Couple to that the fact North America has had too many of them here in the past 30 years compared to South America, for instance, and the odds were never good.
Any President would have made an improptu press statement about how wonderful it would be if, "the great city of Chicago were to be chosen," and that he was going to support it any way he could from the Office of the President.
Then he should have shipped a group of beggers and greasers to try and finesse the outcome with his official blessings. If we got it he can take credit for supporting the effort. If it failed, he gets to stand back and say he supported it, but it wasn't his fault.
That's what Any President would have done. But not The Ego.
