MSNBC Celebrates ObamaCare Anniversary, Condemns Republican 'Lies' About Law

In Wednesday's 12PM ET hour on MSNBC, anchor Contessa Brewer touted the one year anniversary of the passage of ObamaCare: "One year ago today, President Obama signed the health care reform bill into law. It wasn't soon enough for Eric De La Cruz, who needed a heart transplant." The headline on screen read: "Why We Need Health Care Reform: A Personal Story."

Brewer spoke with Eric's sister, Veronica De La Cruz, who serves as anchor of MSNBC's First Look at 5AM ET and NBC's Early Today at 4AM ET. Brewer observed: "It's got to be bittersweet, because you fought for health care reform in that process, but on this anniversary, it comes too late to help your brother." De La Cruz had no qualms about describing her enthusiastic lobbying for ObamaCare: "...it is bittersweet, you're right. But I made a promise to my brother....I started speaking out at health care rallies, vigils, anybody who would listen to Eric's story."

Brewer quickly turned the discussion to politics: "...there are still opponents who are fighting this, there are still Republicans who say it's time to go in and repeal health care reform. They say that in the United States, even people without health insurance can get medical treatment. That you have access, if you live in the United States, you have access to quality medical care."

In response, De La Cruz harshly ranted against the GOP:

It is a lie. It is – it's unbelievable....for the Republicans out there who are saying that this system, this status quo works, I don't know what planet they're living on. But I have to say, after my brother passed away, I went to Washington, and I talked to members on both sides of the aisle to help craft this legislation, to make sure that they all knew about my brother's story. And every time I would walk into one of those offices, a Republican office, there were so many lies out there. You know, there are just – I mean, health care reform, it was supposed to kill your grandma. It was supposed to be a death panel. The only death panels I've seen are the ones happening in Arizona with Governor Jan Brewer and the cuts to Medicaid that she's implemented.

Near the end of the segment, De La Cruz encouraged viewers to read here ObamaCare-promoting article on the left-wing blog, The Huffington Post. In that article, she praised the "historic passage" of the legislation and lamented how Americans still remain "confused" over the issue due to the "historic levels of rhetoric which served to obscure the actual components of an already lengthy bill."

Here is a full transcript of the March 23 MSNBC segment:

12:13PM ET

CONTESSA BREWER: One year ago today, President Obama signed the health care reform bill into law. It wasn't soon enough for Eric De La Cruz, who needed a heart transplant. He couldn't get insurance through his employer because he had a pre-existing condition and he couldn't find private coverage either to pay for treatment. His sister, Veronica, tried raising money and awareness and won the support of thousands of people, including everyday Americans and celebrities. But Eric died on July 4th, 2009.

[ON-SCREEN HEADLINE: Why We Need Health Care Reform: A Personal Story]

Veronica De La Cruz is now my colleague here at MSNBC and she joins me on this anniversary of passing health care reform. It's got to be bittersweet, because you fought for health care reform in that process, but on this anniversary, it comes too late to help your brother.

VERONICA DE LA CRUZ: Absolutely. It does. And it is bittersweet, you're right. But I made a promise to my brother, Contessa, when he was dying, and I said, 'You know what, I promise you, I will do everything – everything I can within my own power to make sure this doesn't happen again.' And so after he passed away, I mean, there was that month that I spent in bed with the curtains drawn and didn't talk to anyone.

But as soon as I was able to pull it together, I got on the road. I started speaking out at health care rallies, vigils, anybody who would listen to Eric's story, really. And, you know, you're right. It is bittersweet. But I want people to understand that, look, this is going to take some time to implement. You know, the magic isn't going to happen overnight. All of the major provisions of the bill don't even take place until 2014. There are a lot of people out there who have no idea what this means for them.

BREWER: I've got to ask you, because there are still opponents who are fighting this, there are still Republicans who say it's time to go in and repeal health care reform. They say that in the United States, even people without health insurance can get medical treatment. That you have access, if you live in the United States, you have access to quality medical care.

DE LA CRUZ: It is a lie. It is – it's unbelievable. I mean, look at my brother. Look at what happened to him. I am a person who, when this happened to my brother, I was working at CNN. My brother was a college student, he was working part time at a web design firm that only employed seven people. None of those people had insurance. It was such a small company. But what health care reform does now is it offers tax credits to small businesses, so maybe this would never have happened to my brother.

BREWER: Or the fact that he was a college student, maybe he could have been covered under your parents?

DE LA CRUZ: Right. College kids now, or young people in general, can stay on their parents' plans until they're 26 years old. There's a girl out there, Emily Schlichting, who I've been speaking with, she has a life-threatening illness and she was thinking, 'Do I drop out of college to get a job just so I can stay insured?' Because of HCR and the passage of it, she can go ahead and finish her college studies. And, I mean, my brother is a prime example. I mean, he, honestly, unfortunately, became the face of a system that was broken.

And I'm somebody who understands the system, was able to get the word out there, had a platform. I started tweeting and Trent Rosener from Nine Inch Nails was reading my Twitter page and his management get in contact with me and say, 'Look, we're in the middle of this worldwide tour and we want to help fund-raise for you.' We raised almost $1 million for my brother's heart transplant.

And even after we had all that money, we still couldn't get him into a hospital. UCLA Medical Center was saying, 'You still need supplemental insurance to make sure that he can pay for the anti-rejection drugs even after he has a transplant.' People don't understand how difficult it is to maneuver the system. And unfortunately, they never do until it's too late.

So for the Republicans out there who are saying that this system, this status quo works, I don't know what planet they're living on.

BREWER: The way things stand right now, there have been changes that are implemented as we speak. So for instance, pre-existing conditions are no longer allowed as a reason to deny children health insurance.

DE LA CRUZ: Right.

BREWER: Are you satisfied with the progress?

DE LA CRUZ: I am. You know, look, any journey worth taking begins with a single step, and we are headed in the right direction. The fact that, yes, kids, up until the age of 19, now they cannot be denied by their insurers, perfect, great. In 2014, hopefully that's going to apply to all Americans. Something needed to change, you know, and the fact that my brother is still inspiring that dialogue, you know, means a lot. And I miss him dearly, but, you know, I always say that was his greatest gift.

BREWER: I'm so sorry for your loss. I really am.

DE LA CRUZ: Thank you.

BREWER: And I'm sure that he's so proud of the hard work that you've put into this, and that you carry such passion with you.

DE LA CRUZ: I appreciate it. Thanks. And I just wanted to say, I wrote a piece in the Huffington Post today – Don't cry, because you're going to make me cry – and Hope for Hearts Foundation is something I set up in my brother's honor, so if you wanted to check it out, it's there.

BREWER: Veronica, thank you.

DE LA CRUZ: Thank you.

I Am Sorry Her Brother Died, BUT. She is not Exacly a Martyr...

Submitted by gruyere cheese on Wed, 03/23/2011 - 5:33pm.

So Veronica, who apparently works on TV (worked at CNN, NBC and now MSNBC) was unable to help her brother financially? Sorry, but this is the problem with liberals, as long as it is NOT MY MONEY, WE CAN SPEND IT. I have many foreign friends who are raised not to expect the government to help you....YOU HELP YOURSELF. Now she is exploiting her brothers death by invoking the Healthcare reform right on her network (employer) to make a point? Liberals only speak of problems, NEVER A SOLUTION.

Submitted by eaglewingz08 on Wed, 03/23/2011 - 5:46pm.

I don't see anything in Obamacare that changes the way that transplants are granted, except in a negative direction. Maybe this democrap booster believes that under Obama illegal aliens and minorities would go to the top of the list because of past alleged discrimination? And if she's sorry about the wait it took to get Obamacare passed, why isn't she pissed off about it not being implemented until 2014? I mean, her brother would have been dead for years, anyway, with or without the legislation. And, I have this sneaking suspicion, call me crazy, that if the true facts about her brother were out, there would not be a health care failure that resulted in his death, or contributed to his death, but there was some social or personal issue with her brother that brought about his condition and/or contributed to his untimely demise. I pray for her brother, but this report is sickening.

Clinton's goal was to come up with a comprehensive plan to provide universal health care for all Americans, which was to be a cornerstone of the administration's first-term agenda. A major health care speech was delivered by President Clinton to the U.S. Congress in September 1993. The core element of the proposed plan was an enforced mandate for employers to provide health insurance coverage to all of their employees through competitive but closely-regulated health maintenance organizations.
It was derailed by lies from conservatives.ibertarians, and the healthcare industry. The Democrats in office failed to organize behind Clinton. They saw their mistake and rectified it under Obama.

Clinton's Health Care Proposal

Submitted by Par for the Course on Wed, 03/23/2011 - 9:19pm.

Submitted by MoDans55 on Wed, 03/23/2011 - 7:21pm.

The core element of the proposed plan was an enforced mandate for employers to provide health insurance coverage to all of their employees through competitive but closely-regulated health maintenance organizations.

The proposed plan relied on regional alliances as the CBO states (An Analysis of the Administration's Health Proposal, February, 1994):.

the proposal would establish a nationwide system of regional purchasing alliances. Most people who worked for firms with 5,000 or fewer full-time employees, as well as most people who were not in the labor force (including Medicaid beneficiaries), would be required to obtain health insurance coverage through those alliances. (Page 2)

Employers would pay into the regional alliances on behalf of their employees.

I believe this is the "competitive" part of the proposal you may be thinking about:

Competition among health plans in a regional alliance is one mechanism through which the proposal intends to control costs. Under the proposal, however, health plans would compete on a different basis than they do today. Those in a regional alliance would not be able to compete on the basis of the benefits they offered, as do current plans, because they would all be required to offer the same standard package of benefits, including standardized cost sharing, to all their enrollees. (Page 21)

The real cost control mechanism was federal control of premiums:

Controls on the Level and Rate of Growth of Premiums (Page 24)
To supplement the effects of market forces in containing health care costs, the proposal includes provisions for federal control of premiums for the standard benefit package. The principle underlying the proposed controls is that the national per capita premium for the standard benefit package should increase each year by no more than the general health care inflation factor. For the period from 1996 through 2000, the values of that factor would be the increase in the CPI plus specified amounts—1.5 percentage points in 1996, 1.0 percentage point in 1997, 0.5 percentage point in 1998, and zero in 1999 and 2000. After 2000, if the Congress did not specify new inflation factors, the default factor would be the percentage increase in the CPI combined with the percentage growth in real GDP per capita.

If you are a student of economic history, then you'll know what happens when you artificially control prices.

PFTC...

Submitted by Jer on Wed, 03/23/2011 - 10:44pm.

To what extent the enactment of Clinton's reform proposals may have impacted the growth in total healthcare expenditures or moderated premium increases through federal intervention is a matter of conjecture. But the track record of traditional market forces regarding cost and rate containment over the past couple of decades can hardly be described as a spectacular success.

Aggregate health care outlays have exploded since 1990 from a little over 700 billion per annum to well over two trillion in 2008. And the average premium for family employer-based polices has jumped 131 per cent from 1999 to Jan. 2010.

The above figures are according to the Kaiser Foundation which is pro-reform, so feel free to provide contravening statistics if you believe those are in error.

jer, I would agree

Submitted by Agnostic on Thu, 03/24/2011 - 2:47am.

but over the past couple of decades it has been anything but traditional market forces effecting the cost of medical care. The regulatory control of the medical profession has increased exponentially while legal susceptibility to law suits has not been helped by any legislation.  The growth in healthcare cost correlates very well with the increase in government and insurance companies (much of which is government mandated or regulated) involvement with the medical profession as a whole.

The statistics are most likely accurate but the idea that they are a result of market forces is not true unless you ignore the effects that government regulation and legislation have had on the insurance and medical environment.  You could also throw in the lack of faith that businesses have in the insurance plan has caused many companies to find ways to pass other costs on to their employees and customers but that is a different problem.

No need to contravene those statistics. But, the PPACA is going to increase aggregate health care outlays even more, than if it hadn't passed. (See HHS's actuary)

What you and I may differ on is why premiums for family employer-based policies have jumped 131 percent in that time frame. I'm sure a large part is provider costs, but a portion can be attributed to state governments:

I'm paying for what?! Mandated health insurance benefits

Last year, there were a combined 2,156 health insurance mandates in the 50 states and District of Columbia, according to a 2010 "Health Insurance Mandates in the States" report from the Council for Affordable Health Insurance (CAHI)

[...]

The concept of state-mandated benefits has grown in popularity in the past few decades. In the late 1960s, state legislatures passed only a handful of medical insurance mandates, according to CAHI. Last year's count of 2,156 was 17 percent more than in 2006.

[...]

According to CAHI's analysis, health insurance mandates increase the cost of basic health coverage from slightly less than 10 percent to more than 50 percent -- depending on the mandate, type of policy and the state where an insurer operates.

By themselves, most mandates don't increase the cost of coverage by much. Mandates related to prostate cancer screening, reconstructive surgery and coverage for chiropractic services, for example, increase the cost of health insurance by less than 1 percent each. But costs escalate with the accumulation of mandates, Wieske says. A few low-cost mandates might not noticeably impact health insurance premiums, but 50 such mandates would.

[...]

Wieske says that states with a large number of mandates tend to take a fairly prescriptive approach to regulating their insurance markets, while states with fewer mandates look more to the free market to prevail.

[...]

Add the cost shifting from Medicare and Medicaid to private insurers ..... well, I could go on, but for the sake of brevity..... (I know, too late)

So, when you say:

But the track record of traditional market forces regarding cost and rate containment over the past couple of decades can hardly be described as a spectacular success.

I could say that market forces were hampered via mandates. I saw an interesting article that I think relates to this:

Hamm says N.D. insurance customers favor basic benefits

BISMARCK — When given a budget and a chance to choose health benefits, North Dakota customers prefer broad, basic insurance plans with preventive care, a state Insurance Department study says.

[...]

Small groups were asked to choose from a menu of possible insurance benefits, including hospital and drug coverage, preventive care, dental and vision benefits, and mental health care.

The exercise, called Choosing Health Plans All Together, or CHAT, was conducted over 17 sessions last year. Researchers at the University of Michigan and the National Institutes of Health developed CHAT.

Participants initially were asked to pick their preferred plan. Then they met and were asked to design a group insurance plan they could agree upon.

Insurance Commissioner Adam Hamm said the groups preferred spreading their health care dollars among most of the categories, without choosing more expensive options — such as lower deductibles — in any one category.

[...]

“They wanted to get as many of those different categories and basic needs filled as possible, instead of trying to build a rich plan in one or two areas,” he said.

Hamm said the North Dakota Legislature may use the report to consider whether to keep some mandated health-insurance coverage plans.

[...]

Looks like people, left to their own accord, can decide on what benefits they like and don't like to pay for.

You say that "moderated premium increases through federal intervention is a matter of conjecture". Can I ask what you personally think would happen if premiums were regulated, using the the Clinton proposal as an example.

Every talking head who's mug

Submitted by MightyMouth on Wed, 03/23/2011 - 6:15pm.

Every talking head who's mug is broadcast on the boobtube every night can afford whatever health care they need. It's the rest of us poor dumb bastards who have to live with the psycopath and chiefs dictates. So "Contessa" (if that really is your name) it's not hard to understand that when the hammer and sickle comes down on the rest of us, you'll be just fine and be able to fly to Canada or wherever the good health care is.

Your mug

Submitted by MoDans55 on Wed, 03/23/2011 - 7:15pm.

It's easy to see why YOUR mug isn't on TV. You obviously lack the intelligence to realize that income doesn't guarantee Medical Insurance coverage. Without the provisions in the Healthcare Reform Bill, anyone can be dropped by their insurance carrier simply because the insurance company decides that your expensive procedures are now 'pre-existing'.
It's always ebntertaining when conservatives use opinions to argue against facts.

What facts do you have here, I haven't seen you post any.

All you're going to get with this idiot Obamacare is rationing. According to some government drone's made up priority list. Go read some of Rahm's brother's work. Get back to me after you've educated yourself on the subject. We've been discussing it here for over two years...if you're interested, you can go to the Forums and look for "Health Care Reform" under Off-Topic News. There are several threads, although about 800 posts (with fabulous cites) were wiped out when the site was re-formatted last fall, unfortunately.

Ante up manners and I'll raise you the basic economic theories you seem to be lacking (or ignoring) and how they apply to over regulated world of medical coverage. Government has destroyed many fine medical companies and been an integral part of increasing the cost through misuse of Congressional power and over-reach and over regulation by various federal and state agencies as well as those appointees (czars) of the current administration.

I won't be as rude to say you lack manners and facts but you have at least failed to display them so far.

What this product of the theacher's goonion types doesn't have the intelligence to comprehend is that, under Obamacare, he will (eventually) be allowed to see a doctor - one named Habib, Sharma, or Patel.

medical tourists

Submitted by wizardjr on Thu, 03/24/2011 - 11:44am.

The 'newest' thing for some countries is setting up medical tourism because their costs are so low you can actually get first class care for what your deductables and co-pays would have cost... or less. This has been around for ages, but is getting official backing nowadays.

My wife just got a full upper denture (hardened plastic with metal armature) for $85.00. Starting price in our area is around $500 plus dentist, plus facility fee, plus plus plus, etc. Oh yeah, she also had the last four teeth (frontals gone loose) pulled for under $10 total including pain shot and dentist and including the revisit to check healing progress. I pretty much paid her airfare on what I saved and then we had the vacation as bonus.

MoDan, your obviously dumber

Submitted by bassndude on Thu, 03/24/2011 - 12:12pm.

MoDan, your obviously dumber than a box of rocks. Every Idiot knows that Medical Insurance laws are STATE laws. The States control medical insurance rates and also provisions for dropping coverage on an individual. Obama's Healthcare Reform removed the power of the states to control the Insurance Companies. Since the passage of said reform, insurance rates have increased, in some states more than 100%. The insurance stocks have really made some strides to the positive also. You can spout all those liberal talking points you want, but the fact is that, with the reform, you will pay more for medical insurance coverage, your deductible will increase and you will lose more doctors from Medicare. Treatment will become harder to get. CAT scans will now require you to wait a month, while approval for said test comes from Washington DC. Good luck with it.

The problem is you have never lived under a state run medical program. Never been around one, and you are ignorant of the repercussions.

So - Obama's network sez: 'Obama wonderful!'

Submitted by Slyrr on Wed, 03/23/2011 - 6:59pm.

Knock me over with a feather! MSNBC, Obama's network, bought and paid for through his takeover of GM/Universal, says that Obama's unconstitutional law is just peachy 1 year after it's horrible details are brought to light.

Like a dermatologist squeezing a pimple from which bucketloads of pus just keep on flowing, the more people see about what Obamacare does, the more they hate it. The majority of the people want it repealed - overturned, destroyed, abolished - any word for 'gone' you wish to choose.

And surprise surprise, Obama's network of ventriloquist dummies are defending it to the hilt. With Obama's arm jammed firmly up the tuckus of each and every dummy at MSNBC, they're dancing to his tune and reading every talking point faxed over by Axelrod, et. al.

BSNBC is another network that should be 'defunded' along with NPR, seeing that Obama using our taxpayer money to fund it. 'Bailout' indeed - everyone knows the only reason BSNBC hasn't died yet is because Obama is pumping our tax dollars into this failed network to keep it operating and spewing out his lies.

'Woe unto the liar, for he shall be thrust down to hell.'
Not pushed. Not nudged. Not dropped. But THRUST down to hell.

If a Liberal/Democrat politician/media figure wants to put their arms around you, or pat you on the back, all they're doing is looking for a good place to stick a knife.

MEAN DEMS...

Submitted by JPTSO3 on Thu, 03/24/2011 - 12:54am.

Did she ask the Kennedys for a loan? How about Jaaaaawwn Kerry? Last year, Kerry bought a boat, the Isabel, for 7 million dollars. He berthed Isabel in Rhode Island. Had “Kennedy Lite” docked Isabel in his home state, he would have owed $437,500 in sales tax, and $70,000 a year, every year, in excise taxes.. that about the cost of a heart transplant. I think Mr. Kerry has a lot of nerve buying a 7 million dollar boat when there are people in need of hearts. Mean, mean Dems….

Ok, on a lighter note…

About six months ago, Campus Progress Action, an appendage ( like an oversized mole) of The Center for American Progress shot a video featuring college age wags whining about those who wish to “take away” their health care coverage. The video’s texture and lighting remind me of a kidnap victim VHS tape replete with naked backgrounds crappy sound and hand written signs pleading for help. The concept was likely hatched between bong loads and the script written on recycled paper using organic crayons. The theme: actors take their clothes off and cover their naked bodies with signs like “I wasn’t covered”. Get it? The metaphor …naked… not covered. Get it?
The actors in the vid are all young and apparently college students. The white chicks look like time-traveling hippies. One white guy has a beard and so much hair on his oversize chubby trunk if he ran outside naked he might be netted and returned to a bear enclosure.

The video narration leads with: “For decades we were left wondering if we’d ever get covered” . Decades? The median age is about 20. Apparently youthful wags wonder about health insurance in the womb. It gets better, as the dopy assemblage complains about being “dropped” without warning and being jobless… The hairy guy with a body that resembles 300lbs of well chewed bubblegum happily says: “Congress covered us!”. Then (my favorite moment in the video) the sound of mini-chimes plays like Tinkerbelle pixy-dusting the naked jobless “yoots” and pooof! Everyone’s covered! Now they can remain deadbeat, jobless money sponges tethered to mommy and daddy … 8 years into adulthood. It closes with a plea to vote on November 2nd “to stay covered”.

If you want a good laugh take look… It is… hilarious!

I find it truly amazing that so many people fall for the utopianist BS. I suspect the majority of leftards I 'hear' on the blogs are kleptocrats - lazy, jealous, stupid, and/or inept. I get the feeling they think it IS fair to steal from folks that are more successful. The word infantile comes to mind.

If all federal transfer payments were found to be unconstitutional this country would snap back to financial and cultural health and world leadership like a stretched rubber band suddenly released.

In point of fact, I truly believe they ARE unconstitutional.

One of the most expensive "problems" in health care is

Submitted by ConservaSerb on Thu, 03/24/2011 - 5:00pm.

People who don't pay for premiums are allowed into emergency rooms to be treated for colds and flu on an emergency basis. Instead of going to a doctor's office and spending 50 bucks on a doctor's visit, they "spend" $500.00 on an ER visit, which SOMEONE has to pay. Worse yet, that ER visit is billed at a greatly reduced rate to Medicare or Medicaid, and they then INCREASE the costs of an ER visit to those who don't have insurance or don't have an insurance company that has a sweetheart deal.

Go into any busy hospital ER on evenings and weekends, and over 1/2 the people in there could have gone to a family physician . . . but they didn't want to miss work or they didn't want to have to pay the 50 bucks.

And don't get me started on the $16.00 for a couple of over the counter pain pills.

A wise & frugal government, which shall leave men free 2 regulate their own pursuits of industry & improvement, & shall not take from the mouth of labor the bread it has earned - this is the sum of good government. T. Jefferson
