Chris Matthews, on Thursday's Hardball, took GOP Congresswoman Virginia Foxx to task for claiming that Republicans "passed civil rights bills in the sixties" as he accused her of having a bad memory, going as far as to compare her to one of the androids from the science fiction classic Blade Runner:

After playing a clip of Foxx claiming it was Republicans "who passed the civil rights bills back in the sixties, without very much help from our colleagues across the aisle," Matthews charged it was the GOP who became the political "winners" in the South for "opposing civil rights." While Foxx's claim wasn't entirely accurate, Matthews also needs a history refresher course as the Republicans were pivotal in getting the legislation passed, something the late Paul Weyrich pointed out in a July 2004 column:
Republicans in the 87th Congress were determined to get the Black vote back in the GOP column. It was they, under the leadership of Senate Republican Leader Everett Dirksen (R-Il.), who drafted a very extensive Civil Rights Bill. They didn't have the votes to pass the bill and there were some in the Republican Party, such as Sen. Karl Mundt (R-SD), who opposed it.
Still, word was out in the Black community that the Republicans were looking after them. President Kennedy, who contrary to current mythology was not a popular President, worried that the Black vote might return to the GOP. In a close re-election, which he anticipated would be the case, that would be fatal to his chances. So he quickly introduced an alternative bill that some analysts at the time said was not as potent as the Republican bill. No doubt that was an effort to win over some Democrats who were not enthusiastic about the legislation.
It is easy to forget, with the disciplined leftwing Democrat caucus in the current Senate in the 108th Congress, that not only were there Southern Democrats back then who opposed the kind of legislation that Kennedy proposed but such Northerners as Frank Lausche (D-OH.), Alan Bible (D-NV), and Mike Monroney (D-OK), were not enthusiastic about it either.
Then President Kennedy was killed. Lyndon Johnson, a Southerner, used the Kennedy death to push for the passage of the Civil Rights Bill in his name.
That did bring in a few more Democrats but not nearly enough to break a filibuster - which back then required only 26 Senators to be successful. It was the Republicans, with Dirksen leading the charge, who helped to vote cloture, end the filibuster and pass the bill. Without the help of Republicans, the Omnibus Civil Rights Bill would have been in the ashbin of history.

MATTHEWS: Well here are the facts. 46 Democratic senators voted for the Civil Rights bill, 46 and 27 Republican senators. Well that's the numbers. I wouldn't say that the Democrats passed it or the Republicans, I would just say more Democrats voted for it than Republicans. But here's the bigger story. LBJ was right. Backing civil rights cost the Democrats the South. And the Republicans were the winners by opposing civil rights. She's wrong, history is right.

A history teacher has put together the numbers, and guess what?
More Democrats also voted against it than Republicans.
In the House of Representatives, the vote was 152 Democrats for, 96
against; 138 Republicans for, 34 against. That is, 61% of the Democrats
and 80% of the Republican members of Congress voted to pass the bill.
In the Senate, 46 Democrats voted for and 21 against; 27 Republicans
voted for, and only 6 voted against the bill. That makes 69% of the
Dems and 82% of the Repubs senators voted to pass the law.

Back in 1964 Democrats overwhelmingly controlled the Congress. Republicans only had 33 seats in the Senate. They voted for the bill by 80 %. 27-6 Democrats voted for it in much lower numbers. Over one third of them voted against it. The Democrats could not have passed the bill alone even though they held a 2-1 advantage.

The Republicans were a new Party, Anti-Slavery and largly Northern and led by a man named Abraham Lincoln. During the Civil War Northern Democrats were called Copperheads and were actually against the Union's war to free the slaves. Following the war, the Democrats sustained their anti-negro stance and assumed control of the Southern States and maintained it till the late 1960's. All the notorious anti black, anti civil rights Southern governers standing in the schoolroom doors were traditional Democrats. Lester Maddox, George Wallace. Bull Conner was a traditional Democrat. The Republicans were anti slavery and called Carpetbaggers in the South. Lincoln was killed as a Republican President because he freed the slaves. The South only went Republican in the 70's because of the leftist, treasonous turn of the Dem Party after being hijacked by Communists at the 1968 Chicago convention. That led us to the reversal of Southern political alignments we see today. Blacks actually support the traditionaly anti Black Dems because those Dems bribe them with welfare. The anti slavery GOP now has white support after Southern racism died in the 70's. This is all very strange sounding but absolutely true and is NOT taught in schools because of the Dems Socialist/Communist agenda, and they run the schools.

The blacks of the South were proud to be where they were. Lincoln and various other "leaders" of the North tried to get the blacks from the south to come north to betray the south. They wouldn't go because they were actually happy in the south.
The biggest question is if the south was so bad and the slave trade of the time was so great, and the "Confederate Flag" is a sign of the supposed bad south for slavery, then why is it that on every slave trading ship was there only the U.S. Flag waving and not a confederate flag?????

Fri, 11/20/2009 - 11:39 ET by speppergood synopsis, although being from the state of Mississippi and growing up there in the 60's, I can only relate what I observed and learned-- which was during the Johnson Administration, and his massive expansion of federal programs, the welfare program only being the prime example-- so most of the adults/parents I knew, had cancelled their registered Democrat voter status, way before the 1968 Democrat convention--

Throughout Stennis' long career, his record on civil rights was poor. As a prosecutor, he sought the conviction and execution of three African American share croppers whose murder confessions had been extracted by torture. The convictions were overturned by the U.S. Supreme Court in the landmark case of Brown v. Mississippi (1936) that banned the use of evidence obtained by torture. The transcript of the trial indicates Stennis was fully aware of the methods of interrogation, including flogging used to gain confessions.
As a Senator, Stennis was a strong supporter of racial segregation. In the 1950s and 1960s he vigorously opposed the Civil Rights Act of 1968 and he signed the Southern Manifesto of 1956, supporting filibuster tactics to block or delay passage in all cases.
Near the end of his life, in the 1980s, he supported civil rights legislation while opposing the national holiday to honor civil rights leader Martin Luther King. Stennis campaigned (along with Governor of Mississippi William Allain) for Mike Espy in 1986 during Espy's successful bid to become the first black Congressman from the state since the end of Reconstruction.

I guess it's also easy to forget that no southern Republican voted for it in either the Senate or House, and that more northern Republicans than northern Dems voted against it.
Percentage wise, more Republicans voted for it (because they were the minority party), but it boiled down to provincial attitudes, regardless of party or ideology.

Johnson's fear that, "we have lost the South for a generation" shows where their interests were. The fact that Kennedy's bill was a watered-down version aimed at gaining the black vote while minimizing alienation in the party shows the same focus.
So, when the Dems lurched hard left in 1968, they lost members who acted according to principle, and retained members who thought they could benefit according to the political calculus: the poverty pimps, race baiters, and communists. And here we are today. Not every Republican is principled, and not every Democrat is completely self-serving, but there lie the tendencies.

1964 Civil Rights Act (Anti-segregration and
discrimination Act)
Because of the problem with a possible Senate
filibuster, which would be imposed by Southern
Democrats, the diverse aspects of the Act were first
dealt with in the House of Representatives. The
roadblock would be that Southern senators chaired both
the Judiciary and the Commerce committees.
H.R.7152 passed the House on Feb. 10, 1964. Of the 420
members who voted, 290 supported the civil rights bill
and 130 opposed it.
Republicans favored the bill, Democrats supported it .
Republicans supported it in higher proportions than
Democrats. Even though those Democrats were Southern
segregationists, without Republicans the bill would
have failed. Republicans were the other much-needed
leg of the Civil Rights Act of 1964. A much-higher
percentage of Republicans than Democrats supported the
civil-rights bill. For example, in the House,
Republicans voted 138 to 34 for civil rights, a margin
of 81 percent to 19 percent. The Democrats' margin was
152-96 or 61 percent to 39 percent.
On June 17, the Senate voted by a 76 to 18 margin to
adopt the bipartisan substitute worked out by Dirksen
in his office in May and to give the bill its third
reading. Two days later, the Senate passed the bill by
a 73 to 27 roll call vote. Six Republicans and 21
Democrats held firm and voted against passage.
The single-most-important vote for the legislation was
the attempt to cut off the anti-civil-rights
filibuster in the Senate. In order for the bill to
pass, civil-rights supporters needed two thirds of the
Senate to break a filibuster by the opposition.
Republicans voted overwhelmingly to break the
filibuster by 81.8 percent (27-6), but only 65.7
percent of the Democrats voted to end the filibuster
(44-23). Thus, if only Republicans in the Congress had
voted, any potential filibuster would easily have been
overridden. But, if only Democrats had voted, the
pro-civil-rights forces would not have been able to
obtain the necessary two/thirds vote to break the
filibuster and the civil-rights bill would have died.
No Republicans in Congress, no civil-rights bill — it
is as simple as that.
