Congressional Black Caucus comes out strong for Rangel

I have a few questions about this Congressional Black Caucus maybe someone can answer for me.

Are they part of Congress?

Is this group made up members of congress hence the name "congressional" and are they all Democrats? 

Where is the bi-partisanship they all want if not in this Caucus?

Where is the Congressional Oriental Caucus or the Congressional Latino Caucus or Congressional White conservative Caucus or even the Congressional Jewish Caucus? 

Where is the equal representation in a Congressional Black Caucus only?

What type of power do these people have concerning Policy?   We heard them praise Castro, and remark that America voted for a Kenyan and a Kansan.

I am almost certain they would not have come out in defense of Rangle had he been a republican.  and it makes me wonder if he was so influential in calling attention to his own mistakes in filing which originally was only for $75,000 now it is reported to be 1.5 million.

It is so bizarre, I make a small mistake on my return the IRS is all over me.  but these guys make huge mistakes and the IRS seems to be totally in the dark.  I made a miscalculation of $100 and they came down on me like a hammer.  Rengle makes a miscalculation of 1.5 million and they don't even notice.  The IRS has it's priorities wrong.  Go after the big fish you can get more money there.

Go after these big TV Evangelist, politicians, Union Bosses and Movie Stars and Producers. they have lots of money they aren't claiming and the IRS is just looking the other way. How about the 1 million supposedly embezzled by Dale Rathke if he didn't embezzle it why did he not pay tax on that income or the things he bought with that money? why was he never charged with any crime period?
