CBS Touts Baucus Health Care Bill ‘Pays For Itself,’ ‘Saves Billions’

Maggie Rodriguez and Nancy Cordes, CBS Following the talking points of the Democratic Party, at the top of Thursday’s CBS Early Show, co-host Maggie Rodriguez declared a win for health care legislation being pushed by Montana Senator Max Baucus: “President Obama’s health care plan gets a green light from the Congressional Budget Office, as a key bill not only pays for itself, but actually saves billions.”

Rodriguez later introduced a report on the CBO estimates by declaring: “This morning Democratic leaders are cheering a report that shows that the Senate Finance Committee’s health care bill actually saves money.” Correspondent Nancy Cordes followed: “The new bill would actually reduce the federal deficit by $81 billion according to the new estimates. The price tag, $829 billion over ten years, would be fully paid for, and then some, by an excise tax on top dollar insurance plans, by fees on drug makers and medical device manufacturers, and more.”

During the segment, an on-screen headline read: “One Step Closer? New Health Care Estimate Raises White House Hopes.” In her report, Cordes cited Jonathan Cohn, the senior editor of the liberal magazine, The New Republic, who praised the bill: “You’re average family will have security they don’t have, they won’t – they’ll know they won’t lose their insurance if they lose their job. If they need financial assistance paying for their health care, that will be available to them.”

Cordes did eventually make brief mention of continued criticism of the legislation: “But so far, the new numbers have done little to sway Republican opponents.” A clip was played of Iowa Senator Charles Grassley: “If you take the years 2013 through 2023, you’ll find that it’s a very, very expensive bill.”

Rodriguez did challenge the estimates as she asked Cordes: “Nancy, how does the price tag make sense? How are we going to spend $829 billion on this and still save $81 billion from the deficit?” Cordes admitted: “It’s a little bit mind boggling, isn’t it?” But quickly explained away any skepticism: “It’s because all the ways that the Democrats have come up with to pay for this bill actually end up being larger than the cost of the bill itself. All those fees, all the taxes on Cadillac plans. And those cuts to Medicare, which Democrats say are cuts in waste and Republicans say are cuts in services.”

Following Cordes’s report, Rodriguez spoke with Virginia Republican Congressman Eric Cantor and began by emphasizing the need for Americans to make sacrifices: “Do you think that these things – these tax increases, these fees, these cuts to Medicare up front are a reasonable price to pay for health care reform? I mean, won’t we have to give up something to make this happen?” Cantor replied: “The way that they are expanding coverage is by taxing employers, is by taxing those of us who have insurance, and, frankly, to the tune of $500 billion. And they’re adding on top of that $400 billion worth of cuts to Medicare, which is – that will mean seniors will have less opportunity, less benefit, less ability to choose the kind of health care that they want.”

Rodriguez did follow up with a question about a potential political cost for Democrats: “Do you think that it would behoove Democrats, as Karl Rove suggested in his op-ed piece in the Wall Street Journal today, to give up this fight for health care reform because it’s facing growing opposition or face the same fate that they faced in ‘94 when they lost control of Congress?” To that Cantor explained: “You know, in the House, as you know, the bill that will make its way to the floor will most likely have what Speaker Pelosi continues to insist is a public option. You know, that has been resoundingly rejected by the American people.”

RODRIGUEZ: But Republicans say you’re not getting the full picture. We’ll hear from a GOP lawmaker.

MAGGIE RODRIGUEZ: But first this morning, we want to get to the latest in the battle over health care reform. It is our top story. This morning Democratic leaders are cheering a report that shows that the Senate Finance Committee’s health care bill actually saves money. CBS News congressional correspondent Nancy Cordes is on Capitol Hill with the details. Good morning, Nancy.

NANCY CORDES: Good morning, Maggie. Cheering, and to be honest, a little surprised this morning because those new numbers back from the Congressional Budget Office show that this bill would ensure 30 million Americans who aren’t insured now and actually save the government money in the process. The new bill would actually reduce the federal deficit by $81 billion according to the new estimates. The price tag, $829 billion over ten years would be fully paid for and then some by an excise tax on top dollar insurance plans, by fees on drug makers and medical device manufacturers, and more. That brings the tab in well below the President’s $900 billion cutoff.

MAX BAUCUS: The numbers that we received from CBO, frankly, are either – exceed my expectations and so we’re very pleased and plan to – plan to move ahead.

CORDES: According to the Congressional Budget Office, the plan would boost the ranks of insured Americans from 83% now to 94% in ten years. How? By mandating that everyone get insurance and providing subsidies to help lower income Americans afford it. The bill would create nonprofit insurance cooperatives to compete with private insurance in a bid to bring prices down.

JONATHAN COHN [SENIOR EDITOR, THE NEW REPUBLIC]: You’re average family will have security they don’t have, they won’t – they’ll know they won’t lose their insurance if they lose their job. If they need financial assistance paying for their health care, that will be available to them.

CORDES: But so far, the new numbers have done little to sway Republican opponents.

CHARLES GRASSLEY: If you take the years 2013 through 2023, you’ll find that it’s a very, very expensive bill.

CORDES: Still, this lower price tag does make it easier to get this bill through committee and then the real work begins. They have to meld it with another Senate bill that is more liberal, it contains a public option. So, Maggie, all these numbers are likely to change yet again.

RODRIGUEZ: And a big question, Nancy, how does the price tag make sense? How are we going to spend $829 billion on this and still save $81 billion from the deficit?

CORDES: It’s a little bit mind boggling, isn’t it? It’s because all the ways that the Democrats have come up with to pay for this bill actually end up being larger than the cost of the bill itself. All those fees, all the taxes on Cadillac plans. And those cuts to Medicare, which Democrats say are cuts in waste and Republicans say are cuts in services.

RODRIGUEZ: Do you think that these things – these tax increases, these fees, these cuts to Medicare up front are a reasonable price to pay for health care reform? I mean, won’t we have to give up something to make this happen?

CANTOR: Well Maggie, let’s look at it. The claims that we’re saving $81 billion by spending $829 billion, you know, you can say that if you want to go ahead and really rob Peter to pay Paul. And that’s exactly what’s going on here. The way that they are expanding coverage is by taxing employers, is by taxing those of us who have insurance, and, frankly, to the tune of $500 billion. And they’re adding on top of that $400 billion worth of cuts to Medicare, which is – that will mean seniors will have less opportunity, less benefit, less ability to choose the kind of health care that they want. And, you know, this is not the kind of health care reform that’s going to actually bring down costs that will provide coverage to all Americans. Right away this Congressional Budget Office says that we’ll still have 7% or 8% of Americans who are uninsured over a ten year period. Again, this bill is going to cost on average $30,000 for each individual to be insured at a significant cost in terms of levying new taxes on those people who are insured and on employers.

RODRIGUEZ: Do you think that it would behoove Democrats, as Karl Rove suggested in his op-ed piece in the Wall Street Journal today, to give up this fight for health care reform because it’s facing growing opposition or face the same fate that they faced in ‘94 when they lost control of Congress?

CANTOR: Well, Maggie, what I think would behoove us all in this country is to see if we in Congress can try to work together for a change. You know, in the House, as you know, the bill that will make its way to the floor will most likely have what Speaker Pelosi continues to insist is a public option. You know, that has been resoundingly rejected by the American people. And so today I’m going to sit down with Majority Leader Hoyer and try look at the things that we can agree upon. Because we as Republicans in the House want to reject the notion of a government takeover. We want to stop the government from getting in between patients and their doctors and try and focus on the kinds of things that – that can help people have better access at a lower cost.

RODRIGUEZ: Congressman Eric Cantor, everyone hopes that you can find middle ground here. Thank you very much.

I am fuzzy on portability

You won't lose it if you lose your job...You don't have to stay in a job because of the insurance...I am not clear on how this would work...is anyone? If everyone "owns" the policy outside of work, then isn't this single payer? the fact that it will in effect "make money" is crap, of course. I believe I have heard the Easter Bunny cited as the source of this.

I will be curious how much this will be really costing us once the cover is blown off all the hidden taxes - because companies never actually pay taxes. Ever.

They pass the costs on to the consumer, as they should.  But they do suffer from lost sales as a result of their product being priced higher than the actual cost of inputs.

they do pay the taxes but the costs must be offset.  I see any company unable to compensate for the taxation going to go under and that will have its own set of repercussions in lost jobs and lost tax revenues.  The ripple effect just spreads from there.   These idiot congresspeople think they can just dump a tax somewhere and think it occurs in a vacuum.  This is what happens when you let lifetime politicians make business decisions.

Losing the Language

This concept is not new, it's redefining the language and the liberals excel at it. They have sold the nation on the notion that if a democratic suggests a 10% increase for a program and Republicans pass an 8% increase, that those nasty Republicans are 'cutting the budget on their program'. People going hungry, firefighters being laid off, the sky is falling etc.

Now they are trying to convince us that a tax increase is a budget cut. Not just on this program, but earlier this year they have pushed the notion that "a revenue increase" (a new name for a tax increase) is actually a 'budget cut'. No shame, but then liberals don't know shame. A compliant media lets them get away with it.

Any Republican, any of them, who vote in favor of this monstrosity would be literally run out on a rail.  All of these politicians are FOS and they think either we A) Are dumber then hell or B) have the memory of a fruit fly.

The democrats are INSANE!  They propose "saving' tax dollars by guaranteeing that the medical costs will increase, thanks to their higher fees on medical supply companies who make the very medicines and equipment the medical industry uses! HOW will this lower medical costs?  It won't, it will increase them! This will require a corresponding increase in the costs to the taxpayers in the form of increased medicare and medicare payments that will be required to pay those increased costs! 

They also plan to force people to buy insurance then plan to add an excise tax to those plans? How will THAT lower the tax burden to Americans? Forget about the claim that it's only the "Cadillac" policies that will be affected, they play to tax any police that gives people more than 8, 000 dollars in coverage.  How many people have policies that cover less that 8,000 dollars in medical expenses?  I would have to say, not to many.  So, the Democrats are planning on taxing MOST insurance polices, which will drive up the costs and force people to select smaller policies, or drop the altogether, which, in turn will force more people to get government-supplied "insurance," thus increasing the tax dollar burden to cover the massive increase in "uninsured" citizens!

This is madness!  The Democrat, after telling us that the cost of health care is to high, plan to INCREASE the costs of heath care though increased fees and taxes!  They also, after telling us that too many people are uninsured, plan to tax any worthwhile policy at 35 percent, even though there really is no "value" to a policy until you need it to pay for your medical expenses, expenses that are now MUCH higher thanks to the Democrats increased taxes and fees, which would force even more people to drop their private insurance policies or select a higher "value" policy!  And if you DON'T buy a policy, one that is guaranteed to be taxed thanks to the stupidity of the Democrats, you'll be FINED!  And they call this "reform?" This isn't reform, this is madness!

They really don't like what America has been for some 230-plus years, worts and all, is all I can fathom. They don't see them as just worts, but have effectively portrayed them as total flaws/wrongs in our system.

It all stems from a growing minority (although it's stemming now, I think, thankfully, and getting push-back) of propagandized and indoctrinated citizens. I guess the 60's and the counter-culture movement, Vietnam, etc., kicked it all into gear.

Those "fees" will affect everyone.  The plan is to charge an "excise tax" to every individual policy who's "value" exceeds 8,000 dollars (23,00o dollars for a family policy).  In other words, every individual health insurance policy that covers more than 8,000 dollars in medical expenses (their "value") will be taxed at 35 percent of their projected (maximum) "value." 

How many health insurance policies cover more than 8,000 dollars in expenses?  The answer is: the majority. This isn't just a "rich mans" tax, this is an "every mans" tax.

Of course, they hide the true effects

Of course, the democrats are hiding the true effects of this 'excise tax."  They will charge the insurance companies that tax, which will, of course, cause ether a 35 percent reduction in coverage or a 35 percent increase in premiums to the policy holders.

So, in order to "save" us all money, the democrats will force people to ether reduce their coverage to less than 8,000 dollars or pay 35 percent MORE in premiums or out-of-pocket expenses for reduced coverage. Ether way, the out-of-pocket expenses for the average American will drastically increase.

Yea, that's a great way to "save" America money, NOT!

The sticky part of that component of the "Baucus bill" is that some of the most expensive gold-plated healthcare plans are those that fatcat union members get, including healthcare while in retirement. I would never doubt the Bamster's willingness to hand out more lucre to Big Union, but if they find a way around taxing union members' health plans while taxing the rest of us, that could be a deal-breaker for many in the House, even beyond the blue dogs.

It Will Cost More!!

We know the final bill will be even more expensive.  My next-to-favorite "cost reducer" is the $100B+ in yet-to-be-determined taxes and fees.  But my favorite "cost reducer" is the $400B, $500B, $600B...per year they will steal from the Medicare "trust fund" without the customary IOU to repay it when the trust fund is depleted.  Then what will we do - increase employee and employer Medicare "premiums" (a.k.a. taxes)?

So, CBS says "The Baucus Bill even pays for itself and reduces the deficit" WOW!My theory is this: There were some recent postings on NB regarding NOW and Lettermen. NOW is no longer relevent due to the sheer hypocrisy displayed during their defense of Clinton. What credibility they had completely disappeared and has never been restored, they are nothing more than a footnote. The same will happen with the MSM. They are enthusiastic cheerleaders for anything Obama and have spent little time doing any in depth or serious analytical reporting. When the policies fail (as they will), the anger of the voters swells (which it will) and the recriminations come (which they will) CBS,NBC, ABC, CNN, MSNBC, NYT, WaPo, etc there will be no place to hide. America will pass a firm and unalterable judgement and the media as we know it will be effectively dead. They have little credibility now, hence they have no choice but to fight for their lives with Obama. There is no turning back, they have exposed themselves and their bias and it is a fight to the death. They are invested in Obama's success or failure and they all know their future is dependant on that. You already see the desperation (CNN Singing, SNL Fact Check's, MSNBC Astro Turf Movement on Healthcare) etc. Control the messenger, control the message. I can only quote Forrest Gump "Stupid is as stupid does".

I'm going to borrow Rush's phrase "for those in Rio Linda" and see if I can simplify how I see the bill paying for itself.  To compare this, I'll use my truck as an example: I don't have to put gas in my truck, the truck can do that on its own.  THAT'S BLITHERINGLY STUPID!

As for finding middle ground, I don't want the Republicans to find middle ground with these @$$hat Democrats on this.  I want this thing dead buried and gone!

So, then, it actually DOESN'T pay for itself, does it? That's like arguing that my mortgage pays for itself each month because I rob banks to pay for it.

Frankly, I don't get how selectively taxing a few industries to fund a benefit for everyone is even legal.
