Reich: Stimulus Spending Shouldn't Only Help White Males

A rather astounding statement was made a few weeks ago by an economic adviser to Barack Obama that went completely ignored by America's press: "I am concerned, as I'm sure many of you are, that these jobs [hopefully being created by government spending] not simply go to high skilled people who are already professionals or to white male construction workers."

Such was uttered by Robert Reich, the former Clinton Administration Secretary of Labor, during a January 7 House Democratic Steering and Policy Committee meeting attended by high-ranking Democrats including Speaker Nancy Pelosi.

Despite huge attention given this hearing from a wide range of press outlets not one mentioned Reich's racist comments (video and partial transcript below the fold):

DR. REICH: Madam Speaker and chairs, thank you for arranging this and thank you also for the work that you are going to be doing, which is significant. Let me build on what Dr. Zandi just said. The federal government's role in restoring aggregate demand is at least as great a responsibility as its responsibility for mending our financial institutions.

The problem is not just on the supply side of credit. The problem is the demand side as well. And since the bursting of the housing bubble, the fact of the matter is that consumers have not had the money they need to continue to purchase all of the goods and services that can be produced in this country. And we've got ourselves into a vicious cycle. And that vicious cycle is that because consumers don't have the money, then businesses are not going to produce. And if businesses don't produce, they're going to lay people off. And if they lay people off people have even less money.

And that vicious cycle can only be remedied, it can only be turned around, by concerted government action. Government is the spender of last resort. Now certainly not in my lifetime or I expect in any of your lifetimes, have we seen an economic crisis of this sort, demanding this kind of rapid -- and I want to emphasize rapid -- government response.

My estimate is very similar to Dr. Zandi's. I believe that if government does not respond to the tune of -- and I would actually recommend a stimulus slightly higher. My calculations are that we are losing aggregate demand, in terms of percentage of GDP, that amounts to about six and a half to seven percent of GDP. And therefore, the stimulus package needs to be in the order of $900 billion over two years.

Now if we don't have a stimulus package that is that high or nearly that high, next year unemployment is going to be at least three million additional jobs lost. The unemployment rate is going to reach 10 percent. The under-employment rate is going to reach about 15 percent. And when I say under-employment, I'm talking about people who are too discouraged to look for work or who are working part time who would rather be working full time. You who have just come back from your districts, you already know the pain that has already hit most members of the public.

Now, how can government effectively do this? What are the criteria? I would say one criteria, very, very importantly, is to get money out quickly. How do you do that?

Well the two fastest ways are, number one, through what I'll call providing disaster relief for the jobless. That is, expanding unemployment insurance. There are huge holes in our safety nets.

Those safety nets were created in the 1930s at a time when obviously one quarter of the American work force was out of work. But since then, a lot of holes have been created. Now, fewer than 40 percent of workers who are unemployed are eligible for unemployment insurance.

Many workers are working part time or have only worked at their jobs for a relatively short period of time. They are not eligible in most states. So fixing that problem is not only good for people, but it's also good for the economy because it's a very rapid way of getting money back to people and also they will turn around and spend it.

Food stamps. Talk about a way of getting money to people they will spend, they will spend -- you know, the more people are in need the more likely they are to turn around and spend whatever money they get. Again, a two-fer.

Aid to state and local governments. State and local governments are now facing shortfalls estimated to be over the next two years approximately $200 billion or more. Now I understand there are many members of Congress of both parties who take a look at their governors who are of the opposite party and say, "I'm not sure I can trust that governor to spend it well." Well, all I can urge you is to put politics aside and governors put politics aside. This is no time to get into that kind of internecine worrying and squabbling.

This money does need to go to state and local governments. It is a quick way of getting money in circulation. State and local governments now, because of the shortfalls, are cutting substantially back on public services that are vital public services: family services, sanitation services, services all along the spectrum. They need, and individuals need, those services.

So again, it's a two-fer. Getting that money to state and local governments deals with the shortfalls, deals with the budget drag, the aggregate drag on the federal economy that is constituted by those huge shortfalls, but also gets services to people and keeps people or puts people in jobs directly.

Now let me say something about infrastructure. It seems to me that infrastructure spending is a very important and good way of stimulating the economy. The challenge will be to do it quickly, to find projects that can be done that have a high social return that also can be done with the greatest speed possible.

I am concerned, as I'm sure many of you are, that these jobs not simply go to high skilled people who are already professions or to white male construction workers. I have nothing against white male construction workers. I'm just saying that there are a lot of other people who have needs as well. And therefore, in my remarks I have suggested to you, and I'm certainly happy to talk about it more, ways in which the money can be -- criteria can be set so that they money does go to others: the long term unemployed, minorities, women, people who are not necessarily construction workers or high-skilled professionals.

Finally, let me say this. We've never been here before. There is not an obvious template. There is not a clear direction.

Anybody who tells you they know exactly what to do doesn't know what they're talking about. We are going to have to approach this in the spirit of experimentation. We have to keep an eye on what works and get rid of what doesn't work as fast as possible.

Secondly, the danger, it seems to me, is not that the government will do too much. The danger is that the government will be doing too little.

And thirdly, I cannot emphasize enough this issue of speed. Now this deliberative body is a deliberative body, and deliberation means deliberation. And deliberation often takes time and it's your responsibility to do it well.

But let me also add that if we wait until March, if this drags out between the House and the Senate, not only are we going to see the emergency and the results of the emergency mean many, many more people displaced, but it also is going to compound the public's concern and lack of confidence about the ability of its leaders to move as quickly as is needed. So again, I urge you to move forward with all deliberate speed.

This sounds a lot more like a paternalistic welfare program than a real effort to improve American infrastructure.  We’re building roads and bridges for all Americans, using tax money from all Americans.  Everyone should have equal access to the jobs created by this stimulus plan.  What Reich proposes is flat-out official racism by government, refusing to hire people on the basis of their skin color.  Didn’t our last election demonstrate a rejection of that kind of thinking?  And note that Reich offers the racist rationalization that he doesn’t have anything against white male construction workers.  Maybe some of his best friends are white male construction workers, too.

Yet, despite LexisNexis identifying more than 50 reports concerning this hearing that included Reich's name, not one of them addressed these racist remarks.

Why? Do media not want Americans to fully understand what this proposed stimulus package is about?

What other reason could there be for this astounding statement by an Obama adviser to go completely unreported?

Did get a big job?

Maybe Reich is bitter--he laid down for these people early and didn't even get a big job. I have been saying all along that a house builder can't just go build a bridge. If all these bridges are so old--can anyone anymore? Are there construction worker schools--or are these controlled by unions. Will these shovel-ready things, so-called, be no-bid? I don't see this kind of stimulus helping women much or the country long-term... Not like offering a free education to anyone who qualifies...or loans to anyone who wants to start a business and hire at least 10 people...etc.

My family have been bridge builders for 70 years (Union carpenters) and you are absolutely correct, a framer or finish carpenter cannot just go build a bridge.

Everything this administration is going to do will be based on social re-engineering first; all else will be secondary (say like knowledge, experience, safety, actually showing up to work everyday, etc)

I'm not so sure this was a "racist" statement.  He's making a statement.  Help me out here.  Did I miss something?

Trust me, I'm completely against all bail-outs, and have called my legislators and the White House to tell them to vote against the bail-outs.

makes a statement that: a) assumes that contruction workers are mostly white males, and b) implies, no-directly asserts that their plight is not as worthy as the plight of others.  Assuming that there is a plight at all.

ALL building trades associated with heavy construction ALREADY have major Affirmative Action commitments they must adhere to in order to secure state and municipal projects. So quotas are already in place, and have been for many decades. The reason you don't see all that many minorities or women working on bridge construction, say, is that they choose not to, not because they are no opportunities.

So Reich's comment about new jobs specifically not going to white males is racist (or reverse discrimination as they used to say), as quotas are already in place, and have been for many, many decades.

I'd like to get in on the $50 billion rap industry, or the NFL or NBA for that matter, but:

1.) I don't have the talent

I work with the "long term unemployed" in the ER on a daily basis...I would not want them building anything I drove over, under, or any where around. I guess I do not have to worry tho', some of them are white males.

I'd like to add something to your list (long term unemployed, minorities, women)... undocumented aliens who work for peanuts, like the ones in NJ who are being hired in vast numbers to replace Union carpenters, ironworkers, laborers, etc.

While you're at it, why not also float your "concept" with the UAW? They just love dwarf-tossing.

Two things:

First, Reich's comment that we don't wire to hire skilled people or white construction workers...um, then whom do you hire to complete infrastructure projects?  Burger-flippers?  Oh, wait, I can see this one coming a mile away; we'll need a TRAINING program to train these unskilled workers.  And of course, since government must contract out these services to private companies (I mean, even a ninny like Reich wouldn't suggest that the Feds open up their own construction firm, would he?), then we'll have a whole 'nother layer of red tape and quotas and hoops for these companies to jump through, thereby driving out the capable bidders in favor of those that meet the political objectives of the administration.

Who caused the creation of the housing bubble?  The government with the CRA.  Who burst it?  The Dems when they refused to reform Fannie and Freddie and also insisted on reneging on the 2006 campaign promise to lower the price of gas. Chuck Schumer helped it along when he caused the bank run on Indy Mac. 

But hey, the past is the past the damage is done and now we need to move on.  Good lord if these people are listening to Reich then it's no wonder they are panicking what to do.  Instead of funding a bunch a boon doggles why not just cut taxes on businesses giving them the incentive to create jobs by making capital investments. Reich demonstrates the ignorance of Keynes single sided logic.  All growth in any industry is based on the premise of gaining a profit for the investment risked, why risk investment if you know the government is going to make anything you do unprofitable with onerous taxes? The point of investing in an ongoing company is to undercut the competition to gain market share, in a down market you either hunker down or find a way to increase market share.  Since Obama proposed wacking those with income over $250k with extra taxes, this disproportionally hits the small business owner who btw employ most of the workforce, guess who is not investing?  Obama, call off the dogs and stop listening to Reich, he's a dimwit.

Nancy Pelosi and Harry Reid, starving the poor one gallon of ethanol at a time. Fill your tank with E85 and cull a village.

Every once in a while, a guilt-ridden white lefty will come down with diarrhea of the mouth (like blingbling did here at NB the other day), and give us a brief glimpse as to their true feelings. The MSM is full to the brim with these people, which is why they are loath to point out when these slips take place.

I posted elsewhere here today that many people on the left, regardless of their skin color, are not so much interested in equality as they are revenge for past transgressions on the part of white people. Unfortunately, what I have seen over the last 36 hours on the part of the Dear Leader and his cabal has only further reinforced that belief.

I was born in Atlanta in 1964, and have lived here my entire 44+ years on this rock. I didn't even know that white people and black people were different until I became a democrat at the age of 15. Up to that time, they were just like all the other kids I went to school with, ate lunch with, and played baseball with.

I have never done anything to another human being because of the color of their skin, and I am getting pretty damn f'ing tired of being treated as though I have by guilt-ridden, hand-wringing morons like Robert Reich.

The real question for today: where are America's Nathan Hale's, Samuel Adams', Paul Revere's, Benjamin Franklin's, and Thomas Jefferson's? The original idea of America should have inspired thousands, nay millions of such folk. One need only read what the aforementioned American heroes said and wrote about their designs for our nation to be inspired to a more noble purpose. But alas, we have allowed the enemy within to tear down our sacred monuments of liberty and freedom and replace them with empty sophistry.

When Benjamin Franklin was asked following the Constitutional Convention what kind of governement they had created, his reply was, "a republic, if you can keep it".

"That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed" The rights enumerated by our Declaration of Independence and Constitution have been effectively abrogated over a long time by a people more willing to receive than to work. Today, we have a people far too concerned with what the nation will give them and they give their vote to that. And in their lust, they are willing to give up the last full measure of liberty.

Our Republic has been chiseled away one bit at a time so that today it looks nothing like it once did. Even most Republicans in positions of power have forgotten the founding ideals of America...if any of them ever really cared to learn it.

after watching the Thomas Jefferson bios yesterday!  The white male in America has just about had all he's going to take - time to figure out the next step toward the country our founders fought for and thought they had left for us, with excellent guidelines such as the Constitution and Declaration of Independence.  Little did they know how those precious, hard-won documents would be abused in later years!

Well you know we could give them a dose of poetic justice.  If all the unappreciated class were to strike for a week what would happen?  Hey maybe we all should stop working and draw all those government benefits we have been paying for against our wills.  Obama and the Dems want a welfare state, let's give it to them.  When all the taxpayers decide it's not worth being stolen from by the government to bring about the utopian liberal world were social justice reigns then the bubble will finally pop.

The CRA caused the mortgage meltdown when everyone decided that cheap credit was the social justice answer to home ownership.  The banks went bust when those who shouldn't have been a home owner couldn't make their mortgage payments.  The taxpayers were forced to pick up the tab.

At some point all of us (taxpayers) who have been foisted upon to pay for all this social justice nonsense will wise up and realize this won't end well at all and the sooner we end it, the better.  Less pain now, more pain later.
