NBC Uniquely Wonders if Obama Is Using 'Scare Tactics' to Hype Social Security Threat

By Scott Whitlock | July 13, 2011 | 12:05

Of the three morning shows on Wednesday, only NBC's Today speculated that Barack Obama might be using "scare tactics" with his dire warning that, barring a deal on raising the debt limit, Social Security checks in August might no be mailed out. Good Morning America's George Stephanopoulos simply asserted that the "debt crisis in Washington is getting very scary."

Stephanopoulos uncritically repeated, "And President Obama for the first time yesterday saying that Social Security recipients in August may not receive their checks."

In contrast, NBC's Matt Lauer, skeptically asked, "Scare tactic? President Obama warns millions of Americans Social Security checks may not go out next month if lawmakers fail to reach a deficit deal."

Later, co-host Ann Curry also wondered if the President was unnecessarily frightening people. Talking to Chris Matthews, she pressed, "Meantime, the President made a lot of Americans nervous, Chris, when he talked about Social Security checks maybe not going out. Did he go too far here?"

On GMA, a graphic hyped, "Debt Showdown: Obama's Warning: Social Security Checks in Danger." At another point in the segment, Stephanopoulos again repeated the President's "warning."

There was no discussion on ABC over whether this threat is overblown. For instance, a chart put together by Goldman Sachs shows that the government's Social Security responsibilities for August fall below the line of its cash intake.

Over on CBS's Early Show, the morning program replayed an extended version of Scott Peley's Tuesday interview with Obama. Co-host Chris Wragge described the President's prediction this way: "Republicans push forward a short-term solution to the deadlocked debt limit talks as President Obama issues an urgent call for an agreement."

Co-host Erica Hill added, "...It's about to get personal for many Americans. That's because the President tells Scott Pelley billions of dollars in benefits- we're talking Social Security checks, veterans benefits, disability checks- may not go out next month if a deal is not reached."

A transcript of Today's segment on the debt ceiling can be found below:

Story Continues Below Ad ↓

MATT LAUER: Scare tactic? President Obama warns millions of Americans Social Security checks may not go out next month if lawmakers fail to reach a deficit deal. As a top Republican offers up a controversial last choice option to end the stalemate.

7:01AM TEASE

ANN CURRY: And boy, the gloves are off in Washington and the mood could be even more tense today because the President and top congressional leaders are going to be going back to the negotiating table yet again.

LAUER: That's right. Republicans were not at all happy with the President's comment on Tuesday. And now Senator Mitch McConnell has offered that last chance option. We're going to tell you what he is offering straight ahead.
7:02AM SEGMENT:

CURRY: Let's begin with the clock ticking down on lawmakers to reach a deal on the debt ceiling. NBC's Kristen Welker is at the White House for us this morning. Hey Kristen, good morning.

KRISTEN WELKER: Hey, good morning to you, Ann. Well, sources close to the talks tell me Tuesday's meeting was the most productive yet. But with no deal in sight, the political gloves are starting to come off.

[ON-SCREEN HEADLINE: No Social Security Checks? Both Sides Turn Up Heat in Debt Ceiling Standoff]

After days and days of talks on a debt ceiling deal, President Obama warned what would happen if America defaults on its loans on August 2nd. Some 70 million Americans who rely on disability, veterans and Social Security payments, may not get their checks.

BARACK OBAMA: I cannot guarantee that those checks go out on August 3rd if we haven't resolved this issue because there may simply not be the money in the coffers to do it.

WELKER: House Speaker John Boehner disagreed.

JOHN BOEHNER: There's going to be money available on August the 3rd. And I think it's way too early to be making some types of veiled threats like that.

WELKER: This as Republicans were heating up their own rhetoric and getting personal.

BOEHNER: This is the President's plan. This debt limit increase is his problem.

MITCH MCCONNELL: As long as this president is in the oval office, a real solution is probably unattainable.

WELKER: In a new twist, Senator Mitch McConnell proposed a last choice option, which would allow the President to increase the federal debt limit in increments through 2012, and essentially place the responsibility of raising the debt limit squarely on the President's shoulders. The plan does not guarantee the spending cuts which Republicans have been insisting on.

MCCONNELL: This is not my first choice.

WELKER: Causing one conservative blogger to call McConnell Pontius Pilate and another tweeting, 'McConnell needs to find his spine.' But lawmakers on both sides say they are considering the plan.

Now, President Obama is still trying to push for the largest deal possible somewhere in the neighborhood of $4 trillion in deficit reductions over the next decade. But a lot of lawmakers here just say they just don't think a deal of that size is going to be possible. Ann.

CURRY: Alright, Kristen Welker, thank you so much.

... media figures are realizing that this administration is both terribly clod-like and intentionally divisive. Tough to carry the water and maintain a shred of professional credibility with the public when the grape crop is steadily souring past the vinegar stage and becoming bitter dregs.

Matt's got a lot of years ahead of him in his field and even he knows that more cheer leading is going to be too much at some point soon. Sooner or later, the truth becomes all too evident and clear.

It's not just Obama

Submitted by CobraMan on Wed, 07/13/2011 - 12:16pm.

"President Obama warned what would happen if America defaults on its loans on August 2nd"

It's not just Obama who is resorting to scare tactics. The MSM is fond of using scare tactics themselves. Contrary to the "opinions" offered by Miz Welker, we're in no danger of defaulting on our loans. There is plenty of funds available for both loan payments and entitlement payments. Just the remaining money in the "Stimulus fund" alone is more than adequate to pay debt obligations. All the debt ceiling would cause is a cessation of additional loans.

Scare tactics and class

Submitted by Beukeboom on Wed, 07/13/2011 - 2:13pm.

Scare tactics and class warfare are two tried-and-true points of action direct from the ratty old liberal handbook. They pull both out at a moment's notice and it's worked quite well for them in the past since so much of the public has proven itself to be easily frightened and extremely gullible. One of the main problems in the past is that conservatives in congress have failed to counter these tactics. Hopefully this will change.

Tax revenues

Submitted by ruby2ssday on Wed, 07/13/2011 - 2:25pm.

Correct. As stated yesterday in a CNS article there is more than enough revenue to cover all major expenses including debt interest, SS, Medicare, salaries, and pensions. It is only a matter of choice which ones not to cover. Obamie the commie picks SS. And where did this August 2nd date come from? I've seen nothing magical about 8/2. BTW, tax revenue has been increasing lately, without a tax increase. How about that?

Why is SS on

Submitted by Bodini on Wed, 07/13/2011 - 1:02pm.

Why is SS on the table? Why aren't the payroll taxes treated separately from income taxes? Just another inconvenient truth about the Ponzi scheme that collected Trillions ... put them in a "lock-box" ... that was looted by the politicians ... written off by government accountants with an IOU... and screwed the seniors!

It isn't on the table. But the MSM believes Obama

Submitted by Galvanic on Wed, 07/13/2011 - 1:43pm.

By law, the Social Security revenue -- popularly referred to as the payroll tax -- can only be spent on SS benefits and overhead. That's why when the Congress taps into any excess SS revenue to pay for other bills, they must 'borrow' from the fund, leaving an IOU (Treasury bonds) in place.

Obama is playing the old "Heed my demands or I shoot the dog" game.

Excess Payroll Tax

Submitted by Bodini on Wed, 07/13/2011 - 2:24pm.

As you stated, excess Payroll Taxes (the SS lock-box trust) are spent as general revenue with an IOU deposited in the lock-box. The media hasn't asked about the $2.5 trillion dollars that has been collected for the trust in the last 30 years. I know the money isn't there and this is just another long term unfunded obligation (IOU) resulting from the Feds living beyond their means.

It also does not consider the recurring revenues collected by the Feds from employers and employees as payroll tax withholdings. While I don't know how much the August payroll tax revenues are projected to be, the Trust was to be used to make-up for any shortages that might occur.

My point is that had the Feds not looted the trust ... and the payroll tax was used exclusively for its intended purpose, BO could not put his veiled threat on the table to try to scare seniors. The fact that the liberal lamestream media is either too dumb ... or too in the tank ... or both, just adds fuel to the fire for BO's scare tactics.

Social security was raped

Submitted by cocodrie on Wed, 07/13/2011 - 2:53pm.

Social security was raped when Looney brain Johnson put the trust funds into the "unified budget" in 1968. Just think of all the nice buildings for HUD and the income for new democrats (wetback illegals) that our retirement funds paid for. Now that that's done we can provide for the new democrats (muslim extremists) of today.

Stephanopoulos is just supporting his candidate as always. On Charlie Rose last night he stated that he agrees with Paul Krugman that the stimulus was way too small; it should have been in the $1.3 trillion range. How can we ever get balance from a newscaster who is way to the left of Obama.

Lame Stream Media...

Submitted by Conservator on Wed, 07/13/2011 - 1:52pm.

...months ago declared war against Conservative Republicans; especially those who are affiliated with the Tea Party. I try to read what leftists media elites are espousing because I believe it to be important to understand the issues from both political spectrums. I've always read the WaPo and commented on articles on their site.

However after the left recovered from the shellacking of the 2010 election and realized that the Anointed One and the Democratically control Senate were facing another shellacking in 2012, they started a nuclear war against everyone who was right-of-center. I've never witness the leftist bias I see today in the Lame Stream Media. If you want to get sick, try reading the comment section of a widely read article in the WaPo. You will find it filled with hateful, ignorant and anti-semantic rants by WaPo readers which clearly defines the so-called compassionate progressives that support Obama/Democrats. If it's this bad already, I don't know how I will make it to Nov. 2012. Albeit, I take comfort knowing how frighten the left is knowing another shellacking is nearing.

Obama - "Scaring Seniors" has long been his MO

Submitted by Gary Hall on Wed, 07/13/2011 - 2:58pm.

Even the liberal Democrat run FactCheck.org found this to be the case.

  • Scaring Seniors - An Obama-Biden ad says McCain supports "cutting benefits in half" for Social Security recipients. False! September 19, 2008
  • Obama’s Social Security Whopper - He tells Social Security recipients their money would now be in the stock market under McCain's plan. False. September 20, 2008

Something tells me that the same press that didn't pick up on that back then, won't this time either. Just a feeling.

Result? Obama was successful. He scared seniors -- and he's doing it again.

His MO.

PS - would someone please sign Obama up for a couple of classes. Ethics 101 and Economics 101 would be a great starting point.
