Pelosi: Obama Did Not and Does Not Need Congress’ Authorization for Libya Action
House Minority Leader Nancy Pelosi (D-Calif.) said she is “very protective of congressional prerogative” regarding military action but believes that President Barack Obama did not need Congress’ authorization to take action against Libya and does not need congressional authorization today to continue with the operation.
At a Capitol Hill press conference on Thursday, Pelosi said, “Let me respond by saying I’ve always believed that it’s very important to respect the prerogatives of the Congress in terms of being involved in any military action, A. B, that the consultation between the executive and the legislative branch is essential whenever we engage in a military action. I believe the limited nature of this limited – of this engagement -- allows the president to go forward.”
“Now, I am reviewing the report he has, that they have sent to the Congress – the unclassified is in the public domain -- I’m going over the classified aspects of it,” she said. “But I think that part of that report shows an interaction and consultation with Congress and I’m satisfied that we can continue in the limited role that we have as part of NATO. If we had boots on the ground, mano a mano, that’s a different story.”
Pelosi continued, “I’m satisfied that the president has the authority he needs to go ahead and I say that as one very protective of congressional prerogative and very supportive of consultation all along the way.”

The SAS (Special Air Service, kind of like our Delta) was on the ground there three weeks prior to the first missile being loosed.
I don't care whether it's boots or wingtips, the CIA and contract operatives are American citizens, and he can't say they don't count or, as he more famously called the unemployed amongst our citizenry, "bumps in the road".
I hope Boehner has the fortitude to slam him to the wall on this.

The War Powers Act is being violated in letter if not in spirit. But, is the WPA legal in the spirit of the Constitution. The President and the Congress have been duking this out since Jefferson. Since what we have is the WPA then the GOP should nail Obama's ass to the wall.

We call ourselves a constitutional republic, but I am seeing less and less of the constitutional part as each day passes.
If we aren't going to enforce it, it may as well not exist.

It's real telling how this misfit is saying that the Chairman doesn't need authorization and I see it as one way only.(the other way I had considered and rejected) She's affirming that he's behaving in a dictatorial manner. She's affirming that he's not answerable to anyone, especially after he gave that absolutely bogus response of "no hostilities," which is also a manner of a dictator.
The other way I considered and rejected was that he was continuing his incompetence.(for the sake of this argument, I'm not trying to convince anyone about incompetence versus maliciousness)
I do hope that Boehner will man up and do the right thing, but unless the senate follows through with him, I don't know how this dictator can be stopped short of a coup with the military's help.

It’s certain that she would have to deal with many defectors who would not want to go on the record endorsing Obama’s little war. With an election coming up next year the dems in congress want to stay as far away from this as possible, that way if it all goes south they can say I never supported that. Remember these are the same dems who abdicated on passing a budget going into the last election.
