AIR Director: NPR Serves 'Liberal, Highly Educated Elite,' Wonders How to Justify Public Funding

By Lachlan Markay | March 11, 2011 | 14:31

A  A

Sue Schardt, director of the Association of Independents in Radio and a non-board member of NPR's Distribution/Interconnect Committee, has a firm grasp on arguments against the organization receiving federal funding. Criticisms of NPR "do have some legitimacy," she noted, and "we must, as a starting point, take on board some of this criticism."

Scardtnoted during the board's Feburary 25 "public comment" period that "we unwittingly cultivated a core audience that is predominately white, liberal, highly educated, elite."

As a consequence, Schardt added, while the journalism NPR produces may be of high quality, the organization really only serves, by her telling, 11 percent of the United States. In light of that fact, she added, "we need to carefully consider whether we warrant public funding and, if so, what the rationale would be."

The following is partial transcript of Schardt's comment, posted at Current.org:

After working in many parts of public radio — both deep inside it and now with one foot inside and one foot outside — I believe there's an elephant in the room. There is something that I'm very conscious of as we consider this crisis that I'd like to speak to.

We have built an extraordinary franchise. It didn't happen by accident. It happened because we used a very specific methodology to cultivate and build an audience. For years, in boardrooms, at conferences, with funders, we have talked about our highly educated, influential audience. We pursued David Giovannoni's methodologies. We all participated. It was his research, his undaunted, clear strategy that we pursued to build the successful news journalism franchise we have today.

What happened as a result is that we unwittingly cultivated a core audience that is predominately white, liberal, highly educated, elite. "Super-serve the core" — that was the mantra, for many, many years. This focus has, in large part, brought us to our success today. It was never anyone's intention to exclude anyone.

But we have to accept — unapologetically — that this is the franchise we've built.

We have to look at this because the criticisms that are coming at us — whether they're couched in other things — do have some legitimacy. We must, as a starting point, take on board some of this criticism. Before we can set a path, we have to own this.

One choice, at this transformational moment, is to say, "We are satisfied with what we are doing. We — in radio — are providing 11 percent of America with an extraordinary service." If this is our choice, we need to carefully consider whether we warrant public funding and, if so, what the rationale would be.

Another choice is to say, "We have cultivated and built an extraordinary infrastructure of interconnected stations that's now adopting networked digital technologies. More important, we have created a culture of human beings who — in this building, at stations, and in my constituency of hundreds of producers — are fluent in a particular craft rooted in an idealism of service. Individuals whose intention at every step is to contribute to the greater good. Ours is a human endeavor. That is what differentiates us. This is what is at stake. This is what we must preserve."

I believe we need to say, in this moment, "You're right. We are not satisfied, either. Now that we have achieved this huge success over a 30-year incubation period, we now are poised to commit ourselves to translate and bring what we have to everyone in America. Within the next five years, seven years — we set the timetable. We are absolutely committed to serving — truly — and speaking in the voices — truly — of 80 percent or 90 percent of the public." We set our numbers.

No NPR detractor has thus far provided a case this compelling - due both to the force of its arguments and the significance of the person offering them - for a reexamination of the organization's federal funding. Hopefully its backers take it to heart.

Correction: Ms. Schardt is a non-board member of NPR's Distribution/Interconnect Committee. This post has been corrected to reflect that fact. NewsBusters regrets the error.

Highly Educated Elite????

Submitted by pcnav on Sat, 03/12/2011 - 2:58am.

The last time this country was ruled by "highly educated elite" they were removed in the American revolution. This country doesn't need any "elites" and a mind "highly educated" is useless if that mind doesn't know how to use that education. If we are to measure the intelligence of people by how much book knowledge they've stored then start by comparing them to a PC computer. A PC can store and use multitudes of data but only if it is told how to use it and that is what these "educated elites" have become. The moment NPR started looking down their nose at people they started losing their listeners. What good is "high quality content" (their view not mine) if it is put out to the public in the most arrogant or boring manner possible. STOP FUNDING PBS AND NPR!!!!!

Sue Schardt should know that the writings' on the wall.

Submitted by daveinboca on Sat, 03/12/2011 - 5:23am.

Her astute observations on the tinyness of the NPR audience---20% of Americans define themselves as liberal and 42% as conservative---and its unfair taxing of the masses for elitist highbrow twaddle for perhaps the top-thousandth of the listening audience out there in radioland----all this perceptive analysis makes her totally unfit for the Schiller-brand slamming of tax-paying Christian conservatives unfairly branded with obscene slurs by Anderson Cooper. I do wonder if these creatures at NPR ever get out of their la-la-land enclaves in NYC, Marin County, Vermont & certain college campuses to ever study homo Americanus in its native habitat. You know, the people who actually pay taxes, not the trust-fund socialites and hothouse intelligentsia who sniff their own farts to get high.

WOW! Someone on the "inside" actually gets it.

Submitted by c5then on Fri, 03/11/2011 - 2:46pm.

The argument has never been that they aren't good at what they do or that there isn't some segment of the population that sees them as beneficial and worth paying for. The argument has always been that NPR, PBS and the CPB are all firmly entrenched on one side of the ideological spectrum and their programming reflects that. So why should 80% of the population be forced to pay for an organization that serves only 11% of that population. This discussion is always obfuscated by cries that one side is trying to kill Big Bird and fire Bert and Ernie. We have never been allowed to have the rational adult conversation that we need to have. I would argue that PBS, CPB and NPR deserve as much taxpayer funding as FNC, NRO and AM talk radio. It's time for the 30 year-old child to leave the nest and figure out how to make it on their own.

I don't think anyone can argue that Sesame Street couldn't survive on it's own without public funding either. I'm not sure why they are still on the public dole anyway. They must make millions each year on their marketing. Honestly, my kids have owned numerous Elmo dolls, dvds, Sesame St. computer games, and books. They've worn diapers, clothes, and band-aids with the Children's Workshop characters on them. They have used high chairs and playpens covered with images of Big Bird and Cookie Monster. They've had birthday cakes decorated with Elmo and Zoey and I had to pay extra for them because of the licensing agreement. So can someone please explain to me why Bert and Ernie need our contributions. What happens to all the cash coming in from all of the products that they sell?

They spend it of course, on "bigger and better" liberal programming.  Always expanding their reach.  Because they've been on the gravy train forever.  It would never occur to them to give up their public funding because the didn't need it.  Just spend, spend, spend.

How NPR/PBS can serve.

Submitted by Gary Hall on Fri, 03/11/2011 - 3:06pm.

I wonder if, by noting they only serve 11% of the public, NPR board member Sue Schardt, understands that the 11% is composed almost entirely of a liberal to progressive to socialist and audience. One could also surmise that probably 100% of NPR's staff (inc. the administration) is eagerly feeding news/opinions which neatly fit that audience. Here would be a simple test which could help NPR overcome it's extreme bias, and thus become more acceptable to a more varied audience. Simply ask all of the staff (editors, researchers, writers, analysts) a few simple questions. Do you love Ronald Reagan? Do you consider him to be a great American president and leader? Do you - did you - support his agenda? Have you voted for a Republican in a national election during the past 12 years? Then, fire all of those who can't comprehend that series of questions, and fire 1/2 of those who understood the questions, but who answered no to all of them. Next, go out and hire employees who represent the American people and their views. Heck, if they did that, I'd let em keep some of the Federal money (maybe). (;~> gary

The rest of you rubes are either benignly selfish or outright greedy. The implication is that corporate America and conservatives in general serve no public good, either by trying to hold the line against a devolving of standards and morals, or by providing a much desired good or service at a price attainable by the masses that they are willing to pay, without coercion or force by the hand of government or tyrant.

Other than that backhanded slap, it was an unusual sequence of words to be heard from anyone affiliated with NPR.

Liberal /= Elite

Submitted by ThisnThat on Sat, 03/12/2011 - 11:47am.

She basically says that if you're liberal and "educated"... then by definition you're E L I T E. Period. It's settled, she thinks. Elites have a privileged status perceived as being envied by others of a lower line of order.

The implication is -- if you're a conservative, you simply can't be "Elite". Can't govern. Can't think logically. Probably not educated. And certainly not capable of thinking at a sophisticated level more advanced than the general population.

Here's my definitions: All Liberals = snobs. Male liberals = SOBs. Female liberals = bitches.

If the network was as honest as this lady, they'd be way ahead.

It is not my intention to put words into her mouth, but stating that their liberal audience is "educated," does not mean that educated people also choose not to be part of that audience, nor that educated people are all liberal. As for "elite" to my mind, at least, that word represents a mindset. . . and one that I, along with most people look down upon.

I think she summed up their situation, and frankly, as an educated conservative, who would rather be called any string of four letter words rather than "elite", I don't feel insulted at all by what she said. Quiet the contrary, I'm proud not to be counted among their audience, and look forward to no longer being counted among their involuntary supporters!

"..we have created a culture of human beings who...are fluent in a particular craft rooted in an idealism of service." I think she meant to say "a particular craft rooted in service of idealism". She had that just backwards. And the number of 11% is probably just about right for the percentage of "whack-jobs" that is the left in this country. And they've run the country (into the ground) long enough.

As for my use of commas, they are MY sentences, and I can break them wherever I choose.  My usage is grammatically correct, Feckless.  Too bad for you.  You are, of course, free to try to prove otherwise, but we all know you're just slinging the insults without any basis in fact.

Toodles for now, Feckless Shill.  I'll be around to correct you when you screw it all up again, no fear.

I should have known. Now after the whole "you telling me how it is" part of the essay, or lesson, or whatever you call it, I'm left wondering just one thing. What the hell is the relevancy of pecans and walnuts? A low-fi joke? Are you telling me your house is currently stocked with pecans and walnuts?

Mispeling?

Submitted by IdahoJim on Wed, 03/23/2011 - 2:32pm.

More than likely it was poor typing and a lack of editing before posting.

And I was not mocking, I was asking a question based on observation.

To be PC, the term should be "another person's education". That's the way liberals do it!

NPR - LA Times editorial board.. Still locked in old closet.

Submitted by Gary Hall on Fri, 03/11/2011 - 5:36pm.

Either they didn't read NPR board member Sue Schardt's commentary, or they decided that censoring the view was more fitting to their agenda.

In "NPR needs to stay neutral," the editorial board misses two basic requirements for an open, honest and productive conversation:

  • As Schardt's lays it out - NPR is anything but neutral.
  • The LA Times Editoral Board is anything but neutral.

Liberals are only "educated"

Submitted by rbosque on Fri, 03/11/2011 - 6:27pm.

Liberals are only "educated" so far as a Marxists is concerned, with how well they accept that philosophy. If they were intelligent then they would compare and contrast a free-market economy and understand that with a free-market economy, people are freer politically as well as monetarily. There's nothing intelligent about putting blinders on and ignoring this huge disparity.

Who's never listened to NPR. Crapola, I say let it go. Post 1980, now that most of the civilized US can access more than a hundred stations over free waves alone, the need for NPR has gone the way of the dinosaurs. That is IF dinosaurs ever really existed. Some say no.

"...this huge success"...

Submitted by Granite Sentry on Sat, 03/12/2011 - 12:59am.

...is not how most of us would characterize attracting only 11 percent of the market. What you've got basically is Air America but with a hand in the public trough and Ira Glass to annoy listeners until they break down and trade their credit card numbers for a short pause in the wheedling. And a coffee mug. Maybe an umbrella and opera tickets. At least the lady is glimpsing the truth, although she might start serving the rest of us by re-thinking her contention that public broadcasting alone is made up of "..individuals whose intention at every step is to contribute to the greater good. Ours is a human endeavor. That is what differentiates us." Pretty much everybody on the Right is interested in the greater good, too. We just have different ideas of how to provide for it. www.granitesentry.com

they are simply above all of that. Liberals "pursue other endeavors"...or "respond to demands for their talents elsewhere"....Being the superior species that they are....who would be competent enough to "fire" a liberal??? Why, that would be shooting oneself in the foot....Leave it to the incompetent amongst us to reject liberalism....

NPR

Submitted by filioscotia on Sat, 03/12/2011 - 10:41am.

I continue to be absolutely flabbergasted by the way NPR -- top to bottom -- is just incapable of understanding the storm that's raging around them. They really don't get it. I hear echoes of the Captain of the Titanic reassuring the passengers, saying the ship is in fine shape. It's just a little water problem. NPR people are doing the same thing, metaphorically speaking, and I fear they too will "go down with their ship" if they don't wake up and realize how serious this is. I say the best and smartest thing NPR can do at this point is to voluntarily stop taking public funds. Michael Barone has written recently that it really is just just a small percentage of NPR's budget, and they can get along quite well without it. They would have no trouble making up the small deficit with private donations. They would definitely be a lot better off, and it would free them of Congressional oversight forever. They would be free to do anything they want any way they want, and wouldn't have to care what anybody in Congress thinks about it. I really wish they would wake up and recognize that.

NPR

" Unknowing cultivation " ? I can possibly believe the part about highly educated. But, to make the comment about " cultivating a core audience that is white " suggests that the leadership at NPR is racist. Their leftist slant is obvious, and their attitude during their so-called " news analysis " screams out as elitist. They are smarter than us. They are better than us. This smug, patronizing tone oozes out of their every inflection. So, if they could indeed do without government funding, in other words, our tax dollars, why don't they? Or is it that they want to reindoctrinate the public for free? Free, that is, for them.
