When CNN asked liberal comedienne Kathy Griffin to participate in Anderson Cooper's New Years Eve show, it seemed a metaphysical certitude something really disgraceful would occur.
Griffin didn't disappoint when she shouted a truly tasteless oral sex reference at a member of the freezing crowd.
Before a commercial break, Griffin was being heckled by some Times Square revelers, and was caught by an open-mike saying the following to one of them (video embedded below the fold, vulgarity warning):
Shut up. You know what, screw you. I'm working. Why don't you get a job, buddy? You know what, I don't go to your job and knock the dicks out of your mouth.
Was that Cooper laughing at the end?

This is really the only political website I truly "frequent". I occasionally give DKos, HuffPost, and MediaMatters a cursory look, and very rarely do I read the comments at those sites. I'm not saying I never do, but it is not often. Consequently, I'm not sure I can make a fair comparison. However, if your question is limited to bloggers, I would agree that there seems to be a greater acceptance of vulgarity at those sites. As far as the comments, I think the level of intense partisanship is about the same.

Like Noel mentioned, anything going over the airwaves is REGULATED by the FCC. It just annoys me whenever people, mostly liberals, quote the constitution without a fundamental understanding of what it is.
The First Amendment:
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
Freedom of speech does not mean freedom to say whatever you want without repercussions. This is what The Dixie Chicks, and their fans, never understood. They expressed their opinions about our president, on foreign soil to a sympathetic audience like a bunch of cowards, and we told them what we thought about that. We steamrolled their CD's, stopped going to their concerts and stopped listening to them on the radio.

Link works, but needs to be cut-and-pasted. HBO is a separate fee beyond regular cable. Comedy Central may also only be available with a premium package. This might subject both to different regulations. Not sure. However, CC bleeps out vulgarity, correct? If they weren't under FCC requirements to do so, why would they?
Maybe it has something to do with ratings? After all, FX shows nudity and allows vulgarity. Is it because of ratings or premium package availability? Don't know.
Your question was concerning FCC and cable. As you'll see by that link, FCC does have power over cable, although I'm not completely sure how it applies to decency standards. ns
