NPR Correspondent Dons Headscarf in Sting to Expose Border Guard Bias

An NPR correspondent recently went incognito for a sting operation aimed at exposing U.S. border agents who target Muslims for "interrogation" at the Canadian border.

Employing the same tactics used by James O'Keefe to bring down top NPR executives, counterterrorism correspondent Dina Temple-Raston draped herself in a headscarf, drove to the northern border, and recorded her encounter with a U.S. border agent. [Click here for audio.]

"An agent from Customs and Border Protection was sitting in what looked like a little toll booth," recalled Temple-Raston on the March 10 Morning Edition, who gave the agent no indication that he was being recorded. "He asked me to remove my sunglasses and peered into the car. I was wearing a headscarf and so was Kathy Jamil. He asked why we'd been to Canada."

According to Temple-Raston, Kathy Jamil, the Muslim principal of an Islamic school in Buffalo, New York, travels frequently between the U.S. and Canada and is routinely peppered with questions that she finds offensive. But Temple-Raston failed to contrast questions asked by U.S. officials with questions asked by Canadian officials, who have a border of their own to protect.

As useful as such a contrast would have been in determining the extent to which Canadian border enforcement measures depart from U.S. practices, the veteran foreign affairs journalist chose to dig up "cases" of potential abuse to construct a narrative that U.S. agents habitually profile Muslims for "interrogation" because of their religion.

Take Samer Shehata, who was pulled aside for additional questioning by customs agents in Florida.

"Shehata and his family were taken into a secondary screening room," intoned Temple-Raston. "Forty minutes ticked by. Shehata started to worry about missing his connecting flight. The agents asked Shehata about his parents, what he studied in college, where he went to college."

A professor of Middle Eastern studies at Georgetown University, Shehata was allegedly asked a certainly peculiar but hardly bigoted question by border agents: "who will win" the war on terrorism?

The question seems innocent enough given Shehata's expertise in Middle Eastern politics, but an indignant Temple-Raston treated it like a serious offense: "Who's going to win? The Muslims or the Americans? The Israelis or the Palestinians?"

Plowing ahead with her refrain, Temple-Raston questioned Thomas Winkowski, the assistant commissioner at U.S. Customs and Border Protection, about allegations of religious profiling at the Canadian border.

"The line we don't cross is that we are improperly taking into consideration individuals' race and religion and the like," explained Winkowski. "To me that's the boundary, that's the line."

Winkowski's answer clearly did not satisfy Temple-Raston, who turned to an ACLU spokeswoman to refute the border agent.

"The question is when does discretion lead to abuse?" asked Temple-Raston.

"The difference here is between routine and non-routine questions," responded Hina Shemsi, the executive director of the ACLU's National Security Project.

Temple-Raston added, "What the government can't do, [Shemsi] says, is ask about religion absent some suspicion of wrongdoing."

When pressed by Temple-Raston, Shemsi drew the same line that Winkowski drew. Not only that, but Temple-Raston failed to present any evidence that U.S. agents were in fact inquiring about religion without having any suspicion of wrongdoing. And even if they had, Winkowski maintained that the U.S. government does not tolerate such behavior.

Because of where she lives, she crosses into Canada and back frequently and lately that's meant U.S. immigration officials peppering her with questions. She offered to show me what happens. So we went to Niagara Falls, spent a few hours in Canada, and then came back. We approached the U.S. border at Rainbow bridge. An agent from Customs and Border Protection was sitting in what looked like a little toll booth. He asked me to remove my sunglasses and peered into the car. I was wearing a headscarf and so was Kathy Jamil. He asked why we'd been to Canada. I said I was working on a story on a notorious murder involving two local Muslims. It had been the talk of Buffalo. He asked Jamil if she was related to the murderer.

TEMPLE-RASTON: That's Samer Shehata, a professor of Middle East studies at Georgetown University. He ran into trouble at customs in Florida this past January. He was returning to the U.S. with his wife and son from a vacation in Cancun.

SAMER SHEHATA: After she looked at our passports and do her computer work she asked us to follow her, which was something I hadn't experience before.

TEMPLE-RASTON: Shehata and his family were taken into a secondary screening room. Forty minutes ticked by. Shehata started to worry about missing his connecting flight.

SHEHATA: And a few minutes afterwards I was summoned to speak to the supervisor of Homeland Security at the Fort Lauderdale airport.

TEMPLE-RASTON: And so what did he ask you?

SHEHATA: Well it wasn't so much asking, it was more an interrogation.

TEMPLE-RASTON: The agents asked Shehata about his parents, what he studied in college, where he went to college. Shehata suggested the supervisor look up his resume on the Georgetown University website. Then he says, the interview took a bizarre turn.

SHEHATA: After he asked me what I teach at Georgetown University and my response was Middle East politics, he asked "Who is going to win."

TEMPLE-RASTON: Who is going to win? The Muslims or the Americans? The Israelis or the Palestinians? Shehata said he wasn't sure what the question meant. Finally, after nearlytwo hours, Shehata got his U.S. passport back.

Seriously, what were the border agents supposed to ask these twits..."what is your favorite color"?

Last year, we made so many border crossings it wasn't even funny.  And it's never fun.  Furthermore, in every country there are random checkpoints, with police and military, armed to the teeth.  You do exactly what they ask you to do, and answer every question they ask, politely.  Mostly (this was in Latin America) they are looking for guns.

Coming back into the US, we were asked what we were doing, where we had been, how long we had been gone, did we have any alcohol or cigarettes (yes, and we were taxed accordingly by the State of Texas)...and then inside the US, we were again stopped.  They waved us right through, but the SUV in front of us piqued the interest of one of the dogs...and they were flagged to the side for further inspection.

IMO, border guards in almost all countries are polite, they do a difficult job.  Of course, we ran across a few idiots (see my blog)...but for the most part, they are trying to do their jobs in the best way they know how, which is to protect their (and our) respective countries in the best way they know how.

Tattooed all over her forehead. I wonder if she ever even entertained the idea that "Kathy" Jamil might belong to a jihadi cell and is using NPR's pro-Islamic zealotry to establish cover. She probably hasn't entertained the first thought that a Muslim crossing the border frequently might be the least bit suspicious. "Kathy" is even principal of a local madrassa--nope, nothing to see here. Yeesh.

Why didn't these two women terrorists just play the entire recording instead of that gay narration of the incident? 

Most likely because they insinuated the muslim ji hadist one was related to two muslim murderers of which they were speaking. This prompted the officer to ask if the mussy was related.

They ought to both be flown directly down to gitmo and waterboarded until they tell the truth regarding their encounter with the American boarder patrol agent.

Liberals make up a fake story that my rat terrier Buddy knew was a fabrication.

Conservatives just roll the tape and the corrupt liberal terrorists, domestic or imported, always hang themselves. I wonder why that is?

NPR - Hey look over here at the shiny thing...

Talk about going through "gymnastics" to deflect the attention away from NPR's baised reporting and managemnt. It's obvious that the intent was not to report on the differences between Canadian and US border policies and proceedures, nor was it ti report on the status of US border security on the northern border. It was obviously intended to manufacture a scandal of "islamophobia" and religious/racial profiling. The funny part is that it didn't work and she was forced to include all the non-related profiling anecdotes that she could dig up just to try and make anything of the story at all. These liberal journalists all forget that it is precisely muslims who are trying to kill Americans in any way that they can. Of course it's not ALL muslims, but the security personal have no idea which ones it is and so must treat all muslims as potential threats.

It's Not Just That It Failed

They set out trying to prove profiling at the border was common, and their sting failed, so then with little or no segue, they launch into a report of a cherry-picked, hearsay claim of border profiling as if that proves their original thesis. This is the best logic today's universities can produce? Although I'm not 100% white/euro, I look it, and every time I've come through U.S. Customs upon returning from Canada, I've been subjected to more than cursory questioning.

As someone who crosses the border not often, but frequent enough, it sounds to me as though the border agents were doing their jobs. Perfectly routine border crossing. Nice try, NPR.

Uh... no, on second thought, not a nice try at all! That was pathetic! If Schiller wasn't bad enough, this should take the cake for de-funding.

Now if only we can de-fund our beloved CBC up here. Any advice on how to get that ball rolling? Maybe we can get some of that NPR expertise on how to go about conducting a sting....... (: P)

Easy Border crossing

That looks alot easier than the crossings I have, and I'm a 50year old WASP driving a big gas guzzling 4x4 so there's no need to try and racially profile me it's all there. The border inspectors are just doing their job. The US has every right to limit who enters their country just like you and I have every right to keep people we don't like out of our houses. I have the distinct impression that all these claims of discrimination are being made by people that are trying to do something bad or by sleazeballs and scum trying to make either money or gain power out of their line of BS.

It's really sad when so-called journalists have to try to rig a story. Last I knew journalism wasn't supposed to be a covert operation. Of course, Dina Temple-Raston probably has the objective of working for MSM and what better way to do it than to lie, cheat, steal or whatever else is necessary to publish a made-up story.

but if it comes down to either preventing a terrorist attack or hurting someones feelings with direct questioning, I'll take the hurt feelings every time. I fail to see what is wrong with "profiling". The Israeli airline, El-Al, do it all the time, hence why terrorists don't ever get on their planes.

great reportage there, NPR. way to show us we should keep you on our gravy train. I HOPE the border people are questioning Muslims more closely than other people! that's not racial profiling, that's common sense. sorry but it happens to be true.

So, am I supposed to be infuriated that border agents are questioning muslims? BTW, I think this reporter may be contributing to Global Warming emitting all that car exhaust just to produce a useless story. If people are supposed to feel guilty for driving to work, how do 'journalists' justify traveling around looking for bogus 'sting' stories?
