Is this LEGAL

I was reading a article about anchor babies that was written back in 2005.  And I came across this speech from Rep. John Bingham of Ohio, considered the father of the Fourteenth Amendment in a speech to the floor  on March 9, 1866. 

I find no fault with the introductory clause [S 61 Bill], which is simply declaratory of what is written in the Constitution, that every human being born within the jurisdiction of the United States of parents not owing allegiance to any foreign sovereignty is, in the language of your Constitution itself, a natural born citizen...

Reading that if one of your parents is a citizen of another country, your not a natural born citizen. 

And didn't  P.E. Obama admit his daddy was a british citizen, and he himself was a citizen till 1982.

 So what is he doing being on the ticket, and little along going to be our next president.   Anyone have any input on this.  And is what Obama and the DNC doing legal.
