b) the regulations surrounding aircraft maintenance is a highly technical area of expertise; the insurance industry does not keep a staff on board to do what the Federal Government has coopted to itself; in addition, they are not (as such) authorized to inspect aircraft or crew (although they could become so upon passing various tests); thus your second part is also moot.

The drug has its benifits and they are really good but teh downsides are not worth using for most situations. So the good effects of Pauls fiscal policies are drastically offset by his foriegn policies and therefore unuseable. Most people see this as true.
The only people who believe heroin is a great thing is addicts.
