The Denver Post took note of leading state Democrats' objections to the Bush Administration's royalty rates for oil shale development in the state. Senator Ken Salazar and Governor Ritter's spokesman claimed that setting rates was putting the cart before the horse, as the technologies weren't fully vetted yet:
[Sen.] Salazar's brother, Democratic Rep. John Salazar, was also critical, saying water, energy and the impact of shale development on Colorado towns remain unresolved.
Harris Sherman, director of the Colorado Department of Natural Resources, said it was "irresponsible" to move ahead before officials have a better idea of which technologies will work and what the likely impact will be on towns, air, water and land.
Of course, the Senator and the Governor have been among the most vocal in blocking the creation of a regulatory regime that would permit experimentation on a large enough scale to vet the technologies. Then again, Mr. Sherman claims that the "right rate" is unknowable, while Sen. Salazar insists that it's too low. The mutual contradiction here also goes unremarked.
Finally, the paper raises concerns over water. Now, water is a scare resource out west. But it also turns out that much of Colorado's oil shale has a high water content. As technologies are implemented, they'll become more water efficient, and much of the water trapped in the shale can be recovered during the oil recovery process, as well. Not to mention that the state currently makes no use of about 1 million acre-feet of water that it's legally entitled to under existing agreements.
For all the talk about putting the cart before the horse, it's likely that the only cart and horse the Democrats are interested in is the one that you're going to be reduced to using when gas prices recover.

Salazar and his lovely brother too doing all they can to halt production...the same thing is going on here in Mt. with our shale oil, has been for years, yet our Gov. gets on television, hail's all that we have, but deflects when it comes to why this hasn't been produced with guns a blazin' by now ect...because he owes his soul to the greenies, they are huge here with their money backing, law-suits and supporting only dems...and the stupid lemmings here keep voting him in...along with Tester and other dems.

Democrats (the political Left) cannot abide a strong economy
November 19, 2008 - 23:30 ET by WanderlustA strong economy means that fewer people are poor (and by extension, dependent on Government handouts), and those who prosper have no desire for a Government to interfere in their successes.
A strong economy also means that the country has a strong military - which, all else being equal, puts citizens at ease and the lack of fear or worry makes them less inclined to rely upon a Government that will interfere in their success.
Catching a theme here?
While Kennedy began the slide southward in terms of security issues from outside (his disasters at Bay of Pigs, failed negotiations with Khrushchev, and his handling of the Cuban Missile Crisis), he was still a supply-sider economically (remember his quotes regarding lifting the boats). However, from LBJ onward, the Dems have been weak both externally and internally, first with LBJ's re-enslavement of blacks through the "Great Society" programs that removed all incentive for them as a class to better themselves, and his failure to provide clear direction or goals regarding Vietnam.
Carter rushed pell-mell forward on this theme, further weakening the country externally ("hollow force", Panama Canal, Iran, and pursuing detente with the Soviets) and internally (I remember 21% stagflation very well).
Then Clinton's legacy includes being asleep at the switch while al-queda and its allied groups conducted open war against the US, and his knife into the heart of the economy in regards to changes to the CRA 1977 when he allowed subprime loan paper to be securitized in 1998.
Now Obama comes with plans to implement draconian taxes through cap 'n' trade, universal health care, and income tax hikes on small business, while being intent on killing crucial weapons systems (F-22; ABL, BMD, and possibly F-35), negotiating with sworn enemies, allowing Iran to pursue its nuclear weapons development program, and withdrawing from Iraq.
And from his statements on redistribution of wealth, Obama's not afraid to break a few eggs...
So all that is to say, Obama and the Dems will never willingly allow development of significant oil resources on US lands, because doing so would threaten the very foundation of the nanny state he wishes to implement.
Now if only a true conservative would stand up and start talking EVERY DAY on radio shows (the way Ronaldus Maximus addressed people to get around a stifling media) about how many jobs - union jobs - could be created if oil companies were allowed to develop major new sources on US soil...perhaps the "blue dog" wing of the Democrat Party would begin to realize they've been had by the great "O". Perhaps then, and only then, will we begin to swing voters back into the Conservative fold.

November 20, 2008 - 20:29 ET by WanderlustBush didn't know he *had* a veto pen for the first SIX YEARS of his Presidency. And Republicans were so focused on "gee, look, we still get to drive!!!" that they squandered their chances to show fiscal restraint and address oil supply issues.
Instead, we got a "go along to get along" government that was so weak, Republicans could be bought off by lobbyists who were hired to prevent any meaningful reform of Fannie or Freddie, and who pushed Ethanol subsidies down our throats, much less Amnesty.
The difference here is, Republicans focused on K-Street and forgot the base that put them in charge, whereas Democrats have consistently hobbled and hamstrung economic growth and security so they could do the things I wrote about earlier.
Perhaps the strongest complaint against W's father, back in the day, was that GHWB was good on foreign policy but abandoned fiscal conservative principles - causing him to lose enough of the base to Ross Perot that we got Clinton instead. In retrospect, the apple doesn't fall far from the tree, since W has championed so-called "compassionate conservatism" crud that is nothing more than Big Government liberalism with an "R" embroidered on the smoking jacket.
