CA and National Press Ignore State’s 12-Year Failure to Get with the National Welfare Reform Program

2008-06-18-CBS-EN-Schwarz.jpgCalifornia Governor Arnold Schwarzenegger's three-year lurch to the left, with the enthusiastic assistance of Democratic majorities in the state's legislature, has sent the state's fiscal situation once again into Gray Davisland -- and this time, unlike in November 2003 when he took office, the Governator doesn't have a growing economy to make getting out of the mess easier.

The state's controller said earlier today that the state "the state will run out of cash in about two months" if the state doesn't close its current budget gap of $18 billion.

Finally, the state is attempting to do something about its disproportionately costly welfare (Temporary Assistance for Needy Families) program.

The howls are predictable, if somewhat understandable (which I'll get to). Excerpts from a Sacramento Bee story by Cynthia Hubert lay out the situation:

Welfare benefits in California could be cut to levels of seven or eight years ago, under at least one state budget proposal.

Agencies that serve some of society's most vulnerable people are slashing staff and canceling services in anticipation of state budget cuts to welfare programs.

"It's like we're turning back the clock on 10 years of effective social policy," said Cathy Senderling, senior legislative advocate for the California Welfare Directors Association.

In the face of a woeful economy, soaring caseloads and state budget cuts that could total billions of dollars, administrators of programs that include CalWORKs, Medi-Cal and food stamps are on the verge of panic.

..... If the proposed cuts pass, welfare recipients could see their benefits drop by 10 percent. A family of three would see their monthly check reduced to about $620 – as much as they would have received in 2000 or 2001 – plus about $250 in food stamps. Social Security benefits for needy elderly and disabled people would be cut. Benefits would be cut to virtually all other welfare programs, as well.

Concentrating on the "monthly check" (Food Stamps is a separate story, but in a nutshell, what is provided is adequate), Ms. Senderling's contention about "10 years of effective social policy" has a ring of truth to it. Unfortunately, the ringing has taken place in almost every state except California, which has consistently, stubbornly, and ineffectively failed to reduce its welfare rolls in response to the landmark national reform law passed in 1996.

The cuts taking place now should never have been necessary. If it is indeed the case that "some of society's most vulnerable people" are going to suffer, it will be because of that 12-year failure, and not the currently arriving budget ax. California's press, as I observed when I posted on this a year ago (at NewsBusters; at BizzyBlog), never-never-never touches this issue, treating it as a third rail every bit as dangerous as the national press's fear- and entitlement-driven handling of Social Security.

Consider these facts:

  • In 1996, the Golden State's share of the national caseload was just under 20%, and just over 21% of total recipients.
  • As of June 2008, those percentages were 29.3% and 30.7%, respectively.
  • Since December 2003, shortly after Schwarzenegger took office, California's caseload and recipients have increased by roughly 42,000 and 118,000, respectively. The rest of the country's caseload and recipients have decreased by 368,000 and 1.024 million, even continuing to fall through the difficult economy of the first half of this year (2003 data is summary form is here).
  • If California's proportion of the population on welfare mirrored the rest of the country (and there's no good reason it shouldn't), an astonishing 837,000 fewer people would be receiving it. Using $700 as rough measure, based on the excerpted information, of current monthly benefits for every three recipients, the state would be spending over $2.3 billion less -- each and every year ($700 x 12 x 837,000 divided by 3). This figure is probably higher, because the average family size is closer to 2.5 instead of 3, and benefits are probably not reduced in direct proportion to the number of family members.

The fact that the state with the most singularly visible record of failing to implement welfare reform is now finally having to cut costs is very unfortunate, especially because the meat-ax approach to cuts will hurt deserving recipients while doing little to get to the heart of the problem, which is that, based on the stark contrast with the rest of the nation, too many undeserving people are collecting benefits.

The fact that Scharzenegger, as far as I can tell, still plans to run to Washington for a financial bailout is an insult to our intelligence. California's poor handling of welfare means, at least as far as that one program is concerned, that the Golden State should really owe money to the rest of us, some of it over a decade in arrears. Someone in the media should ask when that check will arrive.

Arnold ended up being

Arnold ended up being another lying, two-faced critter, another disappointment for Ca., if he had done all he ran on from the beginning, stuck to it, Ca. wouldn't be in the sorry state it is now....with O he'll get his bail-out, along with tons of other blue states to follow.

With all the problems we have in California what does our Governor believe is our biggest problem? Is it our financial meltdown? Is it all the illegal immigrants we are taking care of with free education and healthcare? Is it our huge welfare roll? NO! Arnold believes the greatest threat to California is ........drum roll..............Climate Change!

AND if you do not believe in climate change (the Libs had to change it from Global Warming when they found out the climate is getting cooler not warmer) Arnold thinks you belong in the Stone Age.

Here is part of the interview  Schwarzenegger did for 60 Minutes with CBS's Scott Pelley:

"You know, there's been a lot of research that suggests that there are
more fires and there are hotter fires because the fire season has been
extended by climate change," Pelley remarked. 

  • MY COMMENT: Pelley said the fires are hotter. As opposed to colder fires? This lib reporter is not too bright either.

    "Well, we have been doing some research in that, and we have seen
    the changes. We don't have a fire season anymore. It starts in the
    beginning of the year and goes all year around and so it has created,
    of course, big challenges," the governor said.

    Asked what he tells someone who says climate change is theoretical
    and questions the harm, Schwarzenegger told Pelley, "I always say, well
    there were people that were debating over if the world is a globe. They
    thought for a long time it was flat. And there's still people that
    think that they're flat. And there are people that still live in the
    Stone Age."

    I voted for this guy so I guess I'm not very bright either.

    I am a California gal, I still pay property tax there...I had hope and was somewhat excited by him when he first ran although McClintock (sp) was my first choice if memory serves me correctly, that he would take the state by storm adn stick to his promises/words he ran on...

    that I did not vote for this clownboy.  I voted for McClintock, a man who actually understands California's fiscal problems better than anyone.

    After that election where Arnold got slapped down by the unions, he took a "if you can't beat 'em, join 'em" attitude and now he is in their back pockets just like Grayout Dufus was.  The unions own this freaking state and, just like it killed Detroit and the Big Three, it is killing this state.

    Funny how when government runs out of money, there is a commensurate dearth of "compassion."

    Of course, do they not say as goes California, so goes the nation?Or something like that.

    I am starting to get a really, really bad feeling about all this. It seems as if Mr. Bush has pretty much abdicated, and it appears no one is really in charge.

    States are lining up at the federal trough, and the cities are elbowing their way in amongst them.

    Banks cannot account for billions in taxpayer bailout money, and the
    feds won't come clean as to where much of the money has actually gone. Even so, PEBO and company are promising even more trillions in bailouts once he gets himself coronated.

    Something is seriously amiss in this country.

    It seems we have lost control of our own government.

    As for Barney Frank, he should be banned from any further involvement in this matter, as he was one of the people who helped bring this mess about in the first place.

    This whole bailout nonsense is beginning to acquire the stench of a major sham, and we hapless taxpayers are going to be left holding the bag.

    The problem, as I see it, is that the money is NOT being used for it's intended purpose, to make loans. It was stupid to trust these banks with this money to begin with, but if nobody knows where it is going, how do we get it back? That was the plan, right?

    Both parties have let us down big time.  I'm getting pretty tired of Hannity and Limbaugh with their continued devotion to the Republican party.  I'm not sure when they will realize that the REPUBLICAN PARTY IS NOT CONSERVATIVE.

    I may live in TX now, but it hurts to watch my native state sink lower and lower into the abyss.

    Years ago, along with other Young Republicans, we talked about why so many of the rich upper middle class voted Democrat and it was generally agreed that they were feeling guilty about having so much that they felft voting Democrat meant they were taking care of those poor people they left behind on the way up.

    My family, except for a few, has left the state shaking our collective heads as to how this could have happened.

Too many Cali transplants, and many want to implement the same failed policies here that they are running away from.     As a Californian, all I know is that this state is spending millions supporting illegal aliens from schools to hospitals. While the aliens send their money back home. How long can we keep this up? Instead the politicians want us to pay for more of THEIR give-aways. It wouldn't be so bad if it was for citizens, but this is outrageous!

    While Michigans main problem isn't illegal immigration, the net effect of liberal Democrat (Arnie's a RINO!) control is the same. They kill you with high taxes and moral decay!

    They see these illegals as nothing more than the "New Welfare Community" and future Democrat voters!

    Probably the only good to come out of the poor economy and job market is the news that some illegal immigrants are going home.

    On a side note, I find it interesting that the LIBS continue to criticize the war in Iraq and the number of deaths (no matter how small), when our neighbor south of the border is a much more dangerous place. CNSNews reports that from Jan. 1 to Nov. 30, 2008, 5,376 homicides were reported in Mexico. That doesn't include the widespread kidnappings for ransom that occurs in Mexico.You have probably also heard about the recent beheadings in that country attributed to the drug cartel.

    Rush Fan, you are absolutely correct. My parents were born in Mexico and when I went down there last year to visit some relatives, I got yelled at for the war in Iraq. That's when I reminded them: A) it's none of their business, and b) they have their own war there with the drug cartels. They've lst more people than we have.      1.  We'll send our tax money for another "down the rathole" bailout to those idiots in California.

      2.  When the welfare blood suckers run out of money, they'll bail out of California and head to my state.

    We can start by determining who are the conservative lights in California. Getting that information here?  Anywhere?

    That is the problem.  We know all about the people and their deeds on the left, but little about who on the right is fighting these people and their ideology.  So, the next time you are at the polls, you will know who NOT to vote for, but know little if anything about who to vote FOR.  

    Whether it is this web site, which does a terrific job at its stated charter, dozens of others like it, conservative radio, or the very small smattering of conservatives on TV, all are busy bringing to light the transgressions of the left, but not telling us who on the right is standing in their way, if they are effective at doing it, what else needs to be done, and how we conservatives can assist in getting it done.  

    The definition of insanity is doing things over and over, but expecting a different result.  When the elections of 2010 roll around, ask yourself if we, as conservatives, are amongst the insane?

    We got beat by a community organizer in this most recent election.  Perhaps, it is time to do a little community organizing ourselves.   It starts by knowing who amongst our Republican politicians are truly conservative and as important, who among them are actually effective in futhering conservative aims.

    I make it easy on myself. Since the Republicans have rarely been in the majority since 1970, I vote straight Republican during every election. I figure that any Republican has to be better than a Democrat.

    However, I do have a favorite Republican and that is California State Senator Tom McClintock. Senator McClintock is not in my district, but he has run for governor in the past. I mistakenly voted for Arnold, as McClintock was the much better Republican. Unfortunately, he did not have much of a chance against Schwarzenegger on the Republican side.

    California Taxes on the Rise

    I'm in the payroll business, so I'm keenly aware of some of the taxation that goes on in this country.  In California, employees pay "State Disability Insurance", a tax on wages.  This is a special tax that most states' employees do not pay.  Under Grayout Davis, this tax was getting out of control.  When Arnold came in, the tax was cut about in half.  A couple years ago, it began climbing again.  For 2009, the state has announced that the tax will be right back to where it was under Davis. 

    For many employees, they will notice a 27% hike in the SDI rate from last year.  For those employees who hit the SDI limit, they will notice a 40% hike in how much SDI they pay for 2009!

    Arnold has lost, the unions have won.  And that, my fellow Californians, is just the beginning of the increased taxation.

    The Magic Answer

    Everyone is missing the easy solution to California's money problems.

    A person that recieves ANY aid, be it welfare, medical or housing, must first submit proof of citizenship.  If you do not have citizenship papers and you show up in an emergency room or hospital, then you are shipped back to your country of origin.  I guarentee you that the cost of sending them back to Mexico will be a lot less than the cost of the medical treatment they would have recieved.  The most the medical staff should do is stabilize them for transport.

    Allow me to state the

    Allow me to state the obvious.

    You can only do so much with X number of dollars.

    OK.  I managed to come up with that without a degree in so-called economics.

    Whether you look at Capitalism or Socialism that's just the way it is.  Except with Socialism there's always a lower cap.  With real Capitalism there is no upper limit.  But, you can't keep kicking the legs out from under free enterprise and expect to get the taxes you need in order to carry out state-funded programs.

    Roads, schools, police, fire fighters, prisons and other basic services like that should never be messed with.  Degrading the basic infrastructure of a society only creates more need that the state then is obligated to address and more people become dependent upon the state...maybe that's the goal? 

    These states and their ever-widening umbrella of socialistic programs are increasingly getting into fiscal trouble.  These programs don't work because they're extended to waaay to many  people that are simply unwilling to work, don't contribute much if anything when they do work, and a bureaucracy that can care less as long as their getting paid.

    One of the 24% who thinks George W. Bush was a great President. One of the 89% who wants to bring back the stock and pillory.
