Open Thread: The Tragedy of Urban Renewal
President Harry Truman signed the Housing Act in 1949, giving unprecedented power to federal, state, and local governments to reshape entire communities through the abuse of eminent domain. One method of doing so was called urban renewal, which permitted governments to destroy communities they deemed as slums, destroying approximately 2000 communities through the 1950s and '60s, and forcing 300,000 families out of their homes, often most affecting blacks.
One of the first examples of urban renewal was the destruction of six blocks of "slum" on the Upper West Side of New York. The valuable land was then contracted to private developers hand-picked by the city: members of Democratic political clubs, given as political favors, to build middle-class housing developments. With little financial incentive to build quickly, though, the buildings often sat vacant for years.
ReasonTV put together a video telling the story of the destruction of this New York City neighborhood. Check out the video after the break, and let us know your thoughts in the comments.
As Reason explains,
Designating West 99th and 98th Streets a "slum" was bitterly ironic. The community was founded when the great black real estate entrepreneur Philip Payton Jr. broke the color line on 99th Street in 1905. Payton, also credited with first bringing African Americans to Harlem, wanted to make it possible for a black man to rent an apartment, in his words, "wherever his means will permit him to live."
A couple years after Payton moved his first tenants into West 99th and 98th Streets, the black orator Roscoe Conkling Simmon marveled that African Americans for the first time were living in "the most beautiful and cultured neighborhood in New York City...because back of them stands organized and sympathetic capital."
Fifty years later, the federal bulldozer tore that neighborhood apart.
Do you see similarities in the government abusing its powers today with cases like Solyndra?

Gary Indiana and Detroit

Gary Indiana and Detroit Michigan are two complete blights for Urban renewal. The term urban renewal is a lie in itself.
I saw both these cities in the 50's and 60's and the change represented by now is unbelievable. The entire city of Gary is a slum. when in 1950's it was vibrant and booming. Both cities are a complete and utter failure.

The government can no more pick winners and losers any more reliably than anyone else. Whether it's a particular industry, a particular company or a particular neighborhood, etc. The only thing the government should do is to make sure that the "playing field" is level and allow each individual to make their own decisions. It's when the Marxist concept of "planning" became popular with the progressives that humility was lost and arrogance became popular. The arrogance is what makes innocent people pay for the stupidity of the government committee who just "knows" what the solution is even when the problem is largely undefined.

Working in the urban planning

Working in the urban planning at the City of Dallas I can say the best urban planner is the private developer. Cities plan for areas and make zones for commercial, industrial, housing, retail and so on; but the impetus is made by public demand or developer seeing a need and filling it. Anytime a government gets into wholesale destruction or building of parts of a locale it gets burnt.

New York City and Detroit
Submitted by Peter-in-NYC on Thu, 09/29/2011 - 12:22pm.
I lived in NYC for 18 years and saw "urban renewal" first hand. What I saw was Hell's Kitchen (I lived there from 1993 to 1998) go from a slum to a stylish neighborhood. I moved to the Upper West Side and lived near where "West Side Story" was filmed.
If you don't know the movie was not filmed on a set. It was filmed in the original West Side as they were tearing it down. Today it is vibrant and safe.
Then I moved to Harlem in 2008 just as Harlem was getting "nicer." It still has a ways to go, but you know what is stopping it... a push back by those who don't want it to change. The same people out yelling for "hope and change" want their neighborhood to stay the same. And now after 18 years I live in Michigan, not far from Detroit and I'd say bulldoze the city and start over. But again, there are people that don't want to move. It is funny that progressives don't like progress.
What I see is the same thing, liberals claiming developers "destroy" neighborhoods. Hell's Kitchen had a gang problem when I moved there in 1993. Now it is safe, vibrant and has businesses and tourists! The tour books in 1994 would say, "don't go past 8th avenue after dark." Today, they recommend restaurants and clubs! That is real progress.
The Upper West Side is one of the most expensive in Manhattan, and it is a good place to work with schools, shopping and really nice parks. Far cry from "West Side Story" when all you had were singing street gangs!
And Harlem is safer thanks to new buildings. Can you imagine Harlem could be safer? The new buildings and construction brough banks, grocery stores and dry cleaners. And yet some of the locals claim it is destroying the neighborhood.
OK, one point is raised... the cost to live there might go up. But NYC has rent control so if you rent you really shouldn't see a spike in rent. And if you own the property values go up. But the liberals want it cheap and then complain, "why don't we have banks, and shopping." The answer is because it is a slum!
Now I see Detroit and it is the same. There are pockets of incredible neighborhoods, but any attempt to build out is pushed back. Any attempt to level old neighborhoods and condense the city is fought back by some idiot who says, "I lived here all my life I'm not moving."
As someone who has a LOT of stuff I know moving is a pain, but at some point you have to do it! A house is just a house, and you can always find a new home. That's what these people need to understand.

First of all, Democrats are either stupid or have incredibly poor luck. How can they keep promising a rose garden and producing a compost heap? It's by design, folks. It's their agenda.
Many democrats, especially those from before the 60's takeover of the party, probably had very noble aspirations; a good job for everyone, no one homeless or hungry, equal rights regardless of skin color or religion, etc. But LBJ's Great Society plan was the beginning of the fall for these democrats and the rise of anti-American progressives.
The Great Society doesn't define a citizenry that mirrors those once noble American ideals. Rather, it defines progressive "elites" who would rule over a tame and docile proletariat. Nearly every program progressives have instituted has been designed to achieve this overall goal. It's why they've always had to misname their efforts so their real agenda wouldn't be so obvious. Take the main rung of their platform as an example: redistribution of wealth. Sure, it sounds good to those on the receiving end, but the reality is that the money supply just isn't there once you place finality upon it. (And by finality, I mean that once you remove the producers of wealth, the money supply stops; wealth stops; growth stops. The only way to increase the money supply is by printing more and devaluing what is in circulation.) Stimulus 1.0 was $867B. If you distributed that evenly among the 140,000,000 individual tax returns for FY 2009 with taxable income below $200k, a tax credit of $6,193 would result. Not even the same tax credit you get for buying a Volt. Divide it among the 304M citizens, and the number is merely $2,852 per head. Yet the lemmings who continue to vote democrat seem to think this is their path to prosperity.
Progressive have co-opted blacks under the guise of equal rights, yet blacks have been arguably less well off under Clinton and Obama then they were under Reagan and Bush. They co-opt women under the guise that they'll keep government out of their bodies, then go about creating the PPACA. They co-opt the young with the promise of a better future yet the education system continues to decline. And they co-opt "workers" through thuggery and financial control then steal there money through union dues which are nothing more than forced political contributions. All the while, nothing ever seems to get better for any of these groups. Bad luck, or are they just stupid? Still, I think neither.
The goal of class rule relies on two distinct classes. Blurring of these classes by raising the many closer to your own is threatening. Money is power and if you have money (power) and disagree with the policies of those in charge, you have greater ability to affect change at the top. But by removing their money and redistributing it, you effectively weaken your enemy while only modestly enriching your supporters. The masses don't get strong, they just become reliant. Teaching a man to fish is not the progressive way. The strong, however, are weakened and that helps limit the number in the ruling class. This is whay "it takes a village"; the secrets of success are passed down to only the elite few, who must be present in the village for the village to succeed. These few remain elite, while the village itself merely plods along.
You can see these ideas played out in greater light than ever before by this administration. Why? I think because they vastly over-read their mandate from 2008. They played all the right political cards leading up to the election -using war and race to define their candidate- and thought they had finally convinced a center-right nation that hard left was the way forward. That's why Carville insisted there would be 40 years of democrat rule. (He was only off by 38 years.) As such, democrats pushed forward with their dream legislation; laws they knew would lock America in along the path toward progressive elites perpetually maintaining power over a ever increasing dependent society. Make them all crack addicts, then slowly feed them the crack. Then blame the few remaining "rich" who disagree with this plan for the bad teeth and rash. This plan is still being implemented in the form of Solyndra and Solar Reserve -a company who's major investor is Nancy Pelosi's brother in-law. Nothing like moving another $737 million from taxpayers to a family member, huh?
Another great goal of the left is gun control. Why gun control? After all, gun crime is receding even as sales increase. Those of us who support the 2nd amendment understand that law-biding gun owners aren't committing gun crimes, so aggressive restrictions on gun sales have little effect on gun crime. Criminals don't buy their guns at gun stores. So you'd think an armed and law-biding society would be better than an unarmed haven for violent offenders, right? Not so. An armed society is a threat to the ruling class. All you have to do is look back over history at the way despot regimes ruled their societies and you'll see it mirrored by today's progressives; albeit in a more docile way and with the help of the complicit media.
Don't be fooled folks, there is an illicit agenda behind all of what we're seeing play out; "change" was most certainly the goal. We need to show them that their kind of change, the kind of change fueled by the radical 60's movement of marxism, is not the kind of change we want for America.
Fiscal year ending rant is now complete. I promise no more until next year.

Submitted by Jer on Thu, 09/29/2011 - 4:04pm.
If the agenda of the Democrats and "anti-American" progressives is what you describe, then their efforts to achieve and impose it must be largely deemed a dismal failure.
"Nearly every program progressives have instituted has been designed to achieve this overall goal [to rule over a tame and docile proletariat]. It's why they've always had to misname their efforts so their real agenda wouldn't be so obvious. Take the main rung of their platform as an example: redistribution of wealth."
Reality: Income inequality--the disparity in wealth distribution--between the "haves" and the "have-nots" has been steadily widening and is at an all-time high. In other words, wealth is concentrated in a smaller proportion of the US population than at any time in recorded history
"And they co-opt "workers" through thuggery and financial control then steal there money through union dues which are nothing more than forced political contributions."
Reality: Union membership has been declining for decades and is now at its lowest level--on a percentage basis--since the late1940s.
"Another great goal of the left is gun control."
Reality: There hasn't been any significant gun control legislation passed since 1994, and the ban on assault weapons provision of that law has since been allowed to expire. Moreover, despite a Democratic administration which enjoyed clear congressional majorities until 2010, gun control has remained firmly welded to the back burner.
I think your alarm may be slightly overblown under the circumstances. Those 60's Marxists in many respects have been major duds.

What I implied, at least, was that these proposals have not been working. That's why the 2010 election.
The redistribution of wealth though, as you rightly stated, entirely bolsters my point. The idea is to limit wealth to a small number of progressive elites. As I said, it's being concentrated among a select few; those being friendly to the cause.
Union membership is down because unions kill domestic jobs. However, the left did, in fact, co-opt the union movement; the fact that it's dropping is because the percs administered by progressives have effectively priced union workers out of the marketplace.
I realize gun legislation has not succeeded. Again, these policies have been tried but have not often passed precisely because they don't reflect the true American way. But Fast and Furious is clearly an end-run around gun legislation as this administration tries to exacerbate a crisis that could have been controlled. Were it not exposed as the fraud it is, you can bet they would have pushed for tighter gun laws to curb the spread of weapons to Mexico. If I'm not mistaken, some progressives in Congress did exactly that shortly after this operation was made public.
You're right though, those 60's marxists have for the most part been relegated to SanFran and the Upper West Side of NYC. Though a significant portion remain in academia, the environmental movement, and some even represent certain areas in Congress and the Courts. To be sure they're largely failing, but they're still trying; Obama's entire term thus far has been an effort to push those marxist policies.

With homosexuals now able to serve openly in the military, the gay rights movement’s next battleground is to persuade the Obama administration to end the armed forces’ ban on “transgenders,” a group that includes transsexuals and cross-dressers.
.
Rep. Duncan Hunter, California Republican and Marine Corps combat veteran, said: “At some point, the administration will need to decide where this ranks among the military’s priorities. But it should send the message now that a line has been drawn, and it won’t get caught up in these discussions. I hope the administration has enough sense to see this for the unneeded distraction it is.”
And there you have it....the camel is now standing in the middle of the tent, doing camel type things.

...I don't practice much in child/adolescent psychiatry and now I know why. There are way too many things that are discordant, particularly with the environment where the child is being raised. Gender identity disorder came to DSM in large part through the elimination of homosexuality as an Axis I disorder and evolved into the present nomenclature through some very heated political battles. Given that the child has been seen by psychiatrists and is under treatment by pediatric endocrinologists suggests that they did do a proper workup. Honestly, I have never heard or seen a case of gender identity disorder in a patient this young, and the natural question arises that is such a young patient even capable of being diagnosed given the incomplete emotional picture. The complicating factor is also the home environment. Are the parents giving complete information and is the kid being honest about the questions being asked are the two linchpins of this case. Honestly, I would refer the case to an academically-based child psychiatrist because of many factors that are conflicting here. Personally, I doubt that a child that age has the emotional capability to understand the permanency of gender reassignment whether done surgically, chemically or both. I also think there is inherent parental bias that would complicate the diagnosis and treatment of the kid.

Incredibly sad actually. I worked (briefly) in a city school district. It would have been great to have the parents care. By care I mean show up for meet the teacher nights, read to their kids etc. Granted, some parents were stymied by work schedules, but I'd be willing to bet the kids in that district would do better if parents turned off the t.v.'s, game boys, etc, made sure their kids did their homework, and spent time with the kids.
Instead it's a black/white issue where the kids will get even further screwed.
