I've also seen others use that term to describe other liberals, even though they may be from, say, Massachusetts or Vermont. I believe the term started as a corruption of "west coast" to describe liberals from Washington, Oregon, and California, so how did it become applicable to someone from another part of the country?
I admit I get annoyed when people refer to my state as totally liberal, but I understand that those that do don't realize there's more to CA than Hollywood and San Francisco. I just don't want us to be held responsible for the nutjobs in the rest of the country.
In the case of Obama, the term "windy-city, bleeding heart" would be more appropriate.
