I was recently challenged on NB to find the origins of those words from the preamble to the DOI, and this proved to be a very difficult hunt. 

Google was coming up short for me (could have been a keyword mistake on my part) until I got to a chapter on a book I was reading referencing John_Locke, and then it all sort of fell into my lap.

On July 4th!  =)
