Venezuelan President Hugo Chavez heads to Moscow today to shop for air defense systems, submarines and other weaponry as Latin America's arms race quickens amid signs that his regional influence is waning...Latin American countries have gone on a military spending spree in recent years as their governments collect record income from commodities, including Venezuela's oil windfall. Regional arms spending jumped 55 percent over four years to $38.4 billion in 2007, according to the International Institute for Strategic Studies.

Should this be a concern? Is there anything we can do about it, or secure ourselves from it?

but it seems a bit like the pot calling the kettle black when US pundits criticize another country for spending money on their military infrastructure.

that said here are a few very justifiable reasons why venezuela has a right to increase spending on military:

• a failed coup which got full blessing from the present US administration

• pat robertson (once a US presidential hopeful) publicly calling for the assassination of chavez, a democratically elected leader, on TV.

• while not completely eradicated, poverty has been reduced by double digits (stemming any argument that poverty has not been tackled.)

• recent commitments to the military to curb violent crime in the country means, investment in the military should help to tackle crime (which chavez has not had a good track record on and is finally attempting to fix), since soldiers are being dispatched to public spaces.

• bolstering one's defense in central america isn't reckless, it is prudent. north korea's acquisition of nuclear weapondry illustrated how the US is willing to negotiate against a strong enemy; while numerous central american countries have suffered under the boot of the US military in decades past. it is not unreasonable for a central/south american leader to prepare for the possibility of military actions at the hands of the US, particularly due to the poor relations of the past few years. 

• operation 'pliers' 

• the USS george washington conducting military operations in the caribbean, as a show of force. 

• beefing up the military helps to tackle the problem of drug trafficking, which are coming out of colombia, (who is close ally of the US).

• venezuela has increased spending in just about every facet of infrastructure. while i don't see NB critiquing the increased spending in these other areas, it is fair to point out one part of another country's budget that has increased in spending without mentioning the increase in spending throughout their budget?

BUT ONE THING has me quite perplexed. where did the number of $38.4 bn come from on the website of the IISS? my search on the site came to this article written and posted on the IISS website in MAY 2008:

Poverty has been reduced by double digits-- perhaps.  But given that we live in the 21st century, why isn't Chavez investing more in reducing poverty to the levels of the first world?  Gosh, it wouldn't be that difficult to become a major economic player in the world simply by quashing poverty.  If people have money, they'll spend it.  Wait-- people?  Money?  People and money?  Now that sounds like a free market.  Nevermind-- poverty should stay high in Chavez' socialism.

However, your assessment still fails to shed light on the fact that Chavez has openly denounced America.  I already know your defense-- it'll be something like, "Oh, America has one dinky warship sorta near Venezuela so they have a right to purchase a plethora of military goods and start beefing up their military."

You know, if Chavez was as smart as you portray him, why hasn't tried simple negotiations?  Good question, me, allow me to answer me's question: Chavez has ulterior motives.  If you can't figure them out-- well, I'm sorry your primitive brain is still functioning.

I'm not gonna fight about this.  You're right that they have the right to purchase arms but given their past and the comments by Chavez, I don't trust that fool one bit with any of it.  Like I said, after this comment I am not responding, so don't bother with a debate.

i won't go into debating the merits of chavez. i sit on the fence with him, sometimes praising some of the things he has done and yet wanting to plant my foot either in his butt or in his mouth for some of the things he hasn't or should not have done.

the bottom line here is: america has nothing to fear from chavez. inciting fear in the american people has no merit. he may not be the smartest politician around, but he's smart enough to know it would make absolutely no sense to behave threateningly to the US. buying these weapons is more of a means to quell his (understandable) paranoia.

the more he puts this military to use domestically (fighting drug trafficking + violent crime) the better venezuela will become. i am hoping this is the direction moves.

Hmm let's see - America's military is pretty much the de facto strongarm of the UN and is used to stop genocide abroad. Chavez has a well-known interest in attacking Columbia and is consorting with the likes of Iran. And last time I checked "weapons" were a far cry from "infrastructure." Thus Chavez doing this is more akin to Hitler rebuilding an army in the 30s.

no analyzation is required. what is required is finding the original number quoted. but i did find multiple sources which back up a very different number. see my previous links.

Maher's remarks regarding Cheney, while wrongheaded and unfortunate, were neither a call for his assassination nor an expression of regret it had not occurred.

Yep, candance...that's the same video I watched several times--and of which I read, and reread, and re-reread the transcript--in conjunction with my very first post at NewsBusters.  [Track my comments and click on the "last" page.  Noel and I got off on the wrong foot with each other over this issue but thankfully patched things up.]

It's difficult to discern in the video because of the crosstalk, but when Maher is asked if he wished for Cheney's death, he immediately says "No", and then continues with some tasteless observations about "if he were dead, etc."  The exchange is more coherent when reading the transcript.

By the way, Maher posted a diary a day or two later on HuffPost which clarified his statements and emphasized that he was in no way calling for Cheney's demise.

Jer, I doubt you would really consider anything I have to say.  The idea is the one where you say something derogatory and then say Im just kidding, which is what Maher did. The reason I believe he did is by his prior statements and beliefs.  By examining a persons fruits we can tell what he really thinks and believes.  Maher hides under the aspect of satire but his satire is one sided and biased, so much so I believe he meant what he said and so did his audience.

Why do you doubt I would give any consideration to whatever you might say?  I try my best to keep an open mind and can be and have been persuaded to change it on occasion.

You assert that Maher said he was "just kidding".  I must have missed that.  Can you show me where?

I try not to jump on Republican bandwagons for the sake of fitting in.....but really, Maher was dead serious when he said that and then he backtracked into saying he didn't personally mean it.

candance...I'm not trying to pick a fight with you.  Your sense of fairness and reasonableness has been consistently displayed from the first day you posted here.

But accusing someone of calling for the Vice-President's assassination is a much too serious charge to simply and casually dismiss a request for solid proof. 

Many will read your original assertion, nod their head in agreement, and not bother with the video.  Others will give the video a quick glance, hear a smattering of repellent words from Maher and have their preconceptions confirmed.  I am afraid too few will actually listen very closely to the dialogue and realize that the title to the YouTube video best sums it up:

It was a free speech issue with Maher, albeit clumsily and tastelessly stated.  But he was not calling for Cheney's death.
