Going very much against the media meme that the current financial crisis is all George W. Bush and the Republicans' fault, Bill Clinton on Thursday told ABC's Chris Cuomo that Democrats for years have been "resisting any efforts by Republicans in the Congress or by me when I was President to put some standards and tighten up a little on Fannie Mae and Freddie Mac" (video available here, relevant section at 2:45).
Whether he knew it or not, Clinton was going against virtually all press outlets that have been pointing fingers at Republicans since this crisis began, and likely much to the dismay of such folk actually agreed with a Fox News segment aired on Tuesday's "Special Report" (video embedded right):
BRIT HUME, HOST: In the recent spate of government bailouts, buyouts and rescues, the federal takeovers of mortgage giants Fannie Mae and Freddie Mac are arguably the biggest of them all. And those two firms are also arguably the biggest reason for the credit crisis in the first place. So the question arises -- how did this come to be? Chief Washington correspondent Jim Angle reports.
(BEGIN VIDEOTAPE)
JIM ANGLE, CHIEF WASHINGTON CORRESPONDENT (voice-over): There is one nagging question behind all the debate over how to get out of this mess.
CHRIS DODD (D-CT), SENATE BANKING COMMITTEE CHMN: American taxpayers are angry and they demand to know how we arrived at this moment.
ELIZABETH DOLE (R), NORTH CAROLINA SENATOR: My constituents, and indeed taxpayers across the nation are asking how we arrived at this crisis. It is infuriating.
ANGLE: But Senator Dole and others think they know the answer, and it's something the Senate tried to fix three years ago but was thwarted.
DOLE: To the mismanagement of Fannie Mae and Freddie Mac, which was made possible by weak oversight and little accountability.
MEL MARTINEZ (R), FLORIDA SENATOR: A lot of what we're dealing with today has its origins in Fannie Mae and Freddie Mac.
ANGLE: Fannie Mae and Freddie Mac, backed by the federal government, buy mortgage loans from the lenders who make them. But four years ago, both were in trouble over shoddy accounting. Fannie Mae Chief Franklin Raines, President Clinton's former budget director, was fired. To placate those in Congress who watched over them, Fannie and Freddie promised to do more to help poor people get mortgages. That led them to buy riskier and riskier home loans from private lenders creating incentives for everyone to make shakier loans.
PETER WALLISON, AMERICAN ENTERPRISE INSTITUTE: The problem is that they encouraged very bad mortgages to be made by banks and other institutions, because Fannie and Freddie would buy them.
ANGLE: Eventually, they bought trillions of dollars worth of mortgages, a substantial portion of them based on poor credit, then resold many of them to financial institutions who thought they were safe because the federal government was behind them.
WALLISON: As a result of this appearance that they were backed by the government, people never paid very much attention to the assets they were acquiring or the risks they were taking.
ANGLE: And so shaky mortgages spread throughout the system. But in 2005, the Senate Banking Committee, then chaired by Republican Richard Shelby, tried to rein in the two organizations bypassing some strong new regulations.
WALLISON: Which would have prevented Fannie and Freddie from acquiring this bad -- these bad mortgages. It actually gave a new regulator for Fannie and Freddie the kinds of powers that a bank regulator had.
ANGLE: All the Republicans voted for it. All the Democrats, including the current chairman, Senator Chris Dodd, voted against it, and that was after Fed Chairman Alan Greenspan had issued a stark warning to senators that Fannie and Freddie were playing with fire. Greenspan said without stronger regulations, "We increase the possibility of insolvency and crisis. Without restrictions on the size of Fannie Mae and Freddie Mac, we put at risk our ability to preserve safe and sound financial markets in the United States."
(END VIDEOTAPE)
ANGLE: Which turned out to be exactly right, but because Democrats blocked it, those new regulations never got consideration by the full Senate and died. So that's how we got into this mess, and how we missed a chance to avoid it. Getting out of it now, of course, will be a lot more difficult -- Brit.
Two days later, former President Clinton agreed:
CHRIS CUOMO, ABC NEWS: A little surprising for you to hear the Democrats saying, "This came out of nowhere, this is all about the Republicans. We had nothing to do with this." Nancy Pelosi saying it. She signed the '99 Gramm Bill. She knew what was going on with the SEC. They're all sophisticated people. Is that playing politics in this situation?
BILL CLINTON: Well, maybe everybody does that a little bit. I think the responsibility the Democrats have may rest more in resisting any efforts by Republicans in the Congress or by me when I was President to put some standards and tighten up a little on Fannie Mae and Freddie Mac.
Imagine that!
Kudos to Cuomo for asking the question, and kudos to Clinton for being so honest, especially in an election year.
The only question remains whether other news outlets will follow suit and begin telling the American people just how many proposals Republicans have made in the past decade to impose tighter regulations and oversight on Fannie Mae and Freddie Mac, and how such efforts were routinely thwarted by Democrats.
Stay tuned.

This is Slick Willy at his very best. He just sunk the knife a little deeper into Obama's campaign. Of course, Willy was above the mess and warned everybody and knew best, but the rest of the Democrats were wrong about it.
I wonder if Barry Herod Obama feels the looming shadow of the Clintons on this issue? The Clintons do not want him to be president. They will give him lip service (my apologies to Larry Sinclair) so his campaign will pay Hillary's debts, but Bill knows when and what to say to turn people against that campaign.
This is sort of like watching two snakes eat each other.
The Democrats cannot run from this issue, and Clinton knows it. I'm not a Star Wars geek, but I have seen the movies. In one of them the Death Star has a shield shooting up from a moon protecting it. It's a metaphor for the Democrat party and the mainstream media.
I guess that makes NewsBusters sort of like Han, Leia (c.s.), and Chewbacca, who had to turn off the shield to blow up the Death Star. I guess those of us who read and post on NB are the Ewoks
Please forgive me if I have some flaws in my Star Wars knowledge. I like the movies but I don't get geeked out about them.

It would be nice to see Bush and McCain do this too, but they're too busy trying to be non-confrontational, and reach across the aisle.
Do they actually think for one second that if Franklin Rains, Jamie Gorelick, Chris Dodd, Barney Frank, etc. were republicans that the dems and the media wouldn't have them in chains and orange jump suits being frog-marched into jail?

He is after all, the man solely responsible for reforming welfare and balancing the budget, over the heads of that dastardly republican congress he had to work with. I saw Liddy Dole yesterday. She said she had spent some time in her office, answering her own phones (!!!) and talking directly to her constituents.
Now, I know we're talking about banking regulations, but I think we need to figure out a way to make it mandatory for all of the Congress critters to answer their own bloody phones for about eight hours a week. Extra mandatory hours for the Leaders (majority & minority), Whips, and Committee Chairs.
That ought to bring these fools down to earth.

September 25, 2008 - 10:57 ET by Mulligan22Although I have done a bunch of reading about this mess, without reading a thing it's not that hard to see which party is to blame. That is if you believe one party is more at fault than the other.
Our congress hauls baseball players up before them and grills them because they stick needles full of steriods in their butts. Something that has no effect on my life at all. They hold hearings with Joe Wilson and Valerie Plame which amounts to nothing more than show trying to embarass the Bush admin. But when the largest mortgage failure in history happens and it's largely centered around Fannie and Freddie we get no hearings at all. No one screaming to get to the bottom of it. And why? Who's in charge of the congress now?
There are Republican scandals and there are Democrat scandals, this one belongs to the Dems.
So glad you posted that video.
September 25, 2008 - 11:01 ET by Gary HallSo glad you posted that video Noel. I see that Mark Haines, over on CNBC a few minutes ago apparently had not seen the spot -- and needs to. He got a little bit squirrely expounding on how even Bernie Franks complemented President Bush twice on the Plan; but it's the Republicans, the president's own party, that looks like they may not support the Democrats here. He repeated that last part in a couple of ways, and looked completely perplexed as to why the Democrats are so willing to jump in here and get it done.
They are so willing because the administration, Bernanke, and Paulson can screw them to the wall with the evidence if they don't deliver. That's not to say that there is not plenty of blame to go around.. but the root of the problem lies here:

Here: How A Clinton-Era Rule Rewrite Made Subprime Crisis Inevitable
A summary of the Bush Administration efforts here:
So make no qualms about it. While there is plenty of blame to go around, the programs which created the problems were the Democrat's programs and then, the Democrats blocked the administration's efforts and the Republican leader's efforts to implement the reforms.
You can also thank the
September 25, 2008 - 11:27 ET by dscottYou can also thank the Community Reinvestment Act that pushed banks into loaning money to people who didn't have the financial means to repay them. It was just Fannie and Freddie, it was a full court press by Democrats to engage in a subtle redistribution of wealth scheme via transferring interest rate and risk to both the banks and those borrowers in good standing.
If any bail out is to occur, it must address the underlying issue so it won't happen again. Repeal the CRA, demand sounding lending rules and outlaw all future attempts to meddle with the housing sector for social engineering purposes.

I'm not liking what I'm
September 25, 2008 - 15:14 ET by dscottI'm not liking what I'm reading in the article. This whole idea of an ownership swap is unacceptable. The government should not be owning stock shares in private enterprise, this smacks of socialism with a required bureaucracy to oversee the ownership of those shares. NO, NO, NO!!!!
Here's a more reasonable counter offer and deals with the root causes:
1. Taxpayers will purchase the toxic loans at current market value (cash as last resort).
2. Abolish Fannie Mae and Freddie Mac, trade marketable good loans (at current market value) to firms for toxic loans.
3. Repeal of the Community Reinvestment Act and all subsequent acts that enhanced the original.
4. Every Senator or Rep. on the banking and commerce committes who opposed the reforms of Fannie Mae and Freddie Mac in 2003, 2005 and 2006 MUST RESIGN IMMEDIATELY. This point is not negotiable, millions of Americans are out of work because of your foolishness, it's time you feel their pain.
5. Every CEO, CFO and Board of Directors of the firms with toxic loans to be swapped or purchased must RESIGN IMMEDIATELY. This point is not negotiable for reasons stated above and due to your incompetence.
6. Certain loans will NOT be purchased: Those loans made to illegal immigrants, i.e. not legally residing in the US. If your company folds because you flaunted the Laws of the US, you and all of those who conspired with you are not entitled to our money in any form.
7. Set up the Resolution Trust Corporation (RTC) to handle the toxic loans, they will have the power to sell, renegotiate, foreclose, rent or bulldoze the property based on the most optium target value that can be reasonably achieved over say a 5 year period.
8. All actions by the RTC will have immunity from the Bankruptcy Courts, their word is final. I don't want to hear any whining Dems crying about people getting kicked out on the street because your pet constituency is being affected.
9. Finally, no loans will be made to anyone who doesn't have a downpayment for a mortgage to purchase a house, condo, townhome. A $10,000 minumum is required. There will be a sliding scale of interest based upon the credit score and amount of down payment. Those with high credit scores and or high down payments get the lowest interest rate. Those with the least downpayment and low credit scores get the highest interest rate to reflect their commensurate default rate. As their equity increases in combination with good payment history, the interest rate should be revised (every two years) to reflect their equity stake based on market value and credit risk.
10. The next senator or rep. on the banking and commerce committe who prattles about equality of outcome, affordable housing and how government programs and rules should increase homeownership will be tossed from the committee for even uttering those words or code words illuding to that stupidity.
11. NO - Car loans, student loans or credit card debit will be purchased by the taxpayer. Any company that stupid to make bad loans in these areas deserves to go out of business, the faster, the better. We will not enable stupidity by such a bail out.

Bizarre Bill Clinton GOP bed partners in Sinking Obama
September 25, 2008 - 20:32 ET by Lame CherryI honestly love Bill Clinton theater as he is hillarious and it was just bizarre hearing Dick Armey praising Bill Clinton at the RNC even if it was the fact that Clinton signed the entire Gingrich contract with America into law destroying the Democratic party.
Clinton on phobic Letterman show was taking shots at Obama the entire night, but made sure he ended with a good word on Obama.
It is in the Clinton's interest to sink Obama and the entire Hillary network realizes this. So I could care less about polls stating Obama has pulled ahead, because those polls always are asking some dimwit who wouldn't know where to vote no more than where to find Iraq on the map.
People who are voting are trending to John McCain and with this economic disaster brought on by Barack Obama, they are cementing more for McCain.
To quote my daily blog,
It is a fact that everywhere, Mr. Obama goes that fortunes follow
him. Annenburg lays out almost 50 million dollars, just so terrorist

Mr. Obama will divest you of your votes

While Michelle Malkin now
trumpets her finding that illegal border busters on bad credit helped
create the broken stock market, she missed the reality of this blog
that an entire white Marxist collar money dry cleaning scheme as was
exposed here from campaign donations, slum housing and Marxist
foundation grants are the catalyst for how the European order with
nation rapist Warren Buffett defrauded the United States.
Ms.
Malkin, sweetie, I don't like the imported slave labor either, but
really honey, one goes after the Obama bucks and leaves Pepe and bebe'
makes a dozen alone as they can't rob any bank without Obama.
Into
this, the Chicago dry cleaners set up a grande shop. The Chicago Sun
Times has now exposed just one of what is a mass of Obama money
schemes. Obama in 2001 awarded a Kenny B. Smith a hundred thousand
dollars to plant a garden in Chicago.
Mr. Smith just happened to
write a check for $65,000 to an Obama campaign volunteer to bring this
garden to life, the woman was Karen Smith, wife of Kenny B.
Kenny
B. would write another $20,000 check to K D Contractors which came to
life, and yes was owned by Karen D. Smith, wife of Kenny B. Smith.
Yes it all sounds like a bad hip hop band of Obama with Kenny B. and Karen D.
Lisa
Madigan who just happens to be supporting Obama's presidential bid is
investigating whether anything illegal happened. I will predict now
that she will find nothing involving embezzlement or money fraud or
even RICO.
The life of Obama at it's dry cleaning best.
A
Rodolfo Marin, a Latino was hired to cut brush and move some dirt
around with a little tractor. For this he was apparently paid $3000.
Marin stated if that is what they say he was paid, it was too much.
$550
is shown to be donated by Kenny B. Smith to the Obama campaign which
was supposed to purchase a project of 50 slum houses around the garden.
In the end, the money all disappeared into Obama cronies pockets and
Chicago was left with a huge patch of weeds from community organizer,
congressional candidate Barack Obama.
Chicago was just a small
tens of millions of dollar money heist. Barack Obama has graduated in
this campaign to selling out America for a donation of $1o0, 849, which
is the oddest of numbers from Fannie Mae and Freddie Mac keeping their
nation rape scheme in place for which America is now rewarding nation
rapists like Warren Buffett.
It is wonderful now that other bloggers
have finally figured out what by Divine inspiration the saga of Warren
Buffett. Perhaps one day with American fury, someone will rise up in
Congress and Justice and seize all of these rapists funds and return
them to the United States citizens in a real lottery.
Obama
besides costing America $1 trillion in the current fiasco 9 11 attack
on America, along with sodomite Barney Frank, Democrat who gave the
thumbs up to Fannie and Freddie for
$40, 100, and my favorite of Tim
Johnson, Democrat, you know him, the tragic brain damaged icon who can
not debate his GOP opponent in 2008 nor do a whole lot as his entire
right side is paralyzed for life along with his brain so his IQ is
about the level of 105, but Tim Johnson did ride his expensive taxpayer
motor home wheelchair over to Frannie and Freddie to extract, $61,000
from the American people for his own retirement gain.
It is
reprehensible that any politician took money from a quasi government
agency like Fannie and Freddie. All of this money should be returned
and in random selection this over million dollars should go to pay off
houses of the most number of citizens possible.
If Congress had any
morality they would go after all of these nation rapists and give that
money to the poor and pay off the majority of their housing debt for
couples earning under $25,000 a year.
But no, Obama can do no
wrong. No one is investigating his shell game with the over
$500,000,000 dollars he took in campaign contributions by Penny
Pritzker, another nation rapist running Obama's group, and went on a
wild orgy of embezzlement, election fraud and the biggest dry cleaning
of funds in an election in history.
Anyone associated with
Barack Obama is like Vladamir Putin handing out checks to the
supporters to keep them happy and voting Putin.
America though does
not have oil pumping in funds to plunder, so Obama instead in his
lottery rapes the economy and the poor all so he can sit in a million
dollar house, fly around in a jet costing tens of thousands of dollars
an hour and preening himself before the disgusting, putrid press in
Couric, Letterman, Williams, Olbermann, Gibson, Chetry etc... who are
accomplices in this nation rape.
These criminals belong indicted
and in prison for this scheme as this is being covered up by the
liberal press as much as it is being legislated by Obama and the
criminal cartels raping the United States and most of western Europe.
Once again, my compliments to Dr. Walter Bishop, you are a popular theory.

Your right LC
September 25, 2008 - 20:55 ET by general companyYour right LC, Bill sure is throwing a few wrenches around where Obama is concerned. Seems to me that the U-Tube video going around today, firms up many of your other points.
"Television is a freak show" Bernie Goldberg
Sadly Though..
September 25, 2008 - 21:05 ET by LostSoulI luckily found this while I was searching some forums it actually gives an eye opening look into how all this came about and Clinton is just as responsible for it as all his democratic buddies in congress who he is now mad at for not supporting Hillary so sadly he can't or shouldn't be allowed to do the famous democratic response to a crisis and just pass the buck to someone else.He should also take the credit that he is due for his own actions in helping this come about.Pass this video around it's very instructive in how this came about.

September 25, 2008 - 21:21 ET by TheAssessorSen. Graham just said on Greta that part of the plan was 20% of the bailout money was earmarked for ACORN??? WTF? This is a freakin hijack of America! These dems are disgusting. No wonder this thing smells so bad.
Barak Obama is a political sociopath..
Exactly
September 26, 2008 - 05:42 ET by Gat New YorkPaulsen knew this as not working. The reason for the White House meeting was to open up to the public that Democrats were outright lying about an agreement and needed to be outed.
Obama is on board w/Barney but was not aware about the ACORN allotment.
