CBS's O'Donnell: Court Striking Down ObamaCare 'Might Be Better For The President'

By Matthew Balan | June 25, 2012 | 13:16

Matthew Balan's picture

On Sunday's Face The Nation, Norah O'Donnell desperately tried to find a silver lining for President Obama if the Supreme Court ends up striking down his health care law. While her fellow panelists agreed that such a decision would be a blow to Obama, O'Donnell claimed that "politically, it might be better for the President, because then he can put the onus back on the Republicans." [audio clip available here; video below the jump]

The CBS White House correspondent also hyped that "if there's a repealing of the mandate, and if the pre-existing conditions are taken out, you're probably going to see a spike in health care premiums," even though premiums have already been on the rise since ObamaCare passed in 2010.

Host Bob Schieffer raised the impending Court decision on the law midway through a panel discussion with O'Donnell, CBS News political director John Dickerson, Time's Joe Klein, and Dan Balz of The Washington Post. Schieffer first turned to Dickerson and asked, "What happens, John, if the Court throws this thing out?" The director led with the negatives for the chief executive in his reply:

DICKERSON: Well, I don't think we know. I think it's bad for the President. I think, you know, this was his signature plan. This was the thing he banked everything on. I think Romney is able to say, look...his priorities were out of whack. He should have stayed focused on jobs. Here, he was off doing this thing, and he's kind of gotten a big thumbs-down. For voters out there who weren't paying attention to every detail, it looks like a kind of anti-seal of approval.

However, Dickerson did see an opening for the Obama: "He [Romney] gets into a fight where it's now a choice between his plan for the future, and the President's plan for the future, and that's a fight the President wants to have. So if he can get through this bad news - the President gets into a debate with Mitt Romney - that might actually not be so great for Mitt Romney."

O'Donnell then chimed in with her pro-Obama spin:

Norah O'Donnell, CBS News Correspondent | NewsBusters.orgO'DONNELL: One of the main rationales for conservatives, for businessmen -- we saw it was a rallying point during the Republican primary debate -- was to repeal and replace ObamaCare. If the Supreme Court strikes down the individual and employer mandate, and also, takes out the coverage for those with pre-existing conditions, you could make the argument that it neutralizes the issue, in some ways, for Republicans. Politically, it might be better for the President, because then he can put the onus back on the Republicans to say, okay, Mitt Romney: you've said you wanted to repeal it and replace it. What are you going to replace it with? Or you in Congress: are you going to move forward to protect those who have pre-existing conditions who can't get coverage?

And then, I think what you're going to see too is with the --  if there's a repealing of the mandate, and if the pre-existing conditions are taken out, you're probably going to see a spike in health care premiums, because the coverage of preventive care stays in there, the allowing of children under twenty-six stays in there. This is still a really interesting debate, whichever way this turns out by the Supreme Court.

Klein seconded Dickerson's take in his answer, and also corrected the CBS correspondent on the issue of premiums, even though he put a liberal spin on it:

Story Continues Below Ad ↓

KLEIN: First of all, we're kind of jumping the gun here. I think, you know, as I watched the news coverage today, everybody seems to assume that it's going to be overturned. It may not. But if it is - if it is - that's not a good thing for the President. I think people will say, he tried to do something that was unconstitutional. And, as for the premiums, people already are getting huge premium spikes this year, because the health insurance companies have been wanting to blame that on ObamaCare.

Balz emphasized in his reply that regardless of the Court's ruling, the political momentum is on the side of the ObamaCare's opponents going into the fall election: "I think that public opinion on this is a little bit like we had in Iraq back in, say, 2006. People made up their minds what they think about this bill, almost irrespective of what the Court decides on it. I think also that the energy on this issue has always been on the side of the opponents, and I suspect that almost no matter what happens this week, that's likely to be the case going into November."

To look like the winner no matter which way the outcome is, have you noticed? I have been hearing for weeks now, one day it's ''If Obamacare( God forbid if his name is forever tied to this abortion of a law) goes through it will be the crowning achievement of this President''. The very next day I hear on the T.V. or NPR ''If Obamacare is struck down it may very well help to energize his base and help him win re-election''.....Hey morons, pick one or the other. Your liberal Bias is waaaaaaay too obvious.

Convincing the gullible and the Obamabots that it is a good thing that the "Incompetent Administration" has wasted millions of their dollars by throwing into the fire, what they didn't give to the Obama Croney Crowd.

The propaganda media is so predictable in their providing the cover and distract strategy for supporting the Obama administration during this election.

So keeping it short, again, no matter what...O is always the winner; Romney is always the loser. Don't even bother to analyze it deeper or suggest other possible scenarios. Don't bother to just report the facts. We catch on easily.

Dumb and dumber. This is what we have to look forward to all the way up to the election. Here's hoping most people are not susceptible to brainwashing.

Can someone tell me?

Submitted by GG_NB on Mon, 06/25/2012 - 3:13pm.

I'm basically just venting, but feel free to encourage me, if anyone even can. :)

QUESTION: Do we have more astute "I really, truly get it" people in this country that will vote O out...or more of "the other" (won't bother to describe that group)?

I'm excluding hardcore libs. They really want what O seeks to do. But what the heck are our chances that after ALL this, this guy will be re-elected by the middle-of-the-roaders or even those who may think they'll get a little something from him?

I just can't imagine. For me, it would be like the most unbelievable, weirdest end to a really bad movie if O is re-elected. I mean, come on!! I didn't get it the first time, and I have pretty much chalked it up to (from my small sampling of people) as a Kennedy phenomena/I temporarily lost my senses/didn't do my research thing.

But THIS time?! What on earth does it take to see where he wants to -- and will agressively -- take America if allowed a second term? Hasn't everyone seen enough??

Georgia Girl is smarter than your average voter...

Submitted by James3 on Mon, 06/25/2012 - 3:58pm.

I have been holding the same arguement with people who are still ''undecided''......can you even IMAGINE being undecided at this point? There's no getting through to the hard-core brainwashed liberals I know, but for those who have an open mind.....haven't you seen enough destruction to the very fabric of our nation to say, ''Aw, HELL no ! '' Even if you're not crazy about Romney, ANYONE would do a better job at this point than Barack Hussein Kardashian Milhous Nixon Carter-Obama. I'm hoping for a tidal wave of the ''Bradley Affect''....people who are going to vote for Romney but are afraid to tell anyone because liberal Democrats are not above viciously telling you off, calling you a racist, spitting on your windshield or keying the side of your car if you have a Romney bumper sticker, lawn sign, etc. I have not seen but a very very few political affiliation stickers on anyone's car or lawn this election cycle, and I have a theory that people are going to quietly and anonymously vote Obama the hell out of office...just a theory mind you.

Thanks for saying I'm smarter than the average voter. :) However, I did spell "aggressively" wrong in my post. LOL. I swear I know how to spell. I'm on my dang iPAD. I just can't type well on this thing, which is what I use all the time on NB now. So I hereby apologize for any typos on any of my posts ever. ;)

I pray your theory is right. Here in a conservative district in Georgia, it was rather rare to see O-cheerleading bumper stickers/lawn signs or whatnot, but come to think of it...I can't even remember the last time I saw one.

I had a few relatives (I would classify as usually voting Republican/fairly conservative in several areas) who voted for O...and the ones who did rather shocked me. They wouldn't even admit it to me at the time because I had very clearly made my views known prior to the election how the most LIBERAL senator (with a history to track) would run this country into the ground -- how it would be really dangerous.

But as time dragged on, my guilt-ridden ;) O-voting relatives gave me enough clues of their vote (even though I already knew by how they always avoided the topic after he was elected). Pretty much, I think they wanted something different. Well, they got something different all right! LOL. However, they are NOT voting for him this time, and are darn mad at a lot of things that he has done. If anything, they have swung more conservative, which gives me some hope.

those polls showing independents and others as "undecided" are conducted by the same people who said Scott Walker didn't have a chance, and who touted that Baracka was the "real winner" in Wisconsin.
The exit polls all had it exactly wrong, so, it's highly probable that the same exit polls had it exactly wrong on Baracka.
That said, it's OK to be concerned, the leech class has been expanded since Baracka took office, let's just hope not too many have been added. Let your concern motivate you.

Georgia Girl...

Submitted by Paul G on Mon, 06/25/2012 - 4:25pm.

Let me try to answer...Last night I had conversation with a lady who seemed like a very smart woman and sounded like she had 'conservative' views....But she lost her job last year, and is now on unemployment. She's said she's gonna vote for O because she fears she's gonna lose her benefits if Romney gets in.
On the same note...My mother(RIP, She'd be 84 now) Voted every 4 yrs. But she'd watch The Today Show, Golden Girls, etc...And get 'brainwashed'. When I'd go home, I'd listen to Rush, She'd always say "Turn that crap off" Not because he was political, but because she didn't want to hear that MAYBE she was wrong. To my dad and ma dying day they thought Carter was a great president. Mainly because he was 'christian'.....Except for the Rabbit thing. lol

Submitted by GG_NB on Mon, 06/25/2012 - 5:21pm.

I totally get what you're saying. You hit on two of my concerns: 1) People who vote out of fear because they have lost something (like a job) and feel O will deliver them out of it more comfortably or with "goodies" and/or ethnic groups who think he will help deliver things to them more easily and 2) those set in their ways who see fired-up conservatives as being mean and are instead falling for the lib tactics or views...the older and younger crowds seem more susceptible to me -- IMO, both rather fear-based in a lot of ways.

But O's ways/policies don't work. They are like snake oil. And I firmly believe if people care more about what is truly right -- and are courageous and filled with integrity for what they want for the next generation -- and are willing to sacrifice (and I do mean ALL of us), then we can restore a better America.

But I just don't know what can be gained by talking to the brainwashed. I guess we need to implement some sort of massive deprogramming. LOL.

One of the things I like to do when I see stuff like this -on places like Yahoo and other such outlets- is read the comments associated with the write-up. In article after article touting the wonders of the almighty Obama administration, the comments almost always smack down the piece at an alarming (for Democrats) rate. And what that tells me is that people are paying attention and they're not happy. Contrary to the media which A) lives in a bubble, and B) are almost universally Obama cheerleaders.

Stay optimistic Georgia Girl...

Submitted by James3 on Mon, 06/25/2012 - 6:31pm.

I'm going to give you some food for thought. Number 1, as I mentioned, I think the ''Bradley Effect'' will definately come into play this year. Number 2. Obama won in '08 because he was on the heels of 8 years of an unpopular Republican President, and was running against, in my opinion, a VERY weak ticket ( a doddering old man who loved saying 'my friendsh' and a dippy woman who loved saying 'you betcha'). Don't get me wrong, I love John McCain and Sarah Palin but it was a disasterous combo. ''Mavericks''...whatever. Number 3. Obama HAS to run on his record this time, instead of being the ''Hope and Change'' guru that was gonna save the world from the Evil Bush empire. Number 4. Even with the press propping him up constantly and spinning everything in his favor and carrying his water and running interference and ALWAYS putting down Romney, it's still a 50-50 race. Obama should be ahead by at least 10 points but he isn't. Number 5. This election is going to be ab out the Economy, and it is not going to get better any time soon by all accounts. No October surprise this time around. Number 6. Romney has been taking in more donations than the king of War chests himself, Odumbo. And finally, I believe Romney to be far far more well spoken and quick on his feet in an open debate than Obama is. You take him away from his teleprompter and you get a whole lot of ''ahhh, ummm, and, and, and, well, uhhh, uhhhh, uhhh, ummmm, etc. In summation, in the immortal words of Joe Namath...''We're gonna win...I guarantee it''.

Submitted by MikeB on Mon, 06/25/2012 - 10:14pm.

No, James, Sarah Palin was a great choice for McCain. I am one of many who voted Whatshisname/Palin. I voted for that ticket hoping that if McCain won, he would have a severe stroke or fatal heart attack moments after he was sworn in, so we could have a President Palin. She would have been much better for the country than McCain, and infinitely better than Il Douche.
I don't think she was in over her head. She was infinitely more qualified for an executive office than Obama or Biden. Besides, as Vice-President, she would not have that much to do. She would serve as President of the Senate, and she would vote to break ties on Senate votes. That is pretty much it.
McCain chose her to appeal to conservative voters because he knew conservatives were not enamored with his RINO credentials, his maverickness, nor his willingness to compromise with the Commucrats by bending over and grabbing his ankles.

Thanks so much. Usually I'm more of an optimist, but after awhile this stuff just grinds you down. Thanks, everyone, for all your good points and insights. I needed all the reminders and encouragement, too. For a change, I'm feeling some hope.:)

As for one aspect of the last go-around, I will repeat this again. Although I admire his service to our country, what on earth was McCain doing running? Ugh. That was a disaster! Even now, I can picture his lackluster talks/speeches/debates. I wanted to scream at the TV: "Wake up, dude! You are running for the Highest Office in the land. Get some pep in your step and focus!" He seemed to take it about as seriously as what movie he'd choose to see on a Friday night. And as time went by, he seemed as excited about running as getting a filling.

At least we can tell Romney is motivated and energetic.

Uninformed twit

Submitted by MikeB on Mon, 06/25/2012 - 9:59pm.

It is amazing to me how many people have no idea what insurance is, how it works, or how premium increases come about. On the other hand, considering our school systems, I guess it isn't so amazing.
I will type this slowly so even Ms. O'Donnell can understand. Insurance companies cannot arbitrarily increase premiums. All requests for premium increases MUST go to the state's Insurance Commission for review and approval or disapproval. The Insurance Commission will review the request and will have either staff actuaries look at the underlying math, or will have outside consulting actuaries look. Based on the recommendation of the staff or consultants, the Commission makes a ruling allowing a portion of the amount requested, all of the amount requested, or none of the amount requested. This process is followed whether the insurance type is Property and Casualty, Life and Health, or Worker's Compensation.
The various states' Insurance Commission's basic mission is to make certain the insurance companies writing in their state stay solvent so that those companies can pay out future claims.
For an insurance company to stay solvent, it must make a profit. It does this mostly by investing the premiums as they come in. Many states use an arbitrary percentage return on investment the insurance companies may earn on its investments. If their investments have a higher rate of return on their investments, then the Insurance Commission requires the insurance company to decrease the premiums charged to their policy holders. In many states, that ROI is 3.5%. That amount was arbitrarily chosen by an insurance commissioner in New Jersey. His name eludes me at the time. So, the spike in insurance premiums for health insurance is probably for several reasons. One, with the sorry shape our economy is in, it may be rather difficult for an insurance company to reach even 3.5% ROI. Two, insurance companies must project future expenditures and prepare for them now, so they can stay solvent in order to pay out the future benefits. If they must cover pre-existing conditions, then their expenses will skyrocket. Insurance is to cover incidents that might happen, but haven't happened yet. You are not allowed to buy fire insurance on your house while it is on fire. Nor should insurance companies be forced to pay for pre-existing conditions. As much of a financial burden as it might impose on the person or family, that's too bad. They should have sold that risk to the insurance company. Instead, the person or family who decided not to purchase health insurance before there was a condition chose to accept that risk to themselves. Their bad.
