. Our deficit has grown to the extent that it equals this year's GDP. Unfunded liabilities are astonomical totally somewhere in the hundreds of trillions. This crop of legislatures whether it is the dimocrats or the Republicons are not helping. One is willing to reduce spending by 5 billion and the other by 60 billion. The former is a ridiculously small percentage; the latter is less than 2% of the overall 3.7 trillion dollar budget. The deficit this year alone is 1.7 trillion. 60% of the budget is for entitlement programs. This part of the budget is the fastest growing. Meanwhile, 1/3 of the population is on the doll. That is 1/3 of the population receives the majority or all of their income from one government source or the other. But, hey, that isn't as bad as in Europe. There, half the population is on the doll! The above is where we are today because of socialists like Krapman. If you get hold of a paper copy of the NYT, shit can it. Don't go to the NYT's web sites. Just visiting the web site brings in revenue because it counts or logs as a "unique web user visit."

Why do I get the feeling the

Submitted by scarebear83 on Fri, 03/11/2011 - 6:08pm.

Why do I get the feeling the left is trying to use the Jedi mind trick on people? "There is no debt problem," "You don't need to see his [Barack's] identification," "There is no problem with 'man-caused-disasters,'" "The Tea Party *is* racist," and so on and so forth.

I know it's off topic a bit

Submitted by Cyborg 0427 on Fri, 03/11/2011 - 7:57pm.

It 's off topic but only slightly. It's about shutting down the government. I say shut it down. I doubt they will because they don't want for anybody to see just how little anyone will notice. The liberals have convinced everyone how necessary all this spending is and how soon this nation will grind to a hault if it doesn't continue. I wonder if anyone can find how much the federal government affects your everyday lives? I have tried to figure out just what all this spending is getting me, or how it affecting my everyday life. I welcome comments.

Got no clue, Cyborg

Submitted by Cool Arrow on Fri, 03/11/2011 - 8:04pm.

But 2 days ago, Drudge linked to a finding that 1/3rd of all income is now Government entitlements.  Throw in Government jobs, and you've got a real problem on your hands.

Agreed ... but be prepared for the propaganda campaign

Submitted by JakeMo on Fri, 03/11/2011 - 11:03pm.

I would say right now most people would agree with you. Where we run into a problem is after the shutdown begins and the public is subjected to a non-stop barrage of propaganda.

  • All the network news shows will bemoan the misery caused by Republicans.
  • Letterman and Stewart, et al will follow with their marching orders.
  • Soros will send out the internet blog troll brigades.
  • Whoopi, Behar and Oprah will tag-team the daytime audiences.
  • Law & Order (etc.) episodes will be written per orders from the White House.
  • Every local tragedy will be linked to the shutdown by the local news shows.
  • Teachers will pound misinformation into the heads of school children.
  • Obama's corporate and Wall St. donors will claim it's hurting the economy.
  • Federal employees will picket and cause slowdowns and traffic.
  • Some tainted meat will be blamed on a lack of USDA oversight (despite still being on the job).
  • And finally, a Republican will be surreptitiously recorded saying "We're beating Obama" and it will be presented as proof that the shutdown has "racist" undertones.

  • Eventually the push-pollsters will eke out a majority who answer "yes" to the vaguely worded question: "Are you tired of the shutdown?"

That's when the Republicans will get weak-kneed and it's all over after that.

    Yahoo and Google

Submitted by JakeMo on Fri, 03/11/2011 - 11:10pm.

    Oh, I forgot.

Also Obama supporters Yahoo! and Google News will feature nothing but negative shutdown stories on the homepage.

... and they'll direct all web searches about the shutdown to HuffPo.

    On topic

Krugman is no doubt from outer space. It doesn't take a rocket scientist to figure out if one has one dollar and needs two they are broke. Obama deserved his Nobel Prize more than Krugman does.

Why does Krugman hate kids, old folks and the homeless?

Submitted by JakeMo on Fri, 03/11/2011 - 9:30pm.

Why are there still homeless people as long as Krugman has credit available?

Why are there hungry children in Africa while Krugman still has room left on his credit cards?

Why are there elderly that do without medicine while Krugman has enough credit to buy the drugs they need?

Krugman apparently believes borrowing to the max can have no negative consequences. So what holds him back from helping the less fortunate?

I can only conclude that it's because he hates kids, old folks, and the homeless.

Paul Krugman, Bill Moyers, Bill Maher, Kathy Griffin,...

Chris Matthews, all reasons I could never be a Liberal. No way do I want to be on their side! (And Paul Begala, Arianna Huffington, Alan Colmes, Greenspan's ugly wife, most of the people on MSNBC, and so on and so on.) P.S. Whatever happened to Keith Olbermann, another reason I could never be a Liberal?

    Yes Paul

Submitted by GregE on Sat, 03/12/2011 - 11:41am.

"...there’s no need to scramble to slash spending now now now...." Yes Paul, let's keep spending until no one will lend to us. Let's wait until we have nothing left and the economy collapses into the ocean and the world sees America as nothing different anymore, and we're no longer a first world nation. Yes Paul, you're correct. No need to slash spending now. Let's wait until all of the heart valves are closed and no blood is flowing, then we'll figure things out and right the ship, no problem.

    Economist does not equal accountant.

Submitted by drsamherman on Sat, 03/12/2011 - 11:45pm.

Paul is so clueless he lives in an alternate reality. The CPA who runs our group practice snickered at this remark and said, "...he would lose his CPA license if he had one...". Not my observation, but I think it bears repeating. The non-scientific Nobel prizes seem to be an indicator of stupidity.
