$10 Gas Doesn't Change Dem Senator's Mind on Oil Drilling

There was a rather extraordinary confrontation on the Senate floor Thursday involving offshore oil drilling that got very little press coverage.

Minority Leader Mitch McConnell (R-Kent.) tried to get Democrats to vote on a measure that would open up such drilling if the price of gasoline reached a certain level.

Although the "bidding" eventually reached $10 a gallon, Colorado's Ken Salazar continually objected.

As reported by the Salt Lake Tribune Friday (video embedded right):

In back-and-forth bickering on the Senate floor Thursday, Senate Republican Leader Mitch McConnell attempted to force Democrats to vote on a measure opening up coastal waters for drilling when gas reached $4.50, $5 or even $7.50 a gallon.

"If $5-gallon gasoline isn't an emergency, I have to ask what is an emergency?" McConnell said.

"It's a phantom solution," countered Sen. Ken Salazar, D-Colo, noting that such drilling would not affect gas prices in the short term.

Oddly, Google news and LexisNexis searches produced little coverage of this incident. Isn't it newsworthy that Democrats wouldn't expand drilling in the Outer Continental Shelf even if gasoline reached $10 a gallon?

I guess not.

I hope every single one of us do our best to get all these critters out that have stopped the votes for oil dependency within our own country.

Salazar is a pitiful pathetic creature in my eyes from the moment he has stepped in the Senate as far as I am concerned...he is the type that is afraid of his own shadow.

Salazar needs to take ECON 101.  All future expectations are built into the price; especially with a commodity.  3 weeks ago there was little to no expectation the US would drill.  The president removes the executive prohibition and there is a resultant $24/bbl drop in price.  Removed alot of leverage for speculation.  Get congressional permission and you'd remove another barrier and take out more reason for speculative upward pressure.  

A new anti-speculation law is not required.  Just permission to drill.   Of course, that would probably hurt the business prospects of a certain Al Gore and his sponsored alternative energy companies.  Funny how Al's VC firm is in the San Fran area.  Who's the house rep in the area?  Oh look at that, it's Nancy Pelosi.  Things that make you go hmmmm.

The dems keep saying this: won’t affect prices in the short term. Apparently long term solutions are out of fashion. How about the gas tax holiday? Immediate. Short term.  Seems to fit their agenda. It would take gas at $10/gal to make any of it cost competitive. Notice that the Europeans still haven't developed an alternative with gas at $9.50/gal and they have high prices for years..

In the west Texas panhandle an oil well can be brought on line in 6-8 weeks. Granted, alot of things have to go perfect for this to happen, but it can be done.

I've been wondering where the 10 year estimate came from.

I found a report by the Energy Information Administration entitled "Analysis of Crude Oil Production in the Arctic National Wildlife Refuge", May 2008

On page 3 of the report, they state how the arrived at the ten year estimate:

Timing of First Production

At the present time, there has been no crude oil production in the ANWR coastal plain region. This analysis assumes that enactment of the legislation in 2008 would result in first production from the ANWR area in 10 years, i.e., 2018.

The primary constraints to a rapid development of ANWR oil resources are the limited weather “windows” for collecting seismic data and drilling wells (a 3-to-4 month winter window) and for ocean barging of heavy infrastructure equipment to the well site (a 2-to-3 month summer window).

The assumption that ANWR oil production would begin 10 years after legislation approves the Federal oil and natural gas leasing in the 1002 Area is based on the following 8-to-12 year timeline:

• 2 to 3 years to obtain leases, including the development of a U.S. Bureau of Land Management (BLM) leasing program, which includes approval of an Environmental Impact Statement, the collection and analysis of seismic data, and the auction and award of leases.

• 2 to 3 years to drill a single exploratory well. Exploratory wells are slower to drill because geophysical data are collected during drilling, e.g., rock cores and well logs. Typically, Alaska North Slope exploration wells take two full winter seasons to reach the desired depth.

• 1 to 2 years to develop a production development plan and obtain BLM approval for that plan, if a commercial oil reservoir is discovered. Considerably more time could be required if the discovered oil reservoir is very deep, is filled with heavy oil, or is highly faulted. The petroleum company might have to collect more seismic data or drill delineation wells to confirm that the deposit is commercial.

• 3 to 4 years to construct the feeder pipelines; to fabricate oil separation and treatment plants, and transport them up from the lower-48 States to the North Slope by ocean barge; construct drilling pads; drill to depth; and complete the wells.

The 10-year timeline for developing ANWR petroleum resources assumes that there is no protracted legal battle in approving the BLM’s draft Environmental Impact Statement, the BLM’s approval to collect seismic data, or the BLM’s approval of a specific lease-development proposal. The Alaska North Slope Badami and Alpine oil fields are recent examples of how long it might take to develop new ANWR oil fields. Located near the western border of ANWR, on State lands, the Badami field was discovered in 1990 and went into production in 1998, thereby taking 8 years between the oil discovery and initial production. On the western border of the State lands, near the National Petroleum Reserve-Alaska, the Alpine field was discovered in 1994 and initial oil production occurred in 2000, thereby taking 6 years from discovery. These Alaska North Slope oil field development time delays do not include the time delays associated with BLM leasing, the collection and interpretation of seismic data, and the drilling of exploratory wells.

Anyone ever heard of NORTH SEA OIL?

The North Sea between the UK and Norway has some of the world's wildest weather. It's a very tough environment. Incredibly harsh. Volatile weather conditions have made drilling particularly hazardous, claiming many lives.

Oil was discovered in the early 1960s, with the first well coming on line less than ten years later 1971. Remember this is through techhology over 50 years old. In the middle of the sea. These people were making this up as they went along, including many American oil crews.

However it didn't really take them 10 years to get to the oil. It was economics that dictated that SLOW pace.

And even then, the fields were not intensively exploited until rising oil prices in the 1980s made exploitation economically feasible. The conditions also make extraction a costly process. Hence the long delay from discovery to extraction.

So almost 50 years ago people managed to build and install OIL RIGS in the middle of the sea, and they did it in less time than Democrats are claiming it will take to drill Anwar. Which I believe is on dry land.

Technically and industrially, IMO you're right. But...

I suspect you may be underestimating our substantial capacity for bureaucratic/legal delay from the totally-unproductive sector of the US economy. It's hard to imagine until you've experienced the process up-close (but for some reason, you said you wanted to come here!). ;) Anyway, for that very fiscally silly reason, a ~10 year time window from "ok" to "oil" is sadly realistic, IMO, and we're not even at "ok" yet.

I find the Democrat's choice of year spans hypocritical. Since drilling now won't affect prices for 7-10 years, it's useless. But the earth will be a few degrees warmer in 30 years so we have to act NOW! We desperately true conservatives in Congress next year.

Now, when it comes to drilling for our own oil they tell us, "well, it won't do any good now, we won't realize anything from it for another 10 years". I'll be damned.

How the presidential campaign relates to what this relates to.

A couple things to note: 

First, voter ignorance will ensure that the Dems remain in power.

Second, McCain is an absolute, grade-A, 100% moron for even taking an anti-drilling position to begin with. I will never forgive him for it, and I will be doing all I can to dissuade everyone I know from voting for him and instead encourage them to write in a candidate. Of course, McCain did this to himself. Today when I heard that Obama switched positions and called for "limited" (undoubtedly a weasel word used to snare those pain-at-the-pump votes, what a f***ing con-artist) offshore drilling, I was absolutely frustrated because I knew that if only McCain hadn't acted like the sodding RINO he is by holding an anti-drilling position in days past, voters could have been saying to themselves today, "Gee, it looks like Obama is conceding to McCain's ideas, I guess McCain is right and Obama, having switched so many positions while having so little of a history in U.S. government, is really starting to reveal himself as a used car salesman/socialist."

But instead, all we get is the likelihood that voters are saying, "Well, Obama switched positions, but it also looks like McCain switched positions. Everybody makes mistakes, I forgive them both!" Basically, McCain's early move caused this whole presidential race to descend to a level where flip-flopping is OK or viewed in a brighter light. If he hadn't have pulled RINO moves, he could have been further ahead in this race. Instead, the voter is left with the impression that the superior choice in this race is the candidate who "means well" and is "less idiotic" (a.k.a; the one who gives speeches and uses all those Harvard words.) And guess who that candidate would be? The candidate belonging to the party that holds the concentration on the "inherent good" in human beings in high regard (the party that values people who "mean well"). And we know what party that is.

But McCain is done. He's buttered toast with jam, and I'm sick of his incompetence.

They want higher gas prices because to them oil is 'evil' and 'destroying the environment', despite all evidence to the contrary. Lets forget the fact that oil is what has given us our prosperity. Going back to the third world, reducing our stadard of living and reducing the population of the planet are all good things to them. Socialist  environmentalists are dictating our energy policy to the Democratic party. Why do you think that when they are called socialists they are not objecting? You don't hear them arguing against these labels, instead they try to explain to you why socialism is a good thing! Nothing amazes me more then the fact that people do not realize these things. Part of the propaganda campaign that has worked so well is because every rational American considers themselves pro-environment thus they do not want to believe "environmentalists" are really socialists. The reality is these Americans are not "environmentalists", they simply care about the environment which are two different things. We already have laws that take care of clean air and water, why do you think the environmentalists have to step up to more and more outrageous things like regulating CO2? Why not let it pass (something that the majority of your constituents want to see happen) and, since you are positive that it will not work, allow the American people to see once and for all that you were right about something? I mean, if you're right, what's there to lose? You've seen how the price of gas dropped $0.30/gallon simply after the presidential drilling ban was lifted. Why not test your assertions that drilling will fail by allowing offshore drilling to occur, so we can see whether or not you were correct in said assertions?

Just to recap: I'm saying that the world isn't running out of oil; it is running out or easily recoverable, cheap oil. So now is the time to remove the bulk of the government subsidies given to the oil industry and shift it to the nascent "green energy sector." 

We are currently stuck in this rut where we believe that the oil industry is the answer to all of our problems and that if we just trust them they'll come up with the next big thing when oil gets low.

If we start today on the road to energy independence and sanity, our children or grandchildren won't face the energy armageddon that will begin the morning the OPEC taps run dry.

AES Westover Gets $50 Million in Clean-Coal Emissions Technology

AES is investing $50 million in clean-coal emissions control technology at AES Westover, its 126 MW coal-fired facility near Binghamton, New York .

The project will increase AES Westover’s removal rates for NOX emissions from 60 percent today to 90 percent once the project is complete, through the use of a selective catalytic reduction system with ammonia injection. SO2 emissions will be reduced by 95 percent through the use of a dry scrubber, followed by a fabric filter bag-house - a final stage in the emission control process. In addition, the combination of these technologies is also expected to reduce mercury emissions by 90 percent.

“Each of AES’s coal-fired plants in New York continue to emit significantly less SO2 and NOx than any other coal-fired facility in the state, based on EPA data,” said Jim Mulligan, Plant Manager at AES Westover. “This technology will allow AES Westover to meet all of the requirements under the Clean Air Act while continuing to meet increasing demands for energy in New York.”

AES says it has committed more than $150 million to emissions control projects in upstate New York since 1999."

Scientists at Newcastle University ... led by Michael North, Professor of Organic Chemistry, developed a highly energy-efficient method of converting waste carbon dioxide (CO2) into chemical compounds known as cyclic carbonates.

Cyclic carbonates [a chemical for which there is significant commercial demand] are widely used in the manufacture of products including solvents, paint-strippers, biodegradable packaging, as well as having applications in the chemical industry. Cyclic carbonates also have potential for use in the manufacture of a new class of efficient anti-knocking agents in petrol. Anti-knocking agents make petrol burn better, increasing fuel efficiency and reducing CO2 emissions.

'One solution to this problem, currently being given serious consideration, is carbon capture and storage, which involves concentrating and compressing CO2 and then storing it,' [North] said. 'However, long-term storage remains to be demonstrated'.

To date, alternative solutions for converting CO2 emissions into a useful product has required a process so energy intensive that they generate more CO2 than they consume.

Professor North compares the process developed by his team to that of a catalytic converter fitted to a car. 'If our catalyst could be employed at the source of high-concentration CO2 production, for example in the exhaust stream of a fossil-fuel power station, we could take out the carbon dioxide, turn it into a commercially-valuable product and at the same time eliminate the need to store waste CO2', he said.

Professor North believes that, once it is fully developed, the technology has the potential to utilise a significant amount of the UK's CO2 emissions every year.

'To satisfy the current market for cyclic carbonates, we estimate that our technology could use up to 18 million tonnes of waste CO2 per year, and a further 30 million tonnes if it is used as an anti-knocking agent.

'Using 48 million tonnes of waste CO2 would account for about four per cent of the UK's CO2 emissions, which is a pretty good contribution from one technology,' commented Professor North. The technique has been proven to work successfully in the lab.

Some one on this thread inferred that oil is out of date or old fashioned. That is really stupid. Does air or water go out of style? How about coal and peat ? Usable resources never go out of style . Our technology for utilizing them may change but we continue to use them.

Our need for greater efficiency continues and those technologies are ever searching for more useful applications.

Democrats have painted themselves into a corner and people now realize that we need more energy not less. It would be appropiate if the Democrats lose this election.I don't think their party could survive.
