California's Budget Woes: No One Ever Mentions Work Disincentives, Welfare Fraud, or Taxpayer Flight

Here we go again. The State of California's budget is again in crisis, facing a budget deficit of $16 billion, which is $6.8 billion higher than projected mere months ago. Governor Jerry Brown is browbeating residents to pass tax initiatives in November which include "a quarter-cent increase in the state sales tax for four years and a seven-year hike on incomes of $250,000 or more that will range from 1 to 3 percentage points."

The totally predictable problem (and, from all appearances, a bit contrived; the state's controller saw this coming several months ago, and was largely ignored) is that tax revenues aren't coming in as expected. Media treatment of the problem acts as if this all some kind of uncontrollable act of God which is a by-product of the recession and weak recovery.

Nice try, people; no sale. That cop-out doesn't explain why the formerly Golden State's situation is far worse than other states, some of which are actually faring quite well. No one in the press ever asks why California's enrollment in welfare programs is so high (it's hard to increase tax collections with an unemployment rate of 11.0%, and when so many people who could be working aren't). Rampant fraud and abuse occurring right under the government's nose gets little media attention. Finally, no one ever seems to look at the continuing exodus of productive people from the state, and why it's happening.

As of December 31, the number of Californians enrolled in Temporary Assistance for Needy Families was 1.412 million, meaning that a state with about 12% of the nation's population had just under one-third of those collecting traditional welfare. Somehow, Texas and Florida, with roughly two-thirds and one-half of California's population, respectively, had total enrollments in December of 99,000 and 112,000 respectively. In the past year, national enrollment in the food stamp program is up by 4.8%; in California, it's up by 8.5% (second page at link; to be fair, the proportion of Floridians and Texans on food stamps is higher than California's).

As to fraud and abuse, here is some of what CalWatchdog.com found in July 2011 (internal links are in original; bolds are mine):

Reported the Orange County Register, “California is nearly twice as big as New York state, but we have five times as many welfare cases. According to the Public Policy Institute of California, our state is one of the only nine that does not enforce the federal government’s five year lifetime limit on cash welfare assistance. The monthly cash check is almost  70 percent higher than the national average.”

The prevalence of welfare fraud is disheartening. ...... Besides the gross misuse of welfare benefits, recipients are not meeting their expected work requirements.  Out of a sample of 310 welfare cases, only five individuals participated in activities that moved their family toward self-sufficiency, according to a California Department of Social Services’s study in March 2011. Only 60 of the 310 cases participated in countable work activities.

While many welfare recipients are failing to pull their own weight, California Department of Public Social Services workers aren’t much better.  One worker, Trang Van Dinh, was found filing nearly 200 fraudulent tax returns, preying on those who were seeking help.   He used clients’ personal information to file false tax returns in 2009 and 2010.

... common sense would suggest that more fraud investigations would be taking place.  Instead, the number of investigations has actually decreased.  In July 2010, when the proposals were written, 6,092 investigation requests were accepted for the Food Stamp program.

By January 2011, the investigation requests went down to 5,437.  The number of pending investigations for CalWorks and Food Stamps were 117,745 in July 2010.  Six months later, 23,103 more cases were pending at the end of the month.

Rather than increase the number of welfare fraud investigations, it appears as if the Department of Social Services has failed to use new fraud detection measures and ensure that the taxpayers’ dollars are not going to waste.

A final outrage is that welfare recipients are allowed to use their Electronic Benefits Transfer (EBT) cards to buy booze and smokes.

Excuse me. I had to step away from the computer after than last sentence and what followed at the link, which is that as of when it was written, the state's legislature could not pass a bill banning those uses of EBT cards. I don't know how the state's taxpayers can stand it.

As to productive people fleeing the state, the link is from July 2011, but nothing has changed (internal links are in original):

The state of California is becoming legendary for creating the most anti-business climate in the country because of its high taxes, excessive regulations, forced unionism, and bloated public sector. For the second year in a row, a large group of America’s CEOs recently rated California as the worst state in the country to do business in an annual survey conducted by Chief Executive Magazine. California currently ranks No. 49 among U.S. states for “business tax climate” according to the Tax Foundation’s 2011 State Business Tax Climate Index, and it ranks No. 48 for “economic freedom” according to a recent study by the Mercatus Center.

It shouldn’t be any surprise then that companies are leaving the “Golden State” in record numbers this year (see chart below) for “golder pastures” and more business-friendly climates in other states. In just the last two years, the number of companies leaving California has accelerated more than five-fold, from one per week in 2009 to 5.4 per week this year, according to California relocation expert Joe Vranich.

Jerry Brown's latest bromides are the same ones which have been tried and have failed for at least two decades. A large of the reason why politicians like Brown continue to get away with taking the politically easy way out is that the establishment press lets them.

Speaking as a native of CA I can tell you that our entire beautiful state is run by idiots in the north, silicon valley and the south, greater LA and environs. Those of us who live in the central parts of the state consistently vote republican. We have judges that have twice overturned our votes on Prop 8, changing the definition of marriage. I'm a 3rd generation Californian and refuse to abandon my home to the idiots. Speaking of home, the value of my home is now less than when I bought it 11 years ago.

There is no way in hades I will vote for increased taxes on anything for any reason whatsoever. Until we get the Dems out of our legislature and get a Gov who knows what he's doing this beautiful state will continue to decline with the help of the ILLEGAL immigrants and multi-generational welfare people. Don't give up on us, we will continue to fight for our state.

And it shows you EXACTLY what you get as you increase the liberal/socialist ideas and practices.

You get less private businesses, more welfare recipients, more government services with less tax revenue. It is not sustainable.

How many of the super-rich Hollywood celebrities actually officially live in California? Not nearly as many of them as people think. And how many of them employ accountants and lawyers to make sure that they keep as much of their money as possible and that the federal and State governments get as little of it as possible? Almost all of them.

As Benjamin Franklin said..."Make poverty easy and you will have more of it". In fact that is a true axiom for almost anything. Make something easy and you will get more of it. On the other hand, if you tax something you will get less of it. This seems to be the effect that the liberals forget or ignore. If California has 100,000 people making $1 million dollars in income, if they increase the taxes on this segment, they will produce a smaller segment. Either through people restructuring their income to reduce it, or simply by leaving the State. Therefore their revenue will likely go down inspite of the higher tax rate.

I still do not understand how liberals can be so stupid. I mean, I just know what I know, it's not that hard. Therefore, it seems people have had a lot of trauma and drama in their lives that makes them susceptible to, if not craving, deception. Having said that, then why don't they just go on about their stricken lives and let those who know and care, act politically. Well perhaps they would, but the left has certainly figured out how to harness their frustration and redirect it nearly anyway they want, even against their own better judgement and instincts. Mostly using deception, and a "cool" media, with it's web of lies, distortions, and misinformation. Now we know, and it'll take a multi-front response to withold and turn the tide of ignorrance being used for power grabs...Or we could end this silly little media charade in 10 minutes. If there was the will and courage.

Sadly it looks like they are moving to Texas and Arizona, Pheonix and Austin to be more precise.. The northern liberals are in the process of ruining us in NC and Virginia. Haven't gotten to SC or Jawja just yet but they are coming.

A well regulated militia being necessary to a free state, the right of the people to keep and bear arms shall not be infringed.

Electricity

Do not forget that California has passed major legislation that dramatically increases the cost of electricity used in the state. These actions have made ANY business that requires electricity to become less competitive with every competitor outside of California. Over the next few years, these costs will continue to rise as the various phases of this legislation are implemented.

Look for more job losses in California regardless of tax increase elections.

Every day CA gets closer and closer to looking like it does in Escape from LA, the movie John Carpeter made more than 10 years ago. Its Ironic that a Liberal like Carpenter fortold the decline of the state but he simply got the political slant wrong on the leaders.

When Californians gain the courage to elect a conservative Governor and Legislature they will be on their way to fixing their problems and their huge tax problems.

One business is booming in CA

I heard that there is one business that is booming in California. No joke – U-Haul. They are having to pay people to move equipment into California because of the number of people, tax paying people, who are leaving the state to find employment in AZ, NM and TX. It appears that for the first time in recorded history, California is loosing population.

Atlas's shoulders have been shrugging in California for years now, and the rate at which businesses and capital have been fleeing the state has been accelerating. Axiom: Raising rates on a diminishing base results in lower revenue -- exponentially. I can feel Ayn Rand smiling down on The Left Coast.

Well DUH!!!! Californians get what they deserve!!!! Put the senile bald man back in and this is what you get. 2010, straight Democratic ticket, top to bottom, controls both assembly and state senate, and they cant figure out why we have an out of control budget problem! Brown ruined the state in the 70's, and now he's back to finish the job!

It just kills me, being born and raised here, and I love So-Cal, but the progressives, nanny staters, illegal coddling, union hack MORONS, keep putting these IDIOTS back in office.......Just blows my mind!!

In fact, we are repeating the1930's in Los Angeles, under the "Shaw Administration". It was people like Norris Paulson, Clifford Clifton, that finally rid this city of corruption by 1939-1946!! Put in a city charter that removed people like the Chief of Police, and other department heads from direct control of the Mayor, and City Council.

So what did we do?? The STUPID MASSES in L.A.......in 2003, we put back into place the city charter that existed during the Shaw administration......Police Chief, Department Heads are ALL HACKS of the midget mayor, and city council, once again!! Brilliant, huh?

And they cant figure out why things are so screwed up!

Stupidly, I thought "Conan the gutless wonder Shriver" would do just that, but ONCE AGAIN....HUGE disappointment!
